HomeMy WebLinkAbout20200326.tiffRESOLUTION RE: APPROVE HOUSING AUTHORITY POLICY MODIFICATION WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board of Weld County Commissioners, ex -officio Housing Authority Board, has been presented with a request to modify Housing Authority policy in the County of Weld, State of Colorado, on behalf of the Department of Human Services, and the Greeley - Weld County Housing Authority, and WHEREAS, said policy modification should read as follows, "Child Welfare clients will be given preferential points for Section 8 housing. This will not impact the current point system; Child Welfare points will be in addition to the existing point system", and WHEREAS, after review, the Board deems it advisable to approve said policy modification, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the request for modification of Housing Authority policy in the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, ex -officio Housing Authority Board, on behalf of the Department of Human Services, and the Greeley -Weld County Housing Authority, be, and hereby is, approved. The Department is requesting policy modification related to the specific short-term objective noted in the September 13, 2019 Pass -Around Memorandum confirming the September 9, 2019 Critical Housing Work Session Outcomes (see attached). The specific objective is noted below. "Child Welfare clients will be given preferential points for Section 8 housing. This will not impact the current point system; Child Welfare points will be in addition to the existing point system." The Department is requesting that the amount of preferential points noted in the modified policy be set to four (4) points. Immediate action is requested as the Department currently has a critical active client in need of housing and the Housing Authority will not respond to this need under current policy. If this request is not approved the children may require placement in foster care. I do not recommend an additional Work Session. I approve the Board of County of Commissioners, acting as the Housing Authority Board, to immediately modify the policy through Resolution and act upon the Department's urgent need. Sean P. CSBG cannot pay deposits and rent requests must be sustainable beyond one-time funding. Individuals must meet federally established poverty Guidelines. Special Economic Assistance (Sp Ec) is part of the Child Welfare Core Budget and can be used to assist with reunification and household stability for families involved with child protection services. Cannot be more than $2,000 per family per year. Temporary Assistance for Needy Families (TANF) provides financial assistance to pregnant women and families with one or more dependent children. TANF funding can be used to help pay for food, shelter, utilities, and expenses other than medical. Kinship TANF provides kinship caregivers with a monthly cash benefit and families may be eligible to receive additional supportive services up to $750.00 per child in a calendar year to stabilize a family, assist with a one-time emergency, or provide additional child -specific support (i.e. clothing, school supplies, activity fees, etc.). IVE Kinship waiver funds were at one time available for kinship support (including non -child welfare kin). This funding source is no longer available.
