RE: APPROVE REVISIONS TO BYLAWS, PROCEDURES, AND CRITERIA FOR JUVENILE
COMMUNITY REVIEW BOARD
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the revised Bylaws, Procedures, and Criteria of the Juvenile Community
Review Board have been presented to the Board of Weld County Commissioners for approval,
and
WHEREAS, after review, the Board of Commissioners of Weld County deems it advisable
to adopt said revised Juvenile Community Review Board Bylaws, Procedures, and Criteria.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the revised Bylaws, Procedures, and Criteria for the Juvenile Community
Review Board, be, and hereby are, adopted.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 9th day of November, A.D., 2020.

Brief description of the problem/issue:
Simple clean-up and addition to wording since this board has specialization for the members. Example: allow
someone that works in probation to be a regular member for two terms, and then allow them to be an alternate
for two more term, etc.
What options exist for the Board? (include consequences, impacts, costs, etc. of options):
Approve the changes or not approve the changes.

WELD COUNTY JUVENILE COMMUNITY REVIEW BOARD
BYLAWS, PROCEDURES AND CRITERIA
NAME
The name of this entity shall be the Weld County Juvenile Community Review Board, hereinafter
referred to as the "Board. "
PURPOSE
The purpose of the Board shall be to carry out the intent and purposes of the Board of County
Commissioners of Weld County pursuant to the resolutions of November 2, 1987, and November 4,
1987, concerning the creation of the Juvenile Community Review Board and the appointment of its
members, requiring approval by the Board of residential community placements within Weld
County juveniles committed to the Department of Human Services in accordance with C.R.S. §19-
1-103(69), 19-1-203 and 19-2-210.
ADDRESS
The address for the Board shall be c/o Weld County Juvenile Community Review Board, P.O. Box
758, 915 10th Street, Greeley CO 80632.
ADMINISTRATIVE PROCEDURES
A. Officers and Duties
1) The Board shall elect a Chairperson, Vice Chairperson and Secretary, each of who shall
serve for a one-year term to begin in November. The Chairperson shall preside at all
meetings of the Board and act in accordance with the duties customarily associated with
such position.
2) Record Keeping Duties: The Chairperson will provide Agendas in advance of meetings
when there is business to be conducted. A summary of the actions and decisions of
business meetings will be provided by the Secretary for correction and approval by the
Board.
B. Meetings
1) All business of the Board shall be transacted at regular meetings or special meetings and
only when a quorum is present. Regular meeting shall be conducted monthly.
2) Special meetings may be held subject to the call of the Chairperson or two or more
appointed members to act upon matters that cannot be delayed until the regular meeting
date.
3) A victim or a representative may take part in the community review meeting in which
they are the victim. The victim may listen to the discussion of the board and provide his
or her perspective, however; voting will take place without the victim or their
representative present.
C. Quorum
1) A quorum shall exist if six (6) of the ten (10) members (or designated alternates) are in
attendance to conduct official business. Only appointed Board members and alternates
present may vote. Any tie vote shall be construed as a negative vote.
2) The Chairperson or acting Chairperson is a regular voting member.
MEMBERS OF THE BOARD
Regular members of the Board are appointed by the Board of County Commissioners of Weld County.
Membership represents the following areas:
• Probation
• Human Services
• School District
• Law Enforcement
• Division of Youth Corrections (DYC)
• Bar Association
• Mental Health
• Citizen
• Citizen
• Person recommended by Juvenile Services Planning Commission, a/k/a, Senate Bill 96
Planning Committee.
An alternate for each regular member shall be appointed by the Board of County Commissioners.
Alternate members shall be authorized to participate at meetings of the Board as voting members only
when necessary to achieve quorum. Each regular member shall recommend for appointment and
alternate member from the same area of representation as the regular member. Any regular member
who cannot attend a meeting shall ensure that his or her alternate member is advised of the meeting
and is given sufficient information to enable him or her to fully participate in the proceeding.
Terms: Due to the specialization of knowledge required for this Board, a regular member may serve
two, consecutive three-year terms and then be appointed to serve as an alternate member. Alternate
member may serve two, three-year terms and then be appointed to serve as a regular member. A
Board member is not required to step down completely from the Board after either term limit. If
reappointed, the person may serve continually on the Board as either an alternative or regular Board
member as long as the person does not serve more than 2 consecutive terms in the same type of
position.
AMENDMENT OF BYLAWS
These Bylaws may be recommended for amendment at any meeting of the majority of the entire
membership of the Board provided seven (7) days' notice has been given to each member of the
Board. Such recommendation shall be forwarded to the Board of County Commissioners for
approval.
CONFIDENTIALITY
All names, addresses, and information regarding a child reviewed by the Board shall be confidential
and not disclosed except to the Board or its designees without the express written permission of the
child and the legal custodian.
BOARD REVIEW CRITERIA
The Board, in considering the criteria and scope of review, shall review information including, but
not limited to:
A. Whether the juvenile is appropriate for community placement based upon presentation by the
Client Manager and relevant documentation including DYC risk assessment.
B. The placement of the juvenile in Weld County will not present a danger to the safety and
welfare of the public.
C. The DYC has appropriate and sufficient arrangements with community resources to provide the
treatment program proposed.
D. The affected local school district(s) receive from DYC and the school district(s) previously
involved complete educational, psychological, and social information needed by the local
district in a timely manner.
E. Community placement of the juvenile offers beneficial outcome compared to institutional
placement.
F. Other relevant factors of the juvenile's situation to justify community placement.
G. Documents to be reviewed shall include, but not be limited to:
• The referral form
• Probation report(s)
• Probation risk/need assessments
• Family interview
• Vocational assessment
• District attorney assessments
• Clinical interviews and evaluations
• Institutional progress reports
• DYC Continuity care plan
• Social Services placement evaluation(s), update(s), and report(s)
• DYC risk assessment
• Drug and alcohol evaluation(s)
• Placement history, including complete run history
OTHER RELATED CRITERIA
A. Should information about the juvenile or the community placement upon which the
Board based its decision, in whole or in part, be inaccurate or, false, the Board may
rescind approval of the placement made in Weld County.
B. The Client Manager will present the case and be available to answer questions or
provide additional information as needed.
C. The Client Manager shall. inquire about and inform the Board about any pending
charges against the child.
D. The DYC and the community placement shall provide updated information to the Board
about the placement and placed child after placement has occurred as requested by the
Board.
E. Failure to provide documents or information requested by the Board may result in denial
of approval for placement in Weld County.
F. The names and numbers for 24 -hour information and notification for persons -
involved with the child from the placement and DYC notification should be available
to the Board Chairperson or his designee.
G. The contract provider and DYC shall report to the Chair of the Board and/or the
D.A.'s office, all escapes/A.W.O.L.'s (as well -as to the police) and any other
delinquent or criminal offenses within 72 hours, including weekends and holidays.
H. It is the policy of this Board that any juvenile who escapes or is A.W.O.L. must be
rereferred to the Board for placement back in the community if the escape/A.W.O.L. was
seven (7) days or longer.
I. All contract providers shall provide to the Board written reviews of each juvenile
placed with the provider for the previous month, or any portion of the month. These
reports shall be delivered to the Chair of the Board not less than three (3) days prior to
the regularly scheduled meeting.
The Board referral form shall be mailed by DYC 99b9 -YS simultaneously to the official address of
the Board and the chairperson mailing address.
