RE: APPROVE CORE SERVICES FAMILY PRESERVATION/PLACEMENT ALTERNATIVE
COMMISSION REPORT AND AUTHORIZE CHAIR OF HUMAN SERVICES ADVISORY
COMMISSION TO SIGN AND ELECTRONIC SUBMITTAL
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Core Services Family
Preservation/Placement Alternative Commission Report from the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Department of Human Services, to Colorado State University (CSU), and the Colorado Office of
Children, Youth, and Families, Division of Child Welfare, and
WHEREAS, after review, the Board deems it advisable to approve said report, a copy of
which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Core Services Family Preservation/Placement Alternative
Commission Report from the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County, on behalf of the Department of Human Services, to
Colorado State University (CSU), and the Colorado Office of Children, Youth, and Families,
Division of Child Welfare, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair of the Human Services Advisory
Commission, be, and hereby is, authorized to sign said report, and the Department of Human
Services, be, and hereby is, authorized to submit said report electronically.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 20th day of May, A.D., 2020.

Request Board Approval of the Submission of the Department's Core Services Family
{
Preservation/Placement Alternative Commission Report (Attachment 1). The Core Services Family
Preservation/Placement Alternative Commission Report is required of each county annually according to the
requirements of C.R.S. 26-5.5-104 (6), which mandates that the Colorado Department of Human Services
annually provide"... an evaluation of the overall effectiveness and cost efficiency of the program and any
recommended changes to such program."
The service and delivery information is being collected and reported based on a calendar year(January 1-
December 31). The attached report reflects the period of January 1, 2019, through December 31, 2019. This
information will be combined with other sources of information including the Trails database to form the
content for the required annual report. The evaluator is Colorado State University-Social Work Research
Center. The final compiled report will be distributed to the Governor and the counties later this year.
The report was reviewed by Child Welfare leadership, the Department Director and the Deputy Director.
Signature from the Human Services Advisory Commission (HSAC) Chair will be obtained before submission.
The report must be submitted online to the State by Tuesday, May 26, 2020.
I do not recommend a Work Session. I recommend approval for the HSAC Chair to sign and the Department to
submit the Family Preservation Report online.

Commission Report
January 1, 2019— December 31, 2019
OVERVIEW
The Social Work Research Center at Colorado State University is partnering with the Colorado
Department of Human Services to conduct the evaluation of the Core Services Program, and to
prepare the Department's Core Services Program Evaluation Annual Report.
Each year, counties/tribes are required to complete a report on the status of your Core Services
Program.The information you provide through this web-based report will be combined with
other sources of information including the Colorado Trails database to form the content for the
required annual report.
This report should be completed in conjunction with your Family Preservation
Commission/Placement Alternative Commission (PAC)and/or your Interagency Oversight
Group (IOG). If your county/tribe does not have a Family Preservation Commission/PAC or IOG,
then a designated county/tribal representative who has knowledge of the Core Services
program (e.g., Core Services Coordinator, Child Welfare Director, DHS Director) should
complete the report. Input from local Family Preservation Commissions/PACs and lOGs
provides a context for the quantitative data elements and represents an opportunity for your
county/tribe to tell the story behind the numbers.
INSTRUCTIONS
1. In preparing your responses, please reflect on the time period from January 1, 2019 to
December 31, 2019, as the report is now based on the calendar year. Of course, COVID-
19 has had a profound impact on all aspects of the child welfare system including the
Core Services Program.To the greatest extent possible, please focus your responses
on Calendar Year 2019 before the pandemic started.You will have the opportunity to
reflect on the implications of COVID-19 in next year's commission report and possibly
other venues during the year.
2. Your responses will be automatically saved. If you do not complete the report in one
sitting,you can return to the partially completed report by clicking on the survey link
included in the email. Furthermore,you can forward the email with the survey link to a
member of your Family Preservation Commission/PAC and/or lOG for review and/or

6 . What is the biggest barrier for your county/tribe in implementing FFPSA for your Core
Services Program ?
There has been very slow progress on the state and national level in identifying programs to
be included on the Federal Clearinghouse of approved FFPSA services . These programs take
quite some time to be approved and , when approved , there are struggles with getting them
implemented . Oftentimes services with intense fidelity monitoring are expensive to run
and providers are not willing to take on that expense to start those programs . Also, other
programs such as Motivational Interviewing have been approved , however, there is a great
deal of confusion and uncertainty around how to bill for this service since it is not a specific
intervention , but a tool to be used in conversations with clients .
7 . In the past year, what new collaborative efforts has your county/tribe been engaged in to
prepare your Core Services Program for FFPSA ?
Weld County has been reaching out to our contracted providers to discuss the FFPSA
changes and the need for services and interventions to be on the Federal Clearinghouse .
Many providers are already making positive changes and moving towards evidence - based
practices ( Trauma Informed ) , but many are not using those on the Clearinghouse .

Delivery of Core Services
8. Please share any additional information about the delivery of Core Services in your county/tribe
including strengths and/or challenges?
During the Fiscal Year 2019-2020,Weld County continued to reach out to recruit new providers
who could help address the gaps in service and capacity issues. We have been able to identify more
intensive in-home service providers,visitation providers,and sexual abuse treatment providers.This
has helped with our capacity issues but,we are still lacking in some areas. This past year,we have
seen multiple providers choose to stop accepting Medicaid due to issues with the Administrative
Services Organization around billing and payment. While our Core funded programs have been
increasing,our pool of competent Medicaid providers has been shrinking. Weld County has also
been working internally with providers to streamline the process from referral to service
implementation. The County is in regular communication with providers about their openings and
capacity and moving referrals to those providers who can quickly and effectively provide the right
service for the family. We have also been working with families, providing them assistance in
applying for Medicaid to allow for longer term service provisions.
