RE: ACCEPT REQUEST OF WELLS RANCH LLLP, C/O OUTRIGGER DJ OPERATING,
LLC, TO WITHDRAW THE APPLICATION FOR A SITE SPECIFIC DEVELOPMENT
PLAN AND USE BY SPECIAL REVIEW PERMIT, USR20-0005, FOR OIL AND GAS
SUPPORT AND SERVICE INCLUDING THREE (3) GAS COMPRESSORS AND
RELATED EQUIPMENT, ONE (1) UP TO 30 FEET IN HEIGHT SECURE
COMMUNICATIONS TOWER, AND UP TO FOUR (4) CONSTRUCTION OFFICE
TRAILERS AND FOUR (4) CONEX LOCATED WITHIN A FENCED LAYDOWN YARD
FOR USE DURING THE CONSTRUCTION OF THE FACILITY IN THE
A (AGRICULTURAL) ZONE DISTRICT
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners held a public hearing on the 22nd day
of April, 2020, at the hour of 10:00 a.m., in the Chambers of the Board, for the purpose of hearing
the application of Wells Ranch LLLP, 32010 CR 63, Gill, Colorado 80624, c/o Outrigger DJ
Operating, LLC, 1200 17th St., Suite 900, Denver, Colorado 80202, for a Site Specific
Development Plan and Use by Special Review Permit, USR20-0005, for Oil and Gas Support and
Service including three (3) gas compressors and related equipment, one (1) up to 30 feet in height
secure Communications Tower, and up to four (4) construction office trailers and four (4) conex
located within a fenced laydown yard for use during the construction of the facility in the
A (Agricultural) Zone District on the following described real estate, to-wit, and:
N1/2 of Section 1, Township 6 North, Range 63 West
of the 6th P.M., Weld County, Colorado
WHEREAS, at said hearing, the Board was presented with an electronic mail, received
March 17, 2020, from the applicant requesting the withdrawal of the application, stating with
recent events and reduced production volumes in the basin, the compressor station project will
be cancelled, and
WHEREAS, the Board of County Commissioners heard all of the testimony and
statements of those present, studied the request of the applicant and all of the exhibits and
evidence presented in this matter and, having been fully informed, deems it advisable to grant the
applicant's request and thereby accept the withdrawal of the application.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the request of Wells Ranch LLLP, c/o Outrigger DJ Operating, LLC, to
withdraw the application for a Site Specific Development Plan and Use by Special Review Permit,
USR20-0005, for Oil and Gas Support and Service including three (3) gas compressors and
related equipment, one (1) up to 30 feet in height secure Communications Tower, and up to
four (4) construction office trailers and four(4) conex located within a fenced laydown yard for use
during the construction of the facility in the A (Agricultural) Zone District, on the parcel of land
described above be, and hereby is, accepted and the matter is dismissed.

Representatives for Outrigger Energy submitted an electronic mail on Tuesday March 17 , 2020
stating " Unfortunately , with recent events and reduced production volumes in the basin , the
compressor station project will be cancelled . We plan to forego the remainder of the USR
application process , so the PC and BOCC hearings for the station can be cancelled as well .
Therefore , the Department of Planning Services on behalf of the applicant , request this case be
withdrawn from consideration .

Unfortunately,with recent events and reduced production volumes in the basin, the compressor station
