SAFETY FOUNDATION
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Transportation Safety Grant Application
from the County of Weld, State of Colorado, by and through the Board of County Commissioners
of Weld County, on behalf of the Department of Human Services, Youth Conservation Corps, to
the E-470 Public Highway Authority Transportation Safety Foundation, commencing upon full
execution of signatures, with further terms and conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Transportation Safety Grant Application from the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf
of the Department of Human Services, Youth Conservation Corps, to the E-470 Public Highway
Authority Transportation Safety Foundation, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said application.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 18th day of March, A.D., 2020.

Please review and indicate if you would like a work session prior to placing this item on the
Board's agenda.
Request Board Approval of the Department's E-470 Public Highway Transportation Safety
Foundation (TSF) Gra. \t Application. The Weld County Youth Conservation Corps (WCYCC), under
Employment Services of Weld County, is requesting to apply for a $2,500.00 grant through the E-470
Public Highway Transportation Safety Foundation (TSF). The grant will be utilized to provide relevant
and comprehensive driver training and First Aid/CPR/AED training to crew leaders and members of the
WYCCC. This training will ensure WCYCC crew leaders and members have adequate knowledge to
ensure their safety and the safety of the communities they work in and are prepared to handle various
driving and emergency medical situations they may encounter.
This grant application must be submitted by Friday, March 20, 2020. Award notification and distribution
of grant funds will occur in April 2020.
I do not recommend a Work Session. I recommend approval and submission of this application and
authorize the Chair to sign.

Foundation Objective
The E-470 Public Highway Authority Transportation Safety Foundation operates exclusively to promote
charitable giving, public safety, transportation safety, driver education, and other educational purposes. As a
nonprofit corporation, the foundation provides donations and grants as a means of promoting transportation
safety in Colorado.
Grant Submission Timeline
• Application:

• Award:
Transportation Safety Foundation board will select and notify grant recipients in April 2020.
Grant funds will be distributed at the Grant Awards Ceremony on April 29, 2020.
Geographic Considerations
Transportation safety grants are provided to nonprofit organizations and tax-exempt government entities along
the E-470 corridor and surrounding areas. The organization must reside in the state of Colorado.
Annual Funding Limitations
Each year the foundation will award up to eight, $2,500 transportation safety grants. Organizations must reapply
annually in order to be eligible to receive a grant.
Restrictions
Funding support is not provided to the following:
• Individuals, political parties, candidates, or partisan political organizations
• Labor organizations, fraternal organizations, athletic clubs, or social clubs
• Sectarian or denominational religious organizations
• Fundraising events such as membership drives, luncheons, dinners, and tournaments
• Sports leagues or teams
• Any organization deemed inappropriate at the discretion of the foundation board of directors

After the grant funds are awarded, the grant recipients selected must provide the Transportation Safety
Foundation with a written report of the program outcome by no later than December 31, 2020. Please include
program photos, if available.

Organization Overview:
Founded in the summer of 1993, the Weld County Youth Conservation Corps (WCYCC) is
a locally generated program of Weld County government that operates under the Employment
Services division of the Department of Human Services. WCYCC grew out of local interest to
expand opportunities for youth which would allow them to develop job skills, be exposed to
positive attitudes towards community service, and participate in meaningful work that
produces tangible benefits for Weld County. Since 1993, WCYCC has served youth and young
adults, ages 14-25, by providing them with meaningful service opportunities in the areas of
conservation and community service. Over the course of the past 27 years WCYCC has grown
from one eight -person crew to two full-time and four summer programs.
The WCYCC umbrella includes the operation of an AmeriCorps grant. WCYCC's
AmeriCorps program is fortunate to receive federal support from the Corporation for National
and Community Service thanks to a statewide grant received by the Colorado Youth Corps
Association (CYCA) on behalf of eight accredited Youth Corps in Colorado. WCYCC AmeriCorps
members, between the ages 17-25, commit to a term of service ranging from eight weeks in
duration to nine months. While serving an AmeriCorps term of service members earn a living
stipend and develop critical employment related skills and values to use in their future
workforce pursuits. Upon successful completion of a term of service, members earn a Segal
Education Award that ranges from $1,289.95 to $4,266.50, contingent upon their term of
service, to use toward post -secondary education within seven years.
Budget Overview:
We have found that the Colorado Safety Association provides a six -hour Defensive
Driving Course that we can enhance to include Coaching the Van Driver and Weather Hazards.
The cost of this course would be $1,125.00 for up to 15 participants, $35.00 additional per each
non-member. If utilizing the grant towards the cost of membership the class will cost $925.00
for up to 15 participants and $32.00 additional per each non-member. The cost of membership
for the Colorado Safety Association is $299.00. Weld County anticipates no more than 15
participants for the training, which would result in a total cost of $1,125.00 or $1,224.00 with
the membership. Membership with the Colorado Safety Council would further benefit the
WYCCC by providing First Aid and CPR/AED training to all crew members during the year. This
would reduce cost for additional safety trainings. First Aid and CPR/AED training prepare crew
members for any emergency they encounter while on the road, making crew members more
likely to stop and help any civilian in need of help, further increasing public safety. The cost for
this course with membership is $790.00 for 1-10 students plus $32.00 for each additional
student. Maximizing the class size to 15 will cost an additional $160.
Membership: $299.00
Defensive Driving, Coaching the Van Driver, and Weather Hazards: $925.00
First Aid/CPR and AED: $950.00
Total amount requested: $2,174.00
Program Overview:
Within WCYCC there are varying degrees of responsibility carried by members. While
crew leaders are generally responsible for safe transportation of members, crew members are
at times asked to drive vehicles and assume an equal amount of responsibility. Currently the
process for determining the most qualified individual is based on a Motor Vehicle Report,
experience, and an evaluation completed by a currently authorized employee. The County used
to provide a Coaching the Van Driver course to all County employees, but this program is no
longer offered. AmeriCorps members are not considered full-time County employees and
therefore do not have access to County -offered trainings..
The primary objective in receiving grant funding will be to provide relevant and
comprehensive driver training to all members of WCYCC that might be expected to drive a
County vehicle. Not only will long-standing crew leaders be required to take the training; any
member that expresses the intent or the ability to drive will benefit from a course on safe
driving skills. With the inclusion of First Aid and CPR/AED training crew members will
contribute to overall public safety on and off the road. Because the primary demographics of
our crew members are young and inexperienced the impacts of this course will reach far
beyond a workplace setting. This training will provide our youth with skills to drive safer in their
community and be more prepared to handle emergency medical situations.
The vehicles used to travel between project locations are highly visible and recognizable
by the Weld County logo. Upon completion of this course, we will run social media awareness
and a County Newsletter article to highlight the importance Weld County places on safe driving.
Community members that identify our vehicles can rest assured that we are diligently
committed to keeping our members, and the community safe. Upon completion of this course
we expect that members have a greater understanding of their impact on the community, their
peers, and themselves while driving. This course will reinforce WCYCC's high standard of safety
that we continually strive to improve. Additionally, this training will contribute to the roots of
our program that prepare our youth for the workforce, not only achieving a certificate, but also
establishing a safety -centered culture that members will carry with them throughout their
careers. Members' driving ability and behaviors as well as their emergency medical knowledge
will be evaluated before and after the course in order to determine the effectiveness of these
courses in addressing our desire to highlight safety at the forefront of our operations.

SUMMER SERVICE CREW
The WCYCC Summer Service Crew is looking
for individuals ages 17 to 25 willing to dedicate
two months of their summer to the ideals of
service, community improvement, and
environmental stewardship.
Starting June 1st, 2020 WCYCC will begin a
Summer Service Crew. Projects wilt primarily
consist of service projects with the City of
Greeley. This includes the Greeley Stampede,
Poudre River Trail, Colorado Youth Outdoors,
Fort Lupton Historical Society, Habitat for
Humanity, and the United Way.
In addition to community service projects
throughout Greeley, Summer Service Crew
Members will also participate in
Environmental Education through Field Trips
throughout Northern Colorado.
