RE: DECLARE CERTAIN EQUIPMENT AS SURPLUS PROPERTY, AUTHORIZE SALE OF
SAME TO LEADVILLE POLICE DEPARTMENT, AND DELEGATE AUTHORITY TO
CONTROLLER TO SIGN ANY NECESSARY DOCUMENTS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, State statute and the Weld County Code require that all items disposed of be
declared surplus by the Board of County Commissioners, and
WHEREAS, the County has determined that certain equipment, described as two (2)
2016 Ford Taurus Sheriff Patrol Vehicles, 1FAHP2MTXGG116831 and 1FAHP2MTXGG116828,
being more fully described in said proposal, which is attached hereto and incorporated herein by
reference, is no longer required for County use, and
WHEREAS, the Board has been presented with a proposal from the Leadville Police
Department, 800 Harrison Avenue, Leadville, Colorado 80461, for purchase of said equipment,
for the sum of $4,000.00, and
WHEREAS, the Board deems it advisable to declare said equipment as surplus, approve
said proposal, and delegate authority to the Weld County Controller to sign any necessary
documents.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the abovementioned equipment, be, and hereby is, declared surplus.
BE IT FURTHER RESOLVED by the Board that the proposal for purchase of said
equipment from the Leadville Police Department in the amount of $4,000.00, be, and hereby is,
approved.
BE IT FURTHER RESOLVED by the Board that the authority to sign any necessary
transfer documents, be, and hereby is, delegated to the Weld County Controller to sign as the
Agent for the Weld County Board of County Commissioners, Weld County, Colorado.

SUBJECT: Surplus Vehicles
We have been contacted by Leadville Police Department with a request to purchase 2 of the
police units that will be going to auction. Given their financial status they feel purchasing these
would be of great assistance to them. We might be able to get a slightly higher cost at auction,
but Fleet Services would have to put additional time and money into getting these to auction.
Therefore, we are recommending that you approve sale to Leadville Police Department in the
amount of $4,000 for the two units.
I would not recommend a work session, but allow the staff to move forward with the sale.

Weld County Board of Commissioners, it is with the utmost respect I am writing with the intent to
purchase two of your used Sheriff Patrol Vehicles:

I am writing to offer $4000.00 for both vehicles, which will be paid immediately.
Both vehicles will be immediately assigned to front-line patrol operations for the Leadvillle Police
Department, as we are short vehicles and facing tight budget constraints. One of the vehicles will be
assigned to myself, working day shift on our "A" side of the week (Sunday -Wednesday). The other
vehicle will be assigned to Officer Vigil, who is our newest hired Officer and still in Field Training for
several more weeks. As a condition of the purchase, the vehicles will never be sold for more than we
purchased them for, and upon their sale, will be completely stripped of all Law Enforcement equipment
unless they are sold/given to another Law Enforcement agency.
I understand our offer is low. We will need to stripe the vehicles and add radars, radios, and other
equipment back to the cars, which adds a significant cost to each car and will chew up a good portion of
my working budget for the cars. If my offer is too low for Weld County to accept, I can go higher. I do
not want to miss out on this opportunity, so please reach out to me if that is the case and we can
negotiate higher.

can do for any of the Commissioners, other Weld County employees, or any other Weld County resident,
please don't hesitate to call, we'll make it happen.
