RE: APPROVE AIRPORT IMPROVEMENT PROGRAM (AIP) AGREEMENT FOR
TRANSFER OF ENTITLEMENTS AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Airport Improvement Program (AIP)
Agreement for Transfer of Entitlements between the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Greeley -Weld
Airport Authority, and the U.S. Department of Transportation, Federal Aviation Administration
(FAA), commencing upon full execution of signatures, and ending September 30, 2020, with
further terms and conditions being as stated in said agreement, and
WHEREAS, after review, the Board deems it advisable to approve said agreement, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Airport Improvement Program (AIP) Agreement for Transfer of
Entitlements between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Greeley -Weld Airport Authority, and the
U.S. Department of Transportation, Federal Aviation Administration (FAA), be, and hereby is,
approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said agreement.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 18th day of March, A.D., 2020.

Dear Mr. Freeman, Mayor Gates, and Mr. Payton;
Finclosed are four copies of the Airport Improvement Program (AIP) "Agreement For Transfer of
Entitlements." This agreement will transfer S 150,000 of fiscal years 2017/2019/2020 AIP funds
from Greeley -Weld County Airport to Holyoke Municpal Airport. Please complete this agreement
by having the authorized officials execute the appropriate sections. Certification by the 4ttorney
should be completed following the acceptance and dated on or after the acceptance date.
Your normal procedures for accepting documents such as this in accordance with local and state
law should be followed, but evidence of such procedure is not required by the Federal Aviation
Administration.
After execution and certification of the "Agreement For Transfer of Entitlements," please return
one copy to this office. The other copies are for your records.

RESOLUTION 20, 2020
A RESOLUTION AUTHORIZING THE TRANSFER OF $150,000 IN AIRPORT
IMPROVEMENT PROGAM ENTITLEMENT FUNDS FROM THE GREELEY-WELD
COUNTY AIRPORT TO HOLYOKE MUNICIPAL AIRPORT
WHEREAS, the Greeley -Weld County Airport has used Airport Improvement Program ("AIP")
entitlement funds from the US Department of Transportation, Federal Aviation Administration,
to complete certain improvements at the airport; and
WHEREAS, the Greeley -Weld County Airport has been the beneficiary of federal grant funds
that were intended for but unable to be used by other local airports as part of the AIP entitlement
funding; and
WHEREAS, the Greeley -Weld County Airport has AIP entitlement funding that it will not use
in the fiscal year for which the funds are available, and consequently, the funds are available to
extend to another airport that is eligible to receive such funding and has a pending project; and
WHEREAS, the Greeley -Weld County Airport Authority deems it advisable to transfer the
funding from the Greeley -Weld County Airport to Holyoke Municipal Airport and urges the
Greeley City Council to also authorize the transfer of the funds.
NOW, THEREFORE, BE IT RESOLVED by the City Council of Greeley, Colorado, as
follows:
Section 1. The transfer of Airport Improvement Program entitlement funding from
Greeley -Weld County Airport to Holyoke Municipal Airport is hereby approved.
Section 2. The Mayor of the City of Greeley is authorized to sign the transfer agreement on
behalf of the City of Greeley, attached hereto as Exhibit A.
Section 3. This Resolution shall become effective immediately upon passage, as provided by
the Greeley City Charter
