RE: APPROVE APPLICATION FOR MEMBERSHIP AND ELECTRIC SERVICE FOR
INSTALLATION OF WEATHER INFORMATION SYSTEM AT COUNTY ROADS 136
AND 77 AND AUTHORIZE CHAIR TO SIGN - HIGH WEST ENERGY, INC.
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for Membership and
Electric Service for the Installation of a Weather Information System at County Roads 136 and 77
from the County of Weld, State of Colorado, by and through the Board of County Commissioners
of Weld County, on behalf of the Department of Public Works, to High West Energy, Inc.,
commencing upon full execution of signatures, with further terms and conditions being as stated
in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Application for Membership and Electric Service for the Installation of
a Weather Information System at County Roads 136 and 77 from the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Department of Public Works, to High West Energy, Inc., be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said application.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 22nd day of July, A.D., 2020.

Brief description of the problem/issue:
Public Works is in the process of installing weather stations at ten locations to help monitor the
conditions on County roads. The CR 136 & CR 77 location requires that the county sign an
Application for Membership and Electric Service with the power company High West Energy. Public
Works requests that the Board of County Commissioners sign the Application so that the power can
be hooked up to operate the weather station.
What options exist for the Board? (include consequences, impacts, costs, etc. of options):
Sign the Application for Membership and for Electric Service so that construction can continue on the
weather station site.
Recommendation:
Public Works recommends that the Board of County Commissioners agree to place the Application
for Membership and for Electrical Service on the agenda for approval so that construction is not
delayed.

SUBJECT: High West Energy Application — Weather Station CR 136 & CR 77
Please place the attached Application for Membership and for Electric Service with High West Energy on the next
available Board of County Commissioners agenda. This is OnBase Contract ID #3848. One original has been
forwarded to CTB. Please return the original so that it can be forwarded to High West Energy.
Public Works is in the process of installing weather stations at ten locations to help monitor the conditions on County
roads. The CR 136 & CR 77 location requires that the County sign an Application for Membership and Electric Service
with High West Energy which is the electrical service provider. Public Works requests that the Board of County
Commissioners sign the Application so that the power can be hooked up to operate the weather station. The Contractor
installing the weather station tower is responsible for paying all costs associated with the installation. After
installation, the monthly minimum is $68.50, which Public Works has budgeted for.
Public Works intends to be present at the hearing to answer any questions the BOCC may have.

APPLICATION FOR MEMBERSHIPAND FOR ELECTRIC SERVICE
HIGH WEST ENERGY, INC.
The undersigned (hereinafter called the 'Applicant) hereby applies for membership in, and agrees to purchase electric
y from, HIGH WEST ENERGY, INC (hereinafter called the "Association" upon the following terms and conditions:
1. Upon application and acceptance by the association for electric service, applicant will become a member of the as-
soc' 'on with all the rights and privileges in accordance with the policies and bylaws in effect.
2. The Applicant will, when electric energy becomes available and the meter Installed, purchase from the Association all
elec c energy, except when applicable to our cogeneration rate, used on the premises described below and will pay therefore
mon hly at rates approved by High West Energy, Inc- The Applicant shall pay to the Cooperative such minimum amount per month
rega less of the amount of electric energy consumed as shall be fixed by the board of directors from time to time. The current
mini urn amount is S WA .
3. The Applicant will cause his premises to be wired in accordance with wiring specifications approved by the Association.
The rvice is approximately 100 feet from the proposed distribution line of the Association, or from the road.
4. The Applicant will comply with and be bound by the provisions of the charter and bylaws of the Association, of which
he/s e will be a member, and such rules and regulations as may, from time to time, be adopted by the Association, including
the e of electronic data filing.
S. The Applicant will grant to High West Energy, Inc. the necessary right, privileges and easements to construct,
ope te, maintain, repair, service, relocate and reconstruct its line or lines for the transmission or distribution of electric en-
ergy nd/or all the equipment connected or used in connection therewith, upon, across, over and under the property, and will
exec te and deliver to High West Energy, Inc. any conveyance, grant or instrument which High West Energy, Inc. shall
dee necessary or convenient for said purpose, or all of them. All service lines, meters, switches and other appliances and equip -
men constructed or installed by High West Energy, Inc. on over, under and across said property to the point of metering, shall at
all tl es be the sole property of High West Energy, Inc. and High West Energy, Inc shall have the right of access to said property to
repa or service the same, and upon the discontinuance of service for any reason to remove the same.
6. The monthly minimum includes fixed charges such as operation, maintenance, billing, depreciation and other charges
asso iated with providing serviceon a continual basis in addition to energychargeswhicharedetermlned based on current wholesale
cha es and othercosts associated in delivery of energy. Applicant represents that he/she has read and understands this application.
The acceptance of this application by the Association shall constitute an agreement between the Applicant and
die ssociation, and the contract for electric service shall continue in force for years from the date service is made
available by the Association to the Applicant.
