RESOLUTION RE: APPROVE GRANT APPLICATION FOR ENERGY AND MINERAL IMPACT ASSISTANCE FUND (EIAF) PROGRAM FOR 35TH AVENUE AND O STREET INTERSECTION ROUNDABOUT CONSTRUCTION PROJECT (OCTOBER CYCLE - TIER II) AND AUTHORIZE ELECTRONIC SUBMITTAL WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Grant Application for the Energy and Mineral Impact Assistance Fund (EIAF) Program for the 35th Avenue and O Street Intersection Roundabout Construction Project (October Cycle -Tier II) from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Public Works, to the Colorado Department of Local Affairs, with further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. (2.500 character limit) This project is needed to improve the safety of the intersection and create additional capacity to assist with peak hour delays from congestion. b. Project implementation How does the implementation of this project address the need? (2.500 character limit) The proposed roundabout alleviates the type of crashes occurring at this intersection and will keep traffic flowing in a safe continuous manner. The roundabout will be able to accommodate heavy duty trucks and farm equipment through the intersection. c. Describe the expected measurable outcomes How will the project enhance the livability* of your region, county, city, town or community? Examples would include constructing a new water plant to eliminate an unsafe drinking water system and provide safe and reliable drinking water; the construction of a new community center that would provide expanded community services, or projects achieving goals regarding energy conservation, community heritage, economic development/diversification, traffic congestion, etc. *(Livability means increasing the value and/or benefit in the areas that are commonly linked in community development such as jobs, housing, transportation, education, emergency mitigation, health and environment.) (2,500 character limit) The outcome of this project will result in a safer, less congested intersection, which will improve the livability of the surrounding area. In addition, roundabouts not only improve congestion but provide enhanced air quality benefits over a standard intersection where you idle. b. Energy efficiency Will this project implement an energy efficiency/strategy that could result in less carbon footprint or conserve energy use or capitalize on renewable energy technology? If yes, please describe. (2,500 character limit) Yes, roundabouts help reduce the carbon footprint by allowing continuous flow movements for cars so they do not emit as many pollutants, which helps our air quality. Also, Weld County will utilize recycled asphalt to assist with the reconstruction of any improvements to also help reduce the carbon footprint during construction. H. This project was designed in-house by Weld County and therefore has been on our five-year capital improvement plan (CIP). Greeley is also looking at doing improvements to the 35th Avenue corridor and anticipates fully annexing this intersection upon project completion. b. Why can't this project be funded locally? (2,500 character limit) Weld County and Greeley are requesting DOLA's partnership to ensure the project can be completed in a timely manner. Weld County is the most impacted county in the state for oil and gas and therefore cannot afford to improve every road that is impacted by the industry. c. Has this project been deferred because of lack of local funding? If so, how long? (2,500 character limit) This project has been deferred until the City of Greeley could assist with a partnership. d. Explain the origin and status of your local cash match. (Note: Whenever possible, local government cash match on a dollar for dollar match basis is encouraged.) (2,500 character limit) Weld County has committed funds for this project out of Public Works 2020 General Fund. e. (2,500 character limit) Yes, impacted roadways are discussed at Weld County's Oil and Gas Working Group meetings. The Oil Et Gas Working Group consists of industry partners discussing impacts affecting everyone and problem solves how we can all work together to minimize or mitigate these problems. Weld County has and IGA with the City of Greeley and all aspects of the project were discussed and agreed upon. I. READINESS a. Community energy or mineral impact Describe how the applicant is, has been, or will be impacted by the development, production, or conversion of energy and mineral resources (2,500 character limit). Weld County is the #1 producing oil and gas county in the entire state and therefore is extremely impacted. Much of the road's traffic is due to oil and gas trucks. As of August 2020, Weld County has 19,900 active wells, which emphasizes why energy and mineral impacts to Weld County are primarily related to oil and gas truck traffic activities. b. Use data Cite actual use data that documents direct impact as it relates to the need for the project. For example, "heavy truck traffic directly related to energy development activities is impacting County Road X. a traffic count done in May 2019 showed energy related truck traffic increased from 100 trips per day to 300." (2,500 character limit) WCR 35 is an arterial road with 7,728 vpd south of the intersection with 11% truck traffic and 4,350 vpd north of the intersection with 11% truck traffic (as of May 2018). WCR 64 CO' Street) is also an arterial road with 4,000 vpd west of the intersection and 6,000 vpd east of the intersection (as of 2016-18). This intersection has shared right-of-way with the City of Greeley. K. MANAGEMENT CAPACITY a. Fund management How will you separate and track expenditures, maintain funds and reserves for the capital expenditures and improvements as described in this project? In addition, Public Works will use the project management software PubWorks to assist in administering the grant. b. Project sustainability Describe the funding plan in place to address the new operating and maintenance expenses generated from the project? (2,500 character limit) We plan on building this project in concrete so it will have a 50 year life. The City of Greeley will annex the roundabout and use their HUTF funds to maintain the intersection. c. Expertise Describe the technical and professional experience/expertise of the person(s) and/or professional firms responsible to manage this project. (2,000 character limit) Weld County Public Works has several engineers on staff and proven expertise in roadway improvement projects. Barbara Connolly is the point of contact for this grant and Elizabeth Relford will be responsible for managing the constru:tion project. d. Duplication of services Does the project duplicate service capacity already established? Is the service inadequate? Has consolidation of services with another provider been considered? (2,000 character limit) This is a safety project and does not duplicate service capacity but enhances it. Current service is dangerous, inadequate, and inefficient to meet existing traffic demands. L. RESILIENCY CRITERIA The Energy and Mineral Impact Assistance Program is required to integrate resilience criteria into the program. By bringing resiliency considerations into project planning and implementation, projects should be better poised to see benefits across a number of sectors (economy, health. infrastructure. etc.) minimize long-term risks, and anticipate or be better prepared -o respond to changing conditions faced by Colorado communities. The 2015 Colorado Resiliency Framework provides nine resiliency criteria that can serve as a guide when planning a project to enhance its long term resilience. More information on these criteria and the 2015 Colorado Resiliency Framework can be found athttps://www.coresiliency.com. Below. please indicate all of the criteria that can be considered to apply to your project. a.1 Adaptive Capacity This project includes flexible and adaptable measures that consider future unknowns of changing climate. economic, and social conditions. Y a.2 Co -benefits This project provides solutions that address problems across multiple sectors creating maximum benefit. Y a.3 Economic benefit -cost This project makes good financial investments that have the potential for economic benefit to the investor and the broader community both through direct and indirect returns. Y a.4 Harmonize with existing activity This project expands. enhances. or leverages work being done to build on existing efforts. (2.500 character limit) These improvements create a more resilient intersection which can be added onto rather than needing to be completing reconstructed in the future which makes it more efficient and better on the environment. M. HIGH PERFORMANCE CERTIFICATION PROGRAM (HPCP) COMPLIANCE Colorado Revised Statutes (C.R.S. 24-30-1305.5) require all new facilities, additions, and renovation projects that meet the following criteria to conform with the High Performance Certification Program (HPCP) policy adopted by the Office of the State Architect (OSA) if: • The project receives 259,-_, or more of state funds; and • The new facility, addition, or renovation project contains 5,000 or more building gross square feet; and • The building includes an HVAC system; and • In the case of a renovation project, the cost of the renovation exceeds 25% of the current value of the property. The HPCP requires projects that meet the criteria above to achieve third party verification with the target goal of LEED Gold or Green Globes -Three Globes. Projects are strongly encouraged to meet the Office of the State Architect's (OSA) Sustainable Priorities in addition to the LEED prerequisites. Projects funded through DOLA that meet the above applicability criteria are required to complete the DOLA registration and tracking process. In instances where achievement of LEED Gold or Green Globe -Three Globes certification is not achievable, an applicant may request a modification of the HPCP policy or a waiver if certain conditions exist. DOLA staff will work with applicants to identify workable solutions to meet the program's intent to maximize building energy efficiencies. Note: If this application is for design services for a planned building project that meets the HPCP applicability criteria and the applicant intends to seek state funding for 2.5Q0 or more of the total project cost, then the design should maximize high performance building certification standards (by completing the HPCP checklist) and build in anticipated project costs, as appropriate. a.
