EMERGENCY MEETING MINUTES
BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
FRIDAY, APRIL 17, 2020
The Board of County Commissioners of Weld County, Colorado, met in emergency session in full
conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County
Administration Building, Greeley, Colorado, April 17, 2020, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present in person, constituting a quorum of the members thereof:
Commissioner Mike Freeman, Chair
Commissioner Steve Moreno, Pro-Tem
Commissioner Scott K. James
Commissioner Barbara Kirkmeyer — EXCUSED
Commissioner Kevin D. Ross - EXCUSED

la NEW BUSINESS:
1) CONSIDER INTERGOVERNMENTAL AGREEMENT FOR SHARING OF OPERATIONAL
EXPENSES FOR BONELL ALTERNATIVE CARE FACILITY AND AUTHORIZE CHAIR TO SIGN — CITY
OF GREELEY: Bruce Barker, County Attorney, noted the City of Greeley has requested two additional
provisions concerning the County's responsibilities regarding PPE (Personal Protective Equipment) and
cots. Roy Rudisill, Director of the Office of Emergency Management, agreed with the change, stating the
sheltering items are already available. He reviewed the budget details and contribution commitments
from the County (repairs and PPE/cots) and City of Greeley (security, transportation, cleaning
processes). He noted JBS is funding $90,000.00 towards the project, United Way may also participate,
and a request for reimbursement will be submitted to FEMA through their grant process. In response to
Commissioner Moreno, Mr. Rudisill explained the City of Greeley will be responsible for determining
which units are available for occupancy, and Dr. Mark Wallace, Health Officer, will determine the eligible
occupants, including individuals who test positive residing at the Work Release and Community
Corrections facilities, as well as the homeless shelter. He confirmed other occupants may include
individuals being released from the hospital who are unable to return home if it puts others at risk.
Commissioner Moreno moved to approve said agreement and authorize the Chair to sign. The motion
was seconded by Commissioner James, and it carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
