RE: APPROVE INSTALLATION OF TRAFFIC REGULATORY SIGNS ON
COUNTY ROAD 66 BETWEEN COUNTY ROAD 37 AND U.S. HIGHWAY 85
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Weld County Department of Public Works has recommended to the Board
that 50 MPH speed limit signs be installed on County Road 66 between County Road 37 and
U.S. Highway 85, to ensure safety to the traveling public, and
WHEREAS, the Board has determined that said traffic regulatory signs are necessary for
the protection of the general public.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Department of Public Works be, and hereby is, directed to install
50 MPH speed limit signs on County Road 66 between County Road 37 and U.S. Highway 85,
for the safety of the general public, and said signs shall conform to the State Manual of Uniform
Traffic Control Devices.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 15th day of January, A.D., 2020.

SUBJECT: Speed Limit Change — WCR 66
Between WCR 37 and Hwy 85
Please place this request for changing the speed limit on the next available BOCC agenda.
This request is to post new 50 MPH speed limits on the mile of WCR 66 between WCR 37 and
Hwy 85. I will attend the BOCC meeting to answer any questions that may come up.

Brief description of the problem/issue:
We recently performed a speed study on WCR 66 between WCR 37 and Hwy 85. Weld County currently maintains this
paved section of roadway. There are no existing speed limit signs posted for eastbound traffic. There is one 35 MPH
speed limit sign for westbound traffic approximately 1/4 mile west of Hwy 85. 4 traffic counts have been completed on
this segment of roadway since 2011. The results of those counts were:

Those counts found the average 85th percentile speed on this roadway to be 54 MPH. Using my engineering judgement, I
believe the proper speed limit for the WCR 66 would be 50 MPH.
What options exist for the Board? (include consequences, impacts, costs, etc. of options):
• Approve the installation of 50 MPH Speed Limit signs for this road segment.
o 2 sign installations are estimated to cost $500 ($250 apiece)
• Deny the installation of Speed Limit signs for this road segment.
o Speed limit will be reposted according to Resolution 00690049 dated 7/30/1969 (see attached)
Recommendation:
Staff recommends posting the speed limit on WCR 66 between WCR 37 and Hwy 85 to 50 MPH.

RESOLUTION
REGULATION OF SPEED ON COUNTY ROAD NO. 66
BETWEEN U. S. HIGHWAY NO. 85 AND COUNTY
ROAD NO. 37 ALONG THE NORTH SIDE OF MONFORT
FEED LOTS, IN WELD COUNTY, COLORADO.
WHEREAS, a multitude of complaints have been made to the
Board of County Commissioners of Weld County, Colorado, that motor
vehicles habitually are being driven at speeds greater than is reasonable
and prudent along that part of said Highway, being in Weld County, and
known as County Road No. 66, between U. S. Highway No. 85 and County
Road No. 37, along the North side of Monfort Feed Lots, and all inter-
sections of streets and roads therewith, and
WHEREAS, said Board is authorized by the Statutes of the State
of Colorado to regulate the speed of vehicles, and
WHEREAS, said Board, pursuant to such complaints, has
determined upon the basis of engineering, traffic investigations and a
special speed survey, that any speed along or over said portion of said
road or highway, and at all intersections of other roads therewith, in
excess of the following, to -wit:
Westbound traffic:
From U.S. 85 to approximately . 25 mile west
of U. S. 85 - 45 M.P.H.
From approximately . 25 mile west of Ti. S. 85 to
approximately .55 mile west of U.S. 85 - 35 M.P.H.
From approximately . 55 mile west of U.S. 85
to County Road 37 - 50 M.P.H.
Eastbound traffic:
From County Road 37 to approximately . 25 mile
east of County Road 37 - 50 M.P.H.

NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that no motor vehicle shall
be driven on, over or along any portion, or portions, of said roads or
highways, or at or across, or at the entrance to, any intersection of
any other street, road or highway therewith, at a speed in excess of
the following, to -wit:
