HomeMy WebLinkAbout20203375.tiffRESOLUTION RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON COUNTY ROAD 47 BETWEEN COUNTY ROAD 60.5 AND STATE HIGHWAY 392 WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Weld County Department of Public Works has recommended to the Board that 65 miles per hour speed limit signs be installed to replace the existing 55 miles per hour speed limit signs on County Road 47, between County Road 60.5 and State Highway 392, to ensure safety to the traveling public, and WHEREAS, the Board has determined that said traffic control devices are necessary for the protection of the general public. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Department of Public Works, be, and hereby is, directed to install 65 miles per hour speed limit signs to replace the existing 55 miles per hour speed limit signs on County Road 47, between County Road 60.5 and State Highway 392, for the safety of the general public, and said signs shall conform to the State Manual of Uniform Traffic Control Devices. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 16th day of November, A.D., 2020. Ross Steve • reno, Pro -Tern ames rbara Kirkmey Cc : So(Rs), p (ou/cP/!:R/cH), cSP t i/a3/2.o 2020-3375 EG0078 BOARD OF COUNTY COMMISSIONERS PASS -AROUND REVIEW PASS -AROUND TITLE: WCR 47 between WCR 60.5 and SH 392 Speed Limit change DEPARTMENT: PW DATE: 11/02/20 PERSON REQUESTING: Don Dunker and Elizabeth Relford Brief description of the problem/issue: At the Public Works (PW) Capital Improvement Projects (CIP) presentation October 13, 2020 in the Event Center the BOCC requested PW looked at changing the speed limit on WCR 47 between WCR 60.5 to SH 392 from 55 mph to 65 mph. This phase of the county highway was designed in house by PW staff. The design speed was 75 mph while the striping was placed at 65 mph. The roadway was posted at 55 mph at the request of citizens living along the roadway. The traffic count in 2017 showed an 85th Percentile speed of 63 mph with the section between WCR 64.5 and WCR 66 showing 61 mph with an AADT of 2,947 and 51% trucks over the whole stretch. The 2020 traffic counts showed an 85th Percentile speed of 66 mph with 3,773 VPD and 53% trucks for the entire length. Since the design, striping and other elements were completed as part of the original construction project, the 55 mph speed limit signs can be replaced with 65 mph signs allowing for the higher speed limit. Both ends of WCR 47 will have the speed limit stepped down before the traffic lights or stop sign. Per the MUTCD it is allowed to post speed limits within 5 mph of the 85th Percentile speed provided the other elements of design and safety are met. What options exist for the Board? (include consequences, impacts, costs, etc. of options): • BOCC could direct PW to install the higher speed limit of 65 mph signs. • BOCC could deny the installation of these signs and no change would occur.
