HomeMy WebLinkAbout20203232.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MONDAY, NOVEMBER 2, 2020 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, November 2, 2020, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Mike Freeman, Chair Commissioner Steve Moreno, Pro -Tern Commissioner Scott K. James Commissioner Barbara Kirkmeyer Commissioner Kevin D. Ross Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Bri White Controller, Barbara Connolly MINUTES: Commissioner James moved to approve the minutes of the Board of County Commissioners meeting of October 28, 2020, as printed. Commissioner Moreno seconded the motion, and it carried unanimously. • CERTIFICATION OF HEARINGS: Commissioner Ross moved to approve the Certification of Hearings conducted on October 28, 2020, as follows: 1) PUDZ18-0006 — Alf Equinox Todd Creek Village North, LLC, and 2) Public Hearing to Consider Service Plan, MET19-0003, for Proposed Dry Creek Metropolitan District No. 1 — Alf Equinox Todd Creek Village North, LLC. Commissioner James seconded the motion, which carried unanimously. • AMENDMENTS TO AGENDA: There were no amendments to the agenda. ▪ CONSENT AGENDA: Commissioner Kirkmeyer moved to approve the Consent Agenda, as printed. Commissioner Ross seconded the motion, and it carried unanimously. • PUBLIC INPUT: No public input was given. El PROCLAMATIONS: 1) EATON REDS DAY, GIRLS SOFTBALL CLASS 3A STATE CHAMPIONS - NOVEMBER 2, 2020: Chair Freeman read the proclamation for the record. Coach Dale Hughes applauded the team for keeping their eye on the ball. The Board commended the coaches, especially in light of the COVID-19 Pandemic O1/O1 Minutes, Monday, November 2, 2020 Page 1 2020-3232 BC0016 Health Emergency, and expressed pride in the players for their determination and achievements. (Clerk's Note: The group gathered for a photo opportunity.) WARRANTS: 1) GENERAL WARRANTS - OCTOBER 30, 2020: Commissioner Moreno moved to approve the General Warrants, as printed. Commissioner Ross seconded the motion, and it carried unanimously. BIDS: 1) PRESENT BID #B2000187, HOKESTRA PEDESTRIAN TRAIL AND BRIDGE - DEPARTMENT OF PUBLIC WORKS: Rob Turf, Purchasing Department, stated staff received 12 bids and will make a recommendation on November 16, 2020. NEW BUSINESS: 1) CONSIDER CONTRACT ID #4228 DATA USE AGREEMENT FOR SARA ALERT SOFTWARE AND AUTHORIZE CHAIR TO SIGN - MITRE CORPORATION, AND THE ASSOCIATION OF PUBLIC HEALTH LABORATORIES, INC.: Ryan Rose, Director of the Department of Information Technology, stated the software supports disease outbreak investigation and contact tracing, allowing for daily COVID-19 symptom reporting in real-time, and contributes to decreasing the spread of the virus in the community by reducing the number of residents exposed to possible infections. Commissioner Moreno moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Ross and it carried unanimously. 2) CONSIDER DECLARING CERTAIN EQUIPMENT AS SURPLUS PROPERTY, APPROVE SALE OF SAME AT AUCTION WITH ROLLER AND ASSOCIATES, AND DELEGATE AUTHORITY TO CONTROLLER TO SIGN ANY NECESSARY DOCUMENTS: Barbara Connolly, Controller, presented the listing of equipment replaced for the current year budget and ready to go to auction. Commissioner Ross moved to declare said equipment as surplus and delegate authority to the Controller to sign any necessary documents. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. 3) CONSIDER CANCELLATION OF BOARD OF COUNTY COMMISSIONERS MEETING SCHEDULED FOR DECEMBER 2, 2020: Commissioner James moved to approve said Resolution. The motion, which was seconded by Commissioner Kirkmeyer, carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
