To Whom It May Concern,

and comments regarding:
Parcel Number: 0303.11100006 - Application for the Lazy Two Pit by Connell Resources, Inc Per the Notice sent by
Blue Earth Solutions, LLC, P.O. Box 2427, 30522 Fort Collins, Colorado, Bill Schenderlein Project Manager the application
is to create rangeland at or near Section 11, Township 10 North, Range 67 West of the 6th Prime Meridian, Weld County,
Colorado. The general location is approximately 2.5 miles South of the community of Carr, Colorado.
Comments and Concerns
41: Well Permitting for the proposed Lazy Two Pit:
We are concerned after talking to several water professionals that it is possible a well of the size needed to support the
proposed Lazy Two Pit could have an impact on our residential well.
#2 County Roads in the proposed Lazy Two Pit area will be incapable of supporting the truck traffic that will be
associated with this project: We are concerned that County Road 21 and County Road 118 that are adjacent to the
proposed Lazy Two Pit which are gravel roads and of which are presently minimally wide enough for the residential
vehicle traffic in this area would become unsafe and unmanageable. The unsafe condition mentioned is in our opinion
obvious however the unmanageable condition may not be as obvious so the following is our explanation. Maintenance
of the county roads in this area have always been minimal and we do understand the difficulty that presents itself with
the maintenance of the roads in the area. However, when you add the trucking of material from the proposed Lazy Two
Pit to this equation the proper maintenance of the above -mentioned county roads would be improbable and when
compounded with the minimal width of these roads would create a possible liability issue to all parties involved
including the people traveling these roads daily.
#3: Property Values will be affected by the proposed Lazy two Pit: Our concern is that property values which are in
close proximity to the proposed Lazy Two Pit location will be affected for as many years as the mine is active and quite
possibly for years afterward,
#4: Public Health and Safety; There are many concerns with this issue concerning the proposed Lazy Two Pit including
but not limited to: dust from the mining process, contamination of residential wells (mentioned above in item #1),
dangerous conditions encountered by the public traveling on roadways including people walking, riding horses and in
vehicles.
Thank you for considering the affects that would be daily concerns to us and the residents of the Carr, Colorado area as
indicated in the description of the Lazy Two Pit.

Mr. Kim Ogle,
Back in March of this year we met with Bill Schenderlien of Blue Earth Solutions and Several Representatives for Connell
Resources including Kevin Anderson at our home. We had at that time several concerns about the proposed mine and they
addressed them reasonably and to our satisfaction so we withdrew our "party status" with the State of Colorado Mined
Land and Reclamation Board. After receiving the recent mailings from your office we realized that we were not told at that
time about the portable concrete and asphalt batch plants planned for the proposed project. Had we been told about these
batch plants back in March when we met with the mining parties we would certainly not have agreed to have withdrawn
our objections to this project or withdraw our party status. All of our original concerns are now multiplied due to these
batch plants all of a sudden being part of the project equation and we are now questioning as to whether there has been
any validity to our concerns being addressed up to this point by Blue Earth and Connell if these batch plants were part of
the plan back when we had our meeting in March of this year.
My employment and business background is in Civil and Industrial Construction with an emphasis on reclamation,
excavation, dirt work, concrete (including having worked on, built and repaired several batch plants), asphalt and the
trucking needs associated with these scopes of work and the industry as a whole. I more than most understand the need for
these different entities. However on the other hand i live here and understand the environmental impact that concrete and
asphalt batch plants Will have on this area and specifically our property due to its being East and South of this proposed
mining operation and the fact that the wind very seldom stops blowing here and the majority of the time it will be blowing
from this proposed mining location directly towards our property due to these prevailing winds.
I am resending the original Comments and Concerns Letter for your review and please bear in mind that this letter was
concerns ,f comments before there was any mention of concrete and asphalt plants.
We will also be sending copies of this letter of intent to object to this project to Blue Earth, Connell Resources, The
State of Colorado Mined Land Reclamation Board.
Thank you
Phil MacLean
