Community Planning and Development (CPD) Notice 20-03, Instructions for Urban
County Qualification for Participation in the Community Development Block Grant (CDBG)
Program for Fiscal Years (FY) 2021-2023, provides instructions for urban counties to qualify or
requalify for participation in the CDBG program for a three-year period and establishes the date
of September 30th for completion of the qualification/requalification process. In response to the
COVID-19 Pandemic, the U.S. Department of Housing and Urban Development (HUD) issued a
memo dated September 28, 2020, authorizing an extension to urban counties to complete the
qualification/requalification processes.
Our Office received your letter dated October 2, 2020 requesting an extension to the
deadline for completion of Weld County's urban county qualification process. In order to
complete the qualification process, CPD is approving an extension for Weld County to complete
its requalification process by November 6, 2020.

Dear Mr. Potter,
This letter is a request for an extension of the Urban Qualification deadline to November 30,
2020. The reason for this request is due to the Covid-19 crisis. We have been unable to obtain all
the necessary documents needed from our local government partners. We are still in the process
of obtaining all documents required by CPD 20-03 and have experienced delays due to
COVID-19. Please approve our request for the extension.
Weld County looks forward to accepting Urban County Entitlement status for fiscal year 2021.
