RE: REGULATING, WARNING AND GUIDING TRAFFIC DURING THE EXTENSION OF
TEMPORARY CLOSURE OF COUNTY ROAD 13 BETWEEN COUNTY ROADS 42
AND 44 FOR APPROXIMATELY AN ADDITIONAL THREE (3) MONTHS, FOR
UNANTICIPATED DELAYS DUE TO DISCOVERY OF UNMARKED BURIED UTILITIES
AND ADDITIONAL SOIL REMOVAL
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, pursuant to C.R.S. §42-4-106(6)(a):
"...local authorities, with their respective jurisdiction may, for the
purpose of road construction and maintenance, temporarily close to
through traffic or to all vehicular traffic any highway or portion
thereof for a period not to exceed a specified number of work days
for project completion and shall, in conjunction with any such road
closure establish appropriate detours or provide for an alternative
routing of the traffic affected...", and
WHEREAS, the Board, pursuant to said statute and upon the basis of traffic and personal
investigations, has determined that conditions exist which make it necessary to temporarily close
said County Road to through traffic and to regulate, warn and guide vehicular traffic by posting
signs thereon.
NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of
Weld County, Colorado, deems it necessary to regulate, warn and guide vehicular traffic on
County roads and any intersections thereof, and it hereby authorizes and orders the posting of
such traffic control devices as shall be reasonably necessary to regulate, warn and/or guide traffic
thereon for the safety of the general public and that said traffic control devices shall conform to
the Federal Manual on Uniform Traffic Control Devices.
BE IT FURTHER RESOLVED that the Board of County Commissioners of Weld County,
Colorado, does declare and establish that the temporary closure of County Road 13, between
County Roads 42 and 44, be extended, with said extended closure being effective December 16,
2020, for approximately an additional three (3) months through March 1, 2021, for unanticipated
delays due to the discovery of unmarked buried utilities, as well as the need for additional soil
removal, and further, that standard official traffic control devices shall be erected at said closure
giving notice of the restrictions.

SUBJECT: BOCC Agenda Item
DCP Operating Company is requesting permission to extend the closure of CR 13 between CR 42 and CR
44 from 12/16/20 through March 1, 2021, in order to complete remediation due to a major natural gas
pipeline leak and complete reconstruction of CR 13 and CR 42. A temporary shoo fly has been
constructed to keep traffic moving. VMB's will be in place.

Road Closure Permit #RWOG20-0276 Extension Request
Ms. Mutchie,
This letter is being submitted to request an extension to the road closure timeframe of County Road (CR)
13, between CR42 and CR44 and with associated Permit Number RWOG20-0276. Due to several factors,
the anticipated timeframe to completion has been severely impacted and construction activities will not
be able to be completed by December 16, 2020. A summary of delays is provided below:
• Several previously unknown and unmarked buried utilities have been encountered during CR13,
CR42, and Right -of -Way removal and excavation including:
o 1 -inch pvc line under CR42
o 1 -inch pvc line under CR13
o 16 -inch concrete culvert in the east side ROW for CR13
o 3 -inch pvc line in the east side ROW for CR13
o Multiple abandoned telephone cables under CR42 and CR13
• During each encounter of these buried utilities, stop work authority was initiated and Colorado
811 was called for utility locating. In one instance, an emergency utility locate was required due
to a damaged utility, which was subsequently deemed abandoned.
• Supplemental subsurface investigation including GPS locating and soil sampling for
environmental impacts was required along the length of each buried utility.
• Approval for removal of each of these utilities was required from either the utility owner or
landowner.
• Environmental impacts to subsurface soil beneath CR13 and the ROW have been encountered
further than previously anticipated based on investigations performed at the site in early to mid -
2020, and could equate to approximately 10,000 cubic yards of additional soil that will need to
be removed as overburden and/or remediated.
To date, these issues have caused a 4 -week delay to the schedule. Additionally, the final excavation
extents to the north have not yet been determined.

Therefore, Tasman Geosciences, Inc., on behalf of DCP Midstream, LP, is requesting an extension for road
closure activities to March 1, 2021. The length of this extension is being provided to account for winter
weather delays, the large amount of additional soil that will need to be addressed, and to ensure that
these activities can be completed entirely in the requested timeframe.
