On November 27, 2019, Weld County submitted an application to the City of Greeley for a Planned Unit
Development amendment at the Motor Pool / Fleet Services land parcel to make a lot line adjustment
and to approve construction of a new building (Exhibit A). This application was to support the construction
of a new Wash Bay and Welding Building. The City of Greeley has approved and finalized the PUD
amendment request with the final changes and approval captured in Exhibit B.

RE: APPROVE SUBMITTAL OF LAND USE APPLICATION FOR FINAL PLANNED UNIT
DEVELOPMENT (MOTOR POOL / FLEET SERVICES WASH BAY) AND AUTHORIZE
CHAIR TO SIGN - CITY OF GREELEY
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Land Use Application for Final Planned
Unit Development (Motor Pool / Fleet Services Wash Bay) from the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Department of Buildings and Grounds, to the City of Greeley, with further terms and conditions
being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve submittal of said
application, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Land Use Application for Final Planned Unit Development (Motor Pool
/ Fleet Services Wash Bay) from the County of Weld, State of Colorado, by and through the Board
of County Commissioners of Weld County, on behalf of the Department of Buildings and Grounds,
and the City of Greeley, be, and hereby is, approved for submittal.

Subject: Greeley PUD Application
The County desires to construct a new Wash Bay building on the lot where the Fleet Services and
Household Hazardous Waste facilities are currently located. To facilitate this construction, an
amendment through the Greeley Planned Unit Development (PUD) is necessary and is captured in the
attached application and narrative.
The process will involve:
• Remove the lot line between the County owned parcels of the Fleet Services lot (1399 North 17th
Ave) and the Oil & Gas lot (1301 North 17th Ave) to facilitate the necessary drainage plan
improvements for the planned construction
• Construct a new wash bay (with welding shop) building to south of the existing Motor Pool
building and the existing Oil & Gas building (1301 N. 17th Ave).
• In addition, Weld County is planning to modify the interior of the existing Oil & Gas building
(1301 N. 17th Ave) to support the Public Works sign shop needs. Plus, retain the future ability to
construct the previously approved addition to the southwest of the current building.
• The modification of the Oil and Gas building (1301 N. 17th Ave) will also accommodated the
placement of a temporary mobile kitchen to support the 6 -month remodel and expansion of the
Jail kitchen. This temporary use is expected to occur in latter part of 2020 through early 2021.
Buildings & Grounds is recommending approval application to start the PUD process which is estimated
to take at least six months.

A City Achieving Community Excellence
Narrative for Weld County Fleet Services Building.
This project is located on part of Tract "D" Weld County Business Park. Weld County is
requesting to remove the lot line between parcels 080331100054 and 080331000042. Weld
County owns both parcels and the removal of the lot line will assist them in using and
developing the site without creating additional easements and agreements.
On Parcel #080331100054, the north parcel, Weld County is planning on removing the car and
truck wash from the existing Motor Pool Service building at 1399 N. 17th Ave. A new wash
building will be constructed to the south of the existing Motor Pool building and the existing
Hazardous Waste building (1311 N. 17th Ave). (Parcel #080331100054)
On Parcel #080331000042, the south parcel, Weld County is planning to modify the interior of
the existing building (1301 N. 17th Ave) and construct the previously approved addition to the
southwest of the current building. A 6 month temporary use is also proposed for this lot. The
current Weld County Jail is being remodeled and a temporary kitchen is planned to be placed
southwest of the current building. This 6 month temporary use is expected to occur in latter part
of 2020 through early 2021.
It is not anticipated that an increase in traffic will occur due to the new building or lot line
abandonment. The vehicle washing activity will simply be moved from the existing Motor Pool
Service building to the proposed wash building.
A new detention pond is planned on the southwest corner of the south parcel. The pond will
provide stormwater detention and water quality capture volume for the developing property,
including a portion of the existing site that isn't being improved. A drainage report has been
included with this application.
Water service for the proposed wash building will be provided by the existing 3" water service
that serves the existing Motor Pool building. A new 8" sewer main will be constructed to provide
sewer for the new wash building and the temporary kitchen. Grease traps and sand/oil
separators will be provided as necessary.
Based on pre -application meeting discussion with the City, additional landscaping is not being
proposed with this application. Existing landscaping is believed to be adequate.
The use of the property is not changing with the proposed application.

Maintenance ' Inspection Notes:
I. Routine preventative maintenance and inspections will be performed
bi-weekly as well as utter any precipitation or mmverelt event. Al the
time of inspection, the erasion control measures and all construction
equipment located on -site will be inspected for leaks, spills, or damage
and the site will be reviewed far unexpected soil erosion or
sedimentation runoff.
2. All necessary maintenance and repair activities will be completed
immediately after discovering a deficiency in the system. Accumulated
sediment and debris will be removed weekly from the erosion control,,. -.-
systems, or at any time sediment or dehris adversely impacts the ,-__,,
functionality of the system.
3. Storm drain inlet protection, strew wattles, and silt fence muss he
inspected as pert of the regular inspections and repaired when necessary.
