Since the public outreach section was omitted, it is difficult to determine how public feedback influenced the goals and objectives in the plan . The City is interested in what type of public engagement was conducted. a. It doesn ' t appear that the public input informed the goals. We understand that there is a survey online, but it is predominantly transportation- focused . b . We recommend that there be zoom meetings or meetings held as an open house through an online format. 2 . The City is currently reviewing the update to the Comprehensive Plan and we suggest a stronger tie between the Transportation Plan and the Comprehensive plan . There could be more mention of land use and coordination to promote quality development near existing urban areas . This is in line with goal 4B of the Comprehensive Plan Update. 3 . Project list: a. Consider including 4th Street and 83rd Avenue intersection improvements in the list of projects . The City believes this should be in the short range list and take the place ahead of 83rd Avenue and O Street improvements as there is prospective development that may occur at this intersection in the next five years. This could be a joint project with the City . b . Consider adding the Vestas curve improvements to the list of projects . This could be a joint project with the City . Page 1 of 3 c . The City welcomes any opportunity to leverage funds and partner on projects within our long range growth boundary . d . Consider mapping short, mid and long term project locations . 4 . Policy and Goals : a. Per TP. Policy 1 . 11 we believe a joint effort (separate from the transportation plan) between the City of Greeley and Weld County should be initiated to create an access control plan/visioning document for existing and future segments of O St. The City would like for the County to consider including this in the list of Future Access Control Plans on page 68 of the plan . b . TP Goal 7- the Front Range Passenger Rail study will likely inform rail efforts in the region and the County . It may be worthwhile to mention this study in this section in addition to the North I -25 EIS . 5 . Classification changes : a. For functional classification changes that occur within two miles of the City, the City would like to have discussions and a level of input in the process . 6 . Setbacks : a. We encourage the County to consider 25 ' building setbacks from future City ROW for roads within the City of Greeley growth boundary or within two miles of the City . If it is not possible to be addressed in the transportation plan, a future Coordinated Planning Agreement could include this request and would help avoid property impacts in the future . 7 . Oil and gas development : a. Oil and gas development in the County can impact City roads and vice versa. We ' d like to call out that more coordination is needed between the City and County on the impact of oil and gas development on roads and direct access onto both of our roads . Potentially a subcommittee of County and City staff to look at the impacts and solutions would be beneficial to both entities . 8 . Maps : a. Label all maps to help users determine locations (major streets and major landmarks) . b . Figure 13 : i . Crash analysis maps . The larger dots should indicate higher crash locations instead of the smaller dots . It may be better to show yearly crashes in a graph format. c . Figure 20 : i . Place streets on top of the City limits, to help identify the street location in association with the municipality . d . Figure 30 : i . Please label roads in the functional classification map . Consider enlarging the functional classification map into two maps for better readability . ii . The City of Greeley considers CR 27, 29, 31 , 33 , 35 , and 37 between SH392 and O Street, minor arterials . CR 66 is also considered a minor arterial by the City of Greeley . iii . 1St Avenue and CR 43 between CR 66 and East 8t" Street are considered minor arterials by the City of Greeley . Box 758 Greeley, CO 80632 Re : Weld County 2020 Comprehensive Plan Update and 2045 Transportation Plan comments Dear Mr. Flesher and Mr. Pinkham : Thank you for the opportunity to comment on both the Weld County 2020 Comprehensive Plan Update and the 2045 Transportation Plan . After reviewing both plans and comparing these with our adopted long range planning documents, the City of Brighton has the following comments and suggestions : Draft Comprehensive Plan / Draft Comprehensive Plan Map 1 . We generally agree that intensive land uses should be located within municipal boundaries and appreciate the efforts you have made to create the Comprehensive Plan Map and associated guidelines . One concern we had with the map is whether prospective buyers or developers will understand that development within the city is not guaranteed . We suggest adding language that indicates annexation , development approval , or service provision by the city is not guaranteed and the applicable city should be consulted . 2 . The opportunity zones identified on the map cover every major transportation corridor in Weld County . Focusing commercial and industrial uses along these major transportation corridors makes sense from an infrastructure perspective, but can also change the character or perceived character of an area . Highways and arterials are gateways to Weld County and the communities within . We suggest the inclusion of design standards for the opportunity zones that address landscaping, buffering, fencing, and screening . Design standards can allow businesses to be conveniently located on major transportation corridors, but also improve the visual character of these corridors . In addition , the inclusion of design standards would contribute to the land use goals and objectives stated in the draft plan including : • Harmonize development with surrounding land uses ADMINISTRATION • BUILDING • ENGINEERING • PLANNING OUR MISSION . . . INTEGRITY + VISION + STEWARDSHIP = A PROGRESSIVE COMMUNITY • Support compatible economic development opportunities • Recreation and Tourism Draft 2045 Transportation Plan 1 . Looking at the draft Functional Classification Map as it pertains to Brighton ' s growth area ( WCR 2 to WCR 6 between WCR 19 and WCR 33 ) , the only north -south connections shown are WCR 19 and Main Street/ Denver Avenue . We would appreciate your consideration in adding a few important north -south connections that are already included in our Transportation Plan : a . Collector along the WCR 27 alignment Main Street/Denver Avenue is located on the west side of the UPRR and Brighton is planning for significant industrial and employment uses east of the UPRR. An additional north-south collector in this area is vital for future business access to Highway 85. This becomes particularly important once the access modifications proposed by the Highway 85 PEL are implemented (closure of Hwy 85 access at WCR 2. 5 and WCR 4), as the only north-south connection to the remaining access points on Highway 85 ( WCR 2 and WCR 6) in this area is Main Street/Denver Avenue. b . Collectors along the WCR 23 , WCR 29, and WCR 33 alignments . c . In addition , we already consider WCR 31 a collector. 2 . East-west streets on the Functional Classification Map on Weld County' s GIS are also in conflict with our Transportation Plan . Please consider the following adjustments : a . Collector along WCR 4 ( WCR 21 to WCR 23 ) . b . Streets that we already classify as collectors include WCR 2 . 5 ( Hwy 85 to WCR 29 ) and WCR 6 ( Hwy 85 to WCR 33 ) . 3 . On page 70 of the draft plan , a future access control plan is mentioned for WCR 2 between \JJCR 11 and Interstate 76 . Brighton ' s Transportation Plan shows a realignment of Highway 7 up to WCR 2 east of WCR 23 . Realignment of Highway 7 is proposed to alleviate congestion on Bridge Street, Brighton ' s " Main Street . " Weld County' s proposed access control plan and Brighton ' s plan to realign Highway 7 should work together to improve this major transportation corridor and serve the needs of both jurisdictions, with significant participation from each jurisdiction in both efforts . Boulder County strongly supports and encourages the comprehensive planning efforts of local jurisdictions which serve to guide development in accordance with that community ' s vision for its future . The Comprehensive Plan draft identifies several areas where Boulder County and Weld County share similar goals, for example the preservation of agriculture . Boulder County also recognizes the regional nature of development impacts, for example the number of trips between Boulder County and Weld County are projected to double between now and 2040 and today, approximately 30% of people traveling on SH 119 between Longmont and Boulder are from Weld and Larimer Counties . In recognition of these shared goals and interconnectedness of the region Boulder County looks forward to deepening the intergovernmental understanding of these areas of overlapping interest and developing collaborative efforts between the counties as opportunities arise . Comments on Weld County 2045 Transportation Plan General Comments • Add reference to Weld ' s participation in the US 85 Traffic Incident Management Plan (TIMP) and US 85 TIMP Standing Program Management Team ( SPMT), as well as the I-25 TIMP and I-25 TIMP SPMT in the Regional Transportation Planning Chapter • Will the Planning Process section explain how the TP goals and policies were developed? • The NFRMPO supports Weld County ' s inclusion of and push for multimodal transportation investments and regional collaboration, including highlighting NoCo Bicycle & Pedestrian Collaborative, the Weld County Mobility Committee, and the One Call/One Click Center. Page-Specific Comments Page 14 — Missing a period after "Colorado" and before "ROW" Page 15 — replace "the I -25 ." with "I-25 ." or "the I -25 corridor." - Capitalize "Front Range" - Fort Collins and Loveland are not shown in Figures 5 and 6 . Page 20 — TP. Policy 1 . 13 — wondering if exploration/promotion/consideration of bikeable shoulders in rural settings can be acknowledged. Consider removing "commuter" as bike lanes function for trips well beyond commuting Page 20 — Should there be a policy related to transportation and land use? There are policies related to coordination and interagency coordination but not specifically related to land use. Page 20 — Add "bicycle and pedestrian" before facilities in TP.Policy 2.7 Page 20 — TP.Policy 3 . 1 — The shoulders are very important. Glad to see this ! Paved shoulders are an easy way to invest in bike infrastructure while simultaneously improving conditions for all other modes. Page 21 — TP. Policy 4.4 — Yes, this is great. Consider adding in bicycle and/or "micromobility solutions" Page 22 — Unclear what is meant by "planning related plans" in goal 5 . Does it mean land use or comprehensive plans? Page 22 — TP.Policy 5 .2 does not read as a policy like the other policies. Page 23- TP. Policy 6. 1 consider adding something like ". .without sacrificing safety ." Page 23 — TP. Policy 6.4 could highlight VanGo as a TDM program. Page 28 — The text says "WCR 49 has a large percentage of truck traffic, which is typically over 70%" but truck traffic does not really cross over 50 percent in Figure 9. Are there other segments with higher truck percentages? Page 29 — AASHTO is an organization, so do they have a document/manual also called the Green Book? Pages 34-35 — Clarify if the county ' s DiExSys system includes crashes on all public roads or just unincorporated areas. The intro says crash records are from municipal police departments (and other sources) for the "county roadway system", which implies the crash data is county-wide, but the figures seem to show crashes only in unincorporated areas. Pages 34-35 — Do the numbers listed in the legend of Figure 13 indicate the rank of the intersection or road segment instead of the number of crashes? If so, clearly state that in the legend and update the explanatory text on page 35 . If not, it' s confusing for the symbology of 1 -5 to be the most prominent while 16-25 is the least prominent. Page 34 — The text says "2013-2017" but the Table 3 and Figure 13 titles say 2015-2019. Page 38 — Consider changing "Weld County ' s Transportation program is" to "Transit service in Weld County is" and changing "this much needed transportation system" to "these essential services" Page 39 - Burlington Northern changed their name to BNSF Railway in 2005 Page 40 - Table 4 should say BNSF Railway Page 40 - the Commission is the Southwest Chief & Front Range Passenger Rail Commission Page 40 - No speed or technology determinations for Front Range Passenger Rail have been made as the study is currently underway Page 40 — Class II is $20 million to $250 million. May also be helpful to specify the classifications refer to 1991 dollars. I live on County Road S and would like to build on my property. I would like the road right of way to be classified so that the right of way would not prevent me from building. When I put a house on my property 20 years ago, there was not an issue of setback from the road. If the classification road changes, l will need to get a variance to build. Respectfully Submitted, Randy Olander EXHIBIT / Broomfield Transportation Planning Weld Transportation Plan Comments : 1 . The first few sections of this document could be improved by separating out paragraphs to create breaks in the narrative . This will help improve readability . The introduction section is one long paragraph ( Pages 8 and 9 ) . 2 . The Mission Statement in the callout box on page 9 only includes discussion of roads . Please consider mentioning multimodal transportation , environment , and other elements and modes that people travel by on the public transportation system . There are subsequent policies that address some of these , it seems prudent to include in the mission . 3 . The maps and other visualizations included throughout the document are fantastic , but difficult to read in line with the text due to their relatively small presentation . Please consider including all maps , tables and figures in the appendices so the reader can explore the information provided . 4 . Transportation Policy 1 . 12 "Consider a multi-modal transportation system that assists in reducing congestion on the roadway network. " Broomfield supports this policy , but suggests expanding it to indicate instances where it applies . It is noted that the population in Weld County is anticipated to reach around 640 , 000 in 2045 , but employment in Weld will only be 223 , 000 . This will result in significant commuter traffic to other jurisdictions for employment and congestion on major commuting corridors . More specificity regarding the utilization of multimodal approaches on these corridors will help the reader understand where these strategies may be applied and what they may look like . 5 . Transportation Policy 2. 6 "Promote the Weld County Smart Energy Plan, which supports efforts of utilizing natural gas as an alternative transportation fuel, as well as converting vehicles to bi-fuel or dedicated natural gas. " While Broomfield supports the diversification of vehicle fuel types , please consider including information about electric vehicles in this section , rather than focusing entirely on alternative fossil fuels . It is a Colorado Statewide goal to promote the use of EVs for light , medium , and heavy duty vehicles . It is also likely that by 2045 EVs will make up a significant portion of vehicle sales in Colorado by 2045 . It seems prudent to address EVs and the use of electricity as another possible fuel source in a plan that looks this far into the future . 6 . Transportation Policy 6. 3 "Work with adjacent counties, such as Boulder, Larimer, Morgan, and Adams to consider cost sharing projects which provide regional transportation services, for example, a fixed inter-regional transit route between counties. " Please consider adding Broomfield to the list of counties . We share county borders . Based on maps in the document , a significant number of the busiest corridors in Weld connect to Broomfield and as such , we would like to be identified as a partner in future planning efforts for inter- regional transportation . 7 . Page 77 , Figure 27 shows significant growth in traffic along roadways shared with Broomfield . Broomfield and Weld will need to coordinate roadway improvements in these areas and classification of roadways . Figure 30 is difficult to understand which roadways have which classification . Please consider legible roadways and a table that provide more information on the intended roadway classification . 8 . The implementation /funding of transportation projects in this document refer to the utilization of " cost effectiveness" as a primary factor in determining which transportation projects to invest in . However, it is unclear how "cost effectiveness" is determined in Weld County' s planning process . Please consider clarifying what this means in your planning process by identifying what considerations go into "cost effectiveness" (eg . quality of life , safety , traffic mitigation impact , environment , etc . ) . 9 . The transit section of the document on page 41 includes information about where transit exists today , but does not provide information about where transit , park and rides , and other multimodal services may be needed in the future . Please consider the Park N Rides and Mobility Hubs planned on 1 -25 by CDOT including the SH7/I -25 Mobility Hub . Please consider expanding on this section to include information about where focus areas will be for investment into the multimodal system moving forward . I ' m gravely concerned about the plumes of thick , black smoke that I see all day , every day from construction equipment in my neighborhood ( Colliers Hill in Erie ) . We can and must insist on better environmental standards for these construction companies . " 10 . Maintain our agricultural heritage . 11 . Prevent the urban sprawl from Brighton , boulder and ft . collins from creeping into weld county . 12 . 1 believe that open space needs to stay open . I feel that farm/ranch land need to stay farm /ranch land not turned into housing developments . Not all roads need to be paved . You can develop a county by reusing empty building . There does not always need to be a building on every inch of property . 13 . I would like to see it go back to that land in the country can not be used for developers to make small subdivisions , as people move out here thing they live in the city do not obey the speed limits (they think they are nonexistent and last maybe 2 -3 yrs then house sit empty and crime goes up . More development means more need for police and we don 't have enough to cover what we have now . Stop trying to get rid of our country properties and make it harder for development to happen . Weld County is fine with what we have and do not need to grow any more 14 . affordable housing : over- inflating housing market does not match the salary range/job- base of the population . If people cannot afford a home in this , they will move away . . . you lose your employment base . 15 . We have a tremendous amount of growth and economic development , especially related to oil and gas industries . It will obviously slow somewhat with the current slump , but it will continue for the foreseeable future . It is imperative that Weld County balances this development , and the accompanying population growth , with protecting agriculture . We don ' t want to become Bakersfield CA . 16 . 1 would love to see the county prioritize trail and recreational development . 17 . Affordable housing . Smart development . Investment in infrastructure as growth happens not reacting after the fact . These are all very important to keeping Weld County a desirable place to live and work . 18 . I believe metro districts are not the right way to pay for growth . Way too much power/money is given to ' a ' developer with not enough accountability ! My metro tax is more than my town tax . My town could use the tax money to benefit the whole , with much more accountability . 19 . The turn around time to get applications approved for planning and zoning are lengthy . Expediting the process would be an improvement . Now those same roads are congested during rush hourl I don't know how one looks into a crystal ball and plans for the future However, planning more roundabouts and 4 -lane roads is a must At least, Weld County can "keep up" with the growth without overspending and never seeing the return Along with growth has to come industry, otherwise, in an economic downturn, Weld County will suffer I hate to see growth replace our wide-open spaces, but if it's going to happen then we should balance housing with business and still give plenty of incentive to the farmers and ranchers I noticed that in Wiggins, there are expensive houses being built Well, that's just dandy for doctors and lawyers, but the more of them move up there, the more they will demand other business to move there and where are the workers going to live' I have seen subdivisions in which there are a mix of residential housing so that all economic classes can benefit from the same resources This is a good idea, I think 24 We moved here because of it being a Right to farm and the oil and gas 25 Don't negatively impact existing residential or prime agricultural lands with industrial developments 26 Weld county has a lot to offer, but I am reluctant to buy a house there because there is no guarantee that an oil development won't go up nearby or next door I think there is an opportunity to realize trail corridors and use them as a way to preserve some visually appealing swaths of land 27 I moved to weld from boulder, what I see in Boulder is too much development which in turn brings too many left wing ideas And get more developers to help with road expansion 28 Development should be kept in the bigger cities Keep the rural parts rural 29 Weld County is a place very unique compared to our counterparts along the Front Range This uniqueness comes from our strong ties to agriculture and our history with the Cache la Poudre River However, our development seems to emulate that of much more urban areas, with a total disregard to what makes Weld County and Greeley unique If we lose that history completely, we will have failed our ancestors and our future generations at the same time 30 Slow the expansion of housing and industry, because farmers are already talking that there is not enough water to go around 31 Please preserve our agricultural heritage 32 We need to stop building so many houses on agricultural land 33 metro district developments should be much more regulated than they currently are and should be used as a means to improve the surrounding areas outside the development area as many people here as is Focus on the community you have and how to make their lives positive living here 39 We need more business on the west side, rent is out of control on the new Apartment being to preserve a good tax base But Weld county has always been an agriculture based county That needs to be preserved And most importantly preserving the family farms over corporate farms We have to protect the water for agriculture, and residential and commercial growth needs to be done in a way that preserves the agriculture lands rather than gobbling them up 42 Would like see developers slowed down in buying up agricultural land and trying to develop it for their benefit Let's keep our grassland for the use of grazing cattle and for the native wild life that we enjoy' 43 keep the development closer to 125 so we don't lose ag land Keep the county roads dirt so urban dwellers don't want to live on them 44 Need a better plan for managing growth Need a better plan for managing infrastructure Need a better economic plan as it relates to schools and water 45 Too many houses Too much traffic 46 I love our privacy and freedom of lifestyle out here in the country I would hope that Weld County would do their very best to insure that agriculture and open spaces remain intact 47 There is so much traffic on Hwy 392 between 85 and 125 that it is almost impossible to turn onto the road from any of the intersecting county roads This makes it dangerous, and I have seen many accidents at the corner of CR 35 and Hwy 392 At the same time, it's not feasible to put in a bunch more stoplights, as it would make commutes even longer and defeat the purpose of it being a highway However it's done, it's clear that there needs to be a plan to reduce congestion on roads like this Slowing the rate of new housing developments might be one place to stop the bleeding 48 Preserve the tool of recorded exemptions for farmers and ranchers struggling with low prices and water issues 49 I think there is way too much development Seems like new housing coming up all over I understand development but it is losing the small town feel and just becoming another concrete jungle and overcrowded 50 We NEED fair, honest, and transparent decision -making processes and clear communication about issues and plans Citizens must have a voice in the process and should NOT be sacrificed to industrial growth without compensation and mitigation 51 Agriculture is very important to weld county and it needs to remain that way' 52 slow growth in county 53 Both are important However, development needs to happen in municipalities and transportation is crucial all over the county in both incorporated and unincorporated areas 54 The way this survey is designed, I was not able to make economic development a priority (the choice rankings prevented that) but ED is hugely important and it must happen for the county to thrive Agriculture and gas & oil cannot be Weld's only economic drivers in the future Diversity will protect Weld from the ups and downs of both industries 55 I LOVE Weld County - let's please try to protect the agriculture lands that we have left We have so much cost overhead and one being mill levies on ag buildings / sheds and shade areas for our cattle I noticed they even taxed my shed I use as a chicken coop! This doesn't seem right to me I look at the taxes charged on dairies and I can't believe it either I see section after section being sold for high density neighborhoods because it's too hard to make a profit on ag land Let's decrease some of that overhead so more people can stay in it! We've just sold half of our herd to cut losses 56 Zoning enforcement Please prohibit semi -trailers in areas zoned residential Have people clean up their property There is individual expression then there is just trash 57 When it comes to development planning, make an uniform policy on a topic, and fairly and equally enforce it 3 Please share any other comments you have regarding development or transportation in Weld County 58 I'm appalled by the amount of development occurring We don't need any more people living in weld county than are already here Let 'growth' go somewhere else 59 We must protect water rights and farmland or everyone will suffer 60 Let the farmers FARM! Make it easier for them, protect them, don't sell them down the river 61 Weld County should work to preserve farmland and instead rebuild older parts of cities Build up and remodel old places of business Tear down old housing and replace it with updated housing Building up instead of out 62 This is Colorado, not California They've already ruined their state, now they're ruining ours We can't handle the cars and smog The farmers are having to sell so you can build parking lots All anyone cares about is money and you are selling out this state to get more When the developers are done, they'll just move on to the next state It's sad and I know my voice won't matter Stop building Stop being part of the problem Unless you're a native, you won't get it You should be ashamed of yourself 63 Weld County needs to remember that there is a suthern part of Weld County and not just the Greeley area Also, Can Weld County stop the truck driving schools from blocking traffic by driving 5 miles an hour on our County Roads There are traffic laws and they are not followed by these truck driving schools and not enforced by the Sheriffs These truck driving schools (out of Keenesburg) seem to think they have all the right of way on our county roads and the people have no rights to drive on them at all It does no good to talk to the Sheriffs office ---they will do NOTHING 64 Provide easy and affordable access to public transportation Build more affordable housing and create a plan to give people good jobs Increase places of beauty and enchantment to ease people's anxieties so they want to live here, rather than living here because it's less expensive housing than other towns in the area Make a list of ways we can protect water, air, trees, plants, animals, insects, birds, etc and match any development to that list of living with the natural world Make Greeley so beautiful with intelligent design that people will feel they're a part of something wonderful 65 We are concerned about the runaway population growth We shouldn't be balancing our budgets on the permit fees from housing growth that won't continue forever We also think the population growth leads to extensive increases in infrastructure costs Find a balance that is sustainable financially without ruining the open range feeling we enjoy 66 Growth restrictions should have been instituted in the state of Colorado in the mid -seventies Weld should have already been restricting urban migration to the rural parts of the county 67 Not allowing REs in agricultural areas that have no water or ground cover is wrong There are so many people that need 3 or more acres for their Ag based businesses but some weld county city slicker won't allow them I am so confused, frustrated and angry about this new rule 68 Slow down 69 People are flooding into Erie to work in Boulder Use the existing rail lines to run a trolley into Boulder from Firestone 70 Small business owners and agriculture are necessary for the economic well being of Weld County and the current USR process does not welcome/encourage, provide support or resources that entice business owners in unincorporated Weld County We have been through the process and have spoke to many individuals that feel like it is too difficult to go through the required zoning process to get approval They choose to either relocate out of county or out of state due to the restrictions and lack of support to get through the process It almost takes professional help to complete the necessary paperwork, which can be cost prohibitive for some We had to hire an outside consultant to help us navigate the process and help us get our USR completed It was very costly and stressful even though we had a consultant It takes too long to go through all the steps to get it approved I feel that county staff is so geared to identifying ways to deny a use, that they aren't willing to help or suggest possible alternative ways to meet compliance 71 Development tends to help the affluent & hurt lower -income & minority people Manage development in a very socially just manner 4 Please share any other comments you have regarding development or transportation in Weld County 72 As a farmer/rancher I cannot make a living on land purchased at current prices The lack of planning/ restrictions is causing the death of the family farm I'm also VERY concerned about the water table and worried that my wells will run dry Even though all these little "farmettes" are supposed to be restncted to domestic use only, the first thing the buyers do is buy a bunch of animals Doesnt seem like anyone is monitoring or enforcing that designation 73 Help the farming and agriculture community They built this area, and wil be what runs it after the oil runs out By all means get some good road grader operators that know how to cut ruts out and fix a road Quit pulliing all the trash out of the ditch I'm tired of replacing tires 74 Encourage tiny home properties and or smaller building of homes Require more xenscape of builders and cities Plant more trees 75 Preserve farms and help small commutes prosper again 76 Push urban (including residential, commercial, and industrial) development into municipalities and protect every acre of arable land in unincorporated areas The protection of agricultural tracts with oil and gas development away from neighborhoods is the backbone of the regional economy 77 Thank you for working to update the Comprehensive Plan I would recommend a more comprehensive and detailed plan, however 78 I hope that everyone involved in planning, takes into consideration if there will be enough water for more people, agriculture and businesses We've lived here 15 years and don't like the traffic congestion, air pollution, noise and more and more development It wasn't like this 15 years ago Can there be limits on how much growth to encourage'? 79 Fewer housing developments and more farm land 80 I think the County should be sure to balance the maintenance of agricultural land with any large scale industrial/commercial development Farm land needs to be preserved as much as possible so that we do not find ourselves in the situation where we cannot produce any crops locally 81 Development should be compatible with existing long term plans Development is important but it shouldn't be stripped along corridors, but in commercial nodes to preserve land for other uses or open space preservation Transportation, Roads, etc. 1 I think Weld has a good Public Works department 2 It would be nice to see traffic flows increase with the use of roundabouts instead of traffic lights As volume increases so do wait times 3 Round abouts do not belong in ag areas as they not not accommodate ag equipment Ag producers are not heard or respected for needs Unfortunate as ag is base of economy in weld county Keep water for ag producers and not sell to developers or for oil fracking And limit development in weld county if the infrastructure can't support the growth, which is where we are at nowiii 4 With the exception of extending Weld County Parkway north to Hwy 14 and south to DIA (working with Adams County), no additional County roads should be paved 5 The Road on Kahil next to the school needs to be re -paved, most roads need it here in Ft Lupton It would help with safety and the longevity of the vehicles 6 I can only speak to my neck of the woods, but we are seeing more and more residential growth that is increasing congestion on county roads that don't seem to be keeping pace with the growth I expect traffic in areas of growth, but it doesn't seem like roads are keeping up If a developer is going to put in several hundred houses, it is most definitely going to increase traffic What worked before safety -wise for the area before development is not adequate to handle that increased flow As much as I hate them, a few well placed traffic lights and additional lanes would seem to cut down on the dangerous stunts impatient people pull 7 We need roads that can accommodate the population growth happening all over the county and lessen traffic jams and congestion 8 county roads are getting so narrow that it is dangerous for trucks passing each other and with larger farm equipment much harder to get over to let vehicles pass 5 Please share any other comments you have regarding development or transportation in Weld County 9 I believe that establishing effective public transportation throughout Weld County is going to be imperative Specifically routes that encompass the whole county so all residents can easily get to and from all areas of the county 10 Roads need to be maintained better Overall they are in decent shape, but there are certain roads that have a lot of traffic and refilling potholes year after year doesn't always do the trick, especially in the winter when the road freezes and plows go over the surface 11 I think the roads really need improvement specially in residential area The county road also really needs more color ( lines) to help us to drive at night The white lines is fading away 12 There is no reason that the county cant address the rural roads We've put in thousands of dollars to try to fix the road and it's barely made a dent 13 Heavy truck use on all the backroads in Weld are dangerous and destructive 14 The roads both paved and dirt were not build to handle the amount and weight of current traffic I think development needs to improve roads that are going to be used 15 The surge of people moving to Weld is coming Concentrate on making sure roadways are wide and safe Plan for more traffic lights and roundabouts, and possibly truck bypasses 16 It is appreciated for all the improvements and projects completed in the county kudos to those that work to keep improving I travel various states and counties and Weld is by far has a better transportation system I have watched when they lay down some powder on the roadway then mill it in, looks expensive but am impressed you are using recycled products to rebuild the road Thank you Weld county 17 Consider more roundabouts in developing portions of the county 18 We love living in Weld County' We would love for CR 13 to be paved between Vine and 98 And CR13 has a hill at Rd 58 that gets big snowdrifts, cars get stuck and it's a blind hill, very dangerous It needs better maintenance in the winter 19 We need improvements on streets that are busy, less blocks to frontage roads, and less turnarounds 20 Glad to have rd 17 & rd 54 open again, this takes pressure away from US 34 Also would like to see rd 54, 37th street etc improved/widened all the way to rd 49 21 1/3 of weld county residents live in Greeley, so transportation in and out of Greeley should be prioritized 22 We need good roads for development, good farm to market roads and always good roads for commuters (Tax payers) All (except WCR 49) of Weld county's roads are sub standard for safety of all travelers, volume is poor narrow and inadequate lanes and turn lanes, and structurally inadequate for the legal heavy loads and too congested for commuters and all other traffic 23 There have been some county roads annexed by the adjacent town/city which are in very poor condition Example the county road south of the river by La Salle (Godfrey Bottom Road as the locals refer) that is an Evans, CO responsibility Others personally experienced are CR 20 north of CR 18 now maintained by Fort Lupton These towns gathered the tax revenue by annexation for different reasons One for the taxes from a gravel mine, the other as I understand for future residential and commercial growth The money isn't being spent on these roads to maintain them properly Would think the Commissioners and Staff could come up with something short of legislation which would make the towns keep these roads a priority Farmers have used these roads, been spoiled with the good maintenance of the County, and the roads are in such bad shape it is hard on vehicles and equipment 24 As for transportation - keep improving County roads and perhaps increase the number of roads treated with dust retardant 25 You need to pay more attention to the roads that set already there, not to building more 26 stop putting in so many lights and stopsigns you ruin the flow of traffic in rural areas im sorry there are bad accidents but we need better drivers not a stopsign every 2 miles As far as development we need to slow down because western weld is going to become just like Lamer and Boulder and this will become a blue county and you will all be out of jobs 6 Please share any other comments you have regarding development or transportation in Weld County 27 Focus on repairing the roads we already have, 1-25, hw_y 35, 402, they all need road repairs we spend more money on adding side walks that are never used, to more stop lights and adding more roads and taking farm land and farm homes from people but we don't take care of the roads we already have We have pot holes every where, weeds that block sidewalks so people walk on the roads, to constantly making wider roads but more than half the area is decorative displays with flowers or grass Reduce this area focus on using less land, work at picking up trash in areas to keep the county clean We have over populated this area and only looks like trash any more We have given up on caring for what our environment looks like 28 Highway 14 East has improved so far Highway 34 needs to be reworked to handle truck traffic, cars, and visitors 29 Hwy 14 between Ault and Ft Collins needs expansion 30 Traffic overall is getting more and more busy Can we PLEASE get a traffic light at 392 and 232 Also, I believe we need to widen 392 to incorp a middle turning lane or have 2 lanes of traffic for each direction 31 Hwy 392 has become a dangerous roadway in the last 10 years It should be 2 lanes or at least have more prominent stop signs, rumble strips, acceleration and deceleration lanes A stop light at 392 and WCR 23 should be high priority 32 No tolls on 1-25 corridor Develop alternate 4 lane routes north and south and east and west 33 Traffic signals need to be more intelligent in their programming and the overall traffic patterns of the region need to be smarter 34 Roadway surfaces are deteriorating and slow traffic causes congestion on 65 MPH roads Windsor to 34 on 257 is terrible It would be nice to have 257 bypass Windsor and some of the other small towns, reducing so much stop and go 35 Can we remove the 85/34 intersection and start over That design was doomed from the beginning _ 36 Please stop the traffic lights on hwy 34 use interstate interchanges like on 23rd ave1 37 Frontage road needs better flow from berthoud to Windsor Oil & Gas 1 Get the Oil company's back to work in Weld 2 So many are Cities are turning on oil and gas Long term the law should be changed to allow Weld to keep all or more of the revenue share of oil activities in Weld Boulder says no to everything and therefore should receive any benefits Their choice This includes are share back even for the schools in their city and potentially their county 3 The biggest constraint on growth in Weld County is the boom and eventual bust of the Oil and Gas industry 4 Oil and gas, as an industry, are not forever, of the options is not acceptable The residents of Weld County may think all of the items listed are important and struggle to order them and providing an option that is "not important" is really not acceptable Consider consulting with your communications department and having other review your surveys before sharing them 13 Weld is a great county with commissioners that care 14 Transportation THERE IS NO PUBLIC TRANSPORTATION in any part of Weld County, except for the Greeley -Evans area The rest of Weld County feels isolated, ignored and lacks access to the resources that Greeley enjoys Our roads are dangerously crowded and have pot holes and are heavily traveled by heavy commercial traffic I see accidents daily caused by trucks crossing Hwy 85 15 COMMUNICATION from Weld County is non-existent unless we are being fined or punished 16 Digital COMMUNICATION in rural areas is dangerously poor quality and prevents remote learning, calling for help, etc 17 There needs to be some sort of bus option between Greeley and Loveland or Fort Collins 18 I would love to see Island Grove get an upgrade to potentially host large concerts or more local rodeos Utilize the space' Also, I'm a huge sports person and I believe our area needs a large indoor multi -sport facility that can be privately ran and can host both pickle ball, basketball, and volleyball events 19 Buses to Fort Collins & CSU 20 It would be great to have more public transportation options along 1-25 between Denver and Ft Collins 21 Weld County authorities have shown that they have little regard for the health, safety & well-being of Weld County citizens They've shown this regarding allowing Oil & Gas extraction companies to rampantly pollute & poison for the sake of money -making economy And by shirking responsibilities to protect citizens & law enforcement regarding enforcement of the Red Flag law And by sending kids back to classrooms without enforceable COVID-19 safety measures Until our Map of county drew people in so we could start a conversation. Paper survey worked perfectly for ag crowd. (it actually took less time to do the paper survey) People liked swag and some were inclined to take survey based on receiving swag. Giving away free candy helped draw attention. Helpful being by restrooms, ATM, concessions — people often waited by our booth. Having chairs for residents to sit in while filling out the survey was good . What Didn't Work: Table was too big for booth — smaller table next time? Prevented people from interacting with all materials Survey being two-sided was a bit of a hinderance; a lot of people thought the survey was one-sided. Number questions to minimize confusion as well. Group rankings where 1 is most important and 3,4, or 5 is least important. See marked up survey for proposed order of questions. First question should be worded: Where is your primary residence or property located in Weld County ? A lot of people asked what "unincorporated" meant. We should explain this on survey. Instead of saying "other (list municipality)," it might be easier to say, "other (list town/city)." iPads — didn't stay connected to network, screen protector was too thick. Hindered people's enthusiasm because they became frustrated with it. People asked what "roadway infrastructure" meant — adding examples would be helpful . If we keep paper surveys, we need at least three clipboards for times of heavy traffic. In the matter repealing and - reenacting, with amendments, Chapter 8 Public Works, of the Weld County Code According to Sec 8- 8- 10 of the Weld County Code, the Weld County Transportation Plan, as amended (" Transportation Plan" ), is intended to summarize existing transportation conditions, recommend policy, funding and roadway development for the County over a twenty-five-year planning horizon. The Transportation Plan will serve an integral part in the decision-making process for County staff and elected officials. The primary purpose of this Article is to provide technical information that can be used as a basis for formulating transportation-related policies. The Transportation Plan will also be an extension of the Comprehensive Plan focusing on basic travel characteristics unique to the County . The Transportation Plan is found in Appendix 8-N in County Code and is intended to be used in concert with Chapter 22 of the Code. It is recommended to update this plan when updating the Comprehensive Plan. Updating the Transportation Plan is important in order to give decision makers the most up to date information available. The Weld County Transportation Plan is used by staff, elected officials, as well as the public, and should be updated with the comprehensive plan (Typically every ten years) . Weld County Public Works has updated the 2035 Plan and is seeking adoption of the 2045 Transportation Plan to serve as the new Transportation Plan. Included in this plan is the updated Functional Classification Map, as outlined in this memorandum . According to Sec . 8- 8- 10 of the Weld County Code, the Functional Classification Map is a component of the Weld County Transportation Plan and should be updated every two years . The Functional Classification Map groups county roads into functional classes of local , collector, and arterial roads according to the character of service provided. For example, arterial roads provide greater mobility with fewer access points and intersections, whereas local roads provide more access resulting in lower mobility . The main purpose of the functional classification map is right-of-way preservation for future road improvements. . Weld County ROW widths are characterized as follows : Local roads : 60 ' of ROW Collector roads : 80 ' of ROW Arterial roads : 140 ' of ROW Another purpose of the Functional Classification Map is for measuring setbacks for structures, which are measured from the future ROW. This helps ensure fewer structures will need to be removed if and when the road is widened. Finally, the Weld County Code stipulates road impact fees on new development may only be spent on collector and arterial roads, so it is important the Functional Classification Map be kept up to date . The Functional Classification Map was last updated in May 2017 . The proposed changes to the map are summarize below and represented on the attached map. The roads being downgraded are shown in yellow, and the roads being upgraded are shown in teal . The green line on the map indicates the "County Highway," which 0.2O°7o was designated as such by resolution on August 10, 2016, in accordance with House Bill 16- 1155 . The County Highway collectively is WCR 49 , which extends north from I-76 to US 34, then becomes the Weld County Parkway where it crosses the South Platte and Cache la Poudre Rivers and connects to WCR 47 at WCR 60 I/2 and extends north to State Highway 392 . The purpose of this designation is to protect the County ' s infrastructure investment through maintenance similar to how the Colorado Department of Transportation (CDOT) continues to own and maintain roads regardless of annexation by municipalities . All other road designations would remain the same . The proposed functional classification changes are as follows : 1 . Upgrade WCR. 19 between WCR 70 and WCR 74 from a collector to an arterial . WCR 19 is a major roadway that connects the eastern portion of Windsor to WCR 74 . A large volume of traffic that utilizes WCR 19 comes from SH 257 and SH 392 . WCR 19 is utilized as a bypass for traffic moving through Windsor from the east, on SH 392 . This roadway currently functions as an arterial roadway and is currently classified as a minor arterial in Windsor' s 2020 Transportation Plan. 2 . Upgrade WCR 35 between SH 392 and Ault city limits from a collector to an arterial . WCR 35 is a major connection between the Towns of Ault and Eaton to the City of Greeley . WCR 35 is currently an arterial south of SH 392, and is an arterial through the Cities of Greeley and Evans via 35th Ave . This corridor is seen as a major corridor for the municipalities and is slated for substantial improvements in the short and long term . Preserving additional right-of-way will ensure that future projects along the corridor will be feasible. This roadway relieves some of the traffic from US 85 as a north/south alternative for traffic . 3 . Upgrade WCR 66 between US 85 and WCR 47 from a collector to an arterial . WCR 66 in this location serves as a major connection between the County Highway (WCR 47) and US 85 . With the closure of WCR 64 ("O" Street) at US 85 , WCR 66 will see additional traffic. This upgrade is in conjunction with the downgrade of WCR 64 east of US 85 and will serve as an alternative route. 4 . Upgrade WCR 1 between WCR 26 and WCR 38 from a collector to an arterial . WCR 1 in this area serves as a major north/south connection. WCR 1 goes through many different jurisdictions and is identified as an arterial roadway by the Town of Berthoud, Town of Erie, and City of Longmont. This road currently serves as an arterial roadway and is extremely important as a north/south alignment in a quickly growing part of the County . 5 . Upgrade WCR 6 between US 85 and CR 11 , as well as the portion of WCR 6 that Weld County maintains west of I-25 from collector to arterial . This portion of WCR 6 is seeing a large increase in traffic due to population growth in the southern portion of the County. This road is a major east/west connection that links I-25 to US 85 with little interruptions . This route sees a large volume of truck traffic and is currently functioning as an arterial . With the lack of good options for east/west connections in the area, it is important to upgrade this roadway to assist in maintaining the functional integrity of the road. 6 . Upgrade WCR 53 from I-76 to WCR 16 from local to collector. WCR 53 is the only road in the immediate area that has an underpass at I-76 . This road is a collector north of I-76, so it is prudent to upgrade this small section of roadway south of 1-76 for consistency. 7 . Downgrade WCR 51 from 1-76 to WCR 22 from collector to local . Downgrade WCR 59/WCR 18 from arterial to local . These roadways do not serve large population or employment centers at this time, and if development occurs in the future, these roads may need to be re-evaluated for classification if they are not annexed by a municipality . 8 . Downgrade WCR 26 from WCR 3 to WCR 5 , WCR 5 from WCR 26 to WCR 34, WCR 28 from WCR 5 to 1-25 from arterial to collector. These roads were classified as arterial due to the I-25 Parallel Alternative study that connected WCR 7 to WCR 5 north of WCR 34 . This study has changed, and the alignment as switched to just the east side of I-25. The downgrade for these roads is necessary due to the change in planning for this area. 9. Downgrade WCR 64 ("O Street) from US 85 to WCR 43 from arterial to collector. This change is due to the closure of WCR 64 on the east side of US 85 as a part of the railroad closures. The downgrade is necessary due to the lack of connectivity for this roadway. 10. Downgrade WCR 37 from US 85 to SH 14 from collector to local. This change is due to the closure of WCR 37 on the east side of US 85 as a part of the railroad closures. The downgrade is necessary due to the lack of connectivity for this roadway. 11. Downgrade WCR 47 from SH 392 to SH 14 from arterial to local. Weld County Public Works has determined the extension of the County Highway (WCR 49) is not feasible in this location due to various issues/existing constraints with the proposed route. Alternative north/south arterial alignments in this area will be looked at in the future. Notification was mailed to property owners adjacent to the proposed arterial and collector road changes. The purpose of this hatched area is to provide all the communities, including Severance and Eaton the opportunity to develop a more realistic future east/west connection in this area. All other road designations presented in the first reading of Ordinance 2020-17 will remain the same. The proposed change is to add the hatched "Future Alignment to be Determined" to the Functional Classification map and in the legend.
