RE: A SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW PERMIT,
USR20-0024, FOR AN OIL AND GAS SUPPORT AND SERVICE FACILITY
(OUTSIDE STORAGE OF OIL AND GAS VEHICLES AND EQUIPMENT) IN THE
A (AGRICULTURAL) ZONE DISTRICT - ENSIGN UNITED STATES DRILLING, INC.
A public hearing was conducted on December 30, 2020, at 10:00 a.m., with the following present,
and by unanimous consent, Chair Freeman turned the meeting over to Commissioner Kirkmeyer
to chair her final land use hearing.

The following business was transacted:
el I hereby certify that pursuant to a notice dated November 16, 2020, and duly published
November 20, 2020, in the Greeley Tribune, a public hearing was conducted to consider the
request of Ensign United States Drilling, Inc., for a Site Specific Development Plan and Use by
Special Review Permit, USR20-0024, for an Oil and Gas Support and Service Facility (outside
storage of oil and gas vehicles and equipment) in the A (Agricultural) Zone District. Bob Choate,
Assistant County Attorney, made this a matter of record.
Michael McDaniel, Landmark Builders, Inc., represented the applicant and requested a
continuance to explore screening options for the south side of the site. In response to
Commissioner Ross, Mr. McDaniel stated 30 days would be sufficient.
No public testimony was offered concerning this matter.
E Commissioner Ross moved to continue the request of Ensign United States Drilling, Inc., for
a Site Specific Development Plan and Use by Special Review Permit, USR20-0024, for an Oil
and Gas Support and Service Facility (outside storage of oil and gas vehicles and equipment) in
the A (Agricultural) Zone District, until February 3, 2021, at 10:00 a.m., to allow the applicant
adequate time to research screening options. The motion was seconded by Commissioner
Moreno, and it carried unanimously. There being no further discussion, the hearing was
completed at 10:05 a.m.
