HomeMy WebLinkAbout20203746.tiffRESOLUTION RE: APPROVE ADDITION TO SECTION 2.000 CHILD WELFARE OF THE DEPARTMENT OF HUMAN SERVICES POLICIES WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with an addition to Section 2.000 Child Welfare of the Department of Human Services Policies, and WHEREAS, after review, the Board deems it advisable to approve said addition, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the addition to Section 2.000 Child Welfare of the Department of Human Services Policies, be, and hereby is, approved. Request Board Approval of the Department's request to draft a procedure which would allow the Director of Human Services to be able to close the Family Support and Visitation Center (FSVC) on weekends and address pay for employees scheduled. Brief description of the problem/issue: The Family Support and Visitation Center operates 7 days a week to accommodate support and visitation with families. On the weekends during the winter when there are days that it is not safe for travel for staff or families the question has come up as to who has the authority close the visitation center and how that effects staff that are scheduled. During the work week the center follows the direction of the Board of County Commissioners on closures, however on the weekends should the Director of Human Services be allowed to make the decision on closure? If the decision to close is made, then staff that are scheduled to work would be paid County Closures hours as outlined in county code, What options exist for the Board? (include consequences, impacts, costs, etc. of options): • Allow the Director of Human Services to make the decision to close the center. • Do not allow the Director of Human Services to make the decision and defer to the BOCC on weekends. Recommendation: Allow the staff to move forward with drafting procedures for the Director of Human Services to be able to close the center and address pay for employees scheduled. Then those would be presented in the Board's meetings for approval. Introduction The Family Support and Visitation Center (FSVC) is a component of the Weld County Department of Human Services (WDHS), Child Welfare Division. Throughout the course of the case, FSVC visitation staff will work with the parents by utilizing various methods of support, coaching and modeling as well as providing education on parenting and life skills. B. Hours of Operation The FSVC is open for visitation M -F from 10:15 am- 6:45 p.m. and on Saturday and Sunday from 10:00 am -4:45 p.m. C. General 1. Cameras are in each visitation room and at any time a WCDHS employee could be observing parenting time. Parenting time may also be recorded at any time. 2. The visitation worker will go over the FSVC Parent Handbook during orientation with all visiting members. Failure to follow the rules as outlined in the FSVC Parent Handbook may result in the visiting member being asked to leave and not attend any further visits. 3. If friends or family are approved as part of the visitation, it is the visiting member's responsibility to ensure they are aware of the rules and follow them. 4. For any party that there is a Court order that they cannot see or be around the child/ren, that friend or family member cannot be in the building of the FSVC nor can they be in the parking lot. D. Cancellations 1. Visits will be cancelled if visiting party is more than 15 minutes late. 2. Visits cancelled due to office closures and/or holidays will not be rescheduled. 3. Visits canceled by parents will not be rescheduled. 4. Visits canceled by care providers or visitation workers will be rescheduled. 5. Visits scheduled at the same time as D&N court will be rescheduled with proper court documentation. For any other Court hearing, the visit will not be rescheduled. A cancellation is defined as any missed visit by the parent. 6. Cancellations may be excused for court, treatment, illness, road closures, road conditions, or pre planned travel if documentation can be provided to the FSVC. 7. Frequent cancellations may result in an attendance agreement and possible discharge from the FSVC. E. Safety 1. Weapons of any kind are not allowed at FSVC. Weld County FSVC reserves the right to ask any parent or visitor to leave the facility if they have a weapon. The parent or visitor will at a minimum be required to take the weapon out of the FSVC premises. Missed time will not be made up. December 2020 Department of Human Services Policies 2. Foul language of any kind will not be tolerated. 3. Visiting parties are prohibited from coming to the FSVC under the influence of any drugs or alcohol. Visit will not be able to take place if parent cannot adequately engage with child(ren). Caseworker will be notified if parent is suspected to be under the influence of any substances. 4. Damage to property of the FSVC is not permitted. 5. Verbal threats or hostile comments to a child, staff, visitor or other parent will not be tolerated and may result in the visit ending and the visiting party being discharged from the FSVC. Police will be contacted, and criminal charges and/or restitution will be pursued. F. Closures Visitations that do not occur due to Weld County Closure will not be made up. This includes weather related closures, holiday closures or any other closures that affect all Weld County Offices. 1. Weather Related or unexpected County Closure a) During Business Flours, The Board of County Commissioners will make the decision on closing county offices. b) After 5:00pm Monday through Friday and on Saturday and Sundays, FSVC closures will be at the discretion of the Department of Human Services Director. Tele visits will occur when possible. c) In the event the County closes operations or facilities due to inclement weather or other emergencies, regular and part time employees scheduled to work will be paid for no more than their scheduled hours for the day, up to 8 hours a day. Employees required to work during such closure due to County needs shall not be paid any additional salary, compensation or compensatory time off. An employee already on leave of any type on a closure day shall be charged for that leave day as if County operations were normal. d) An employee unable to be in attendance due to inclement weather or other emergencies when County operations and facilities are open shall be charged appropriate leave. e) The Department of Human Services Director will notify the Board of County Commissioners and the Weld County Controller of any closure outside of regular County Business Hours. The notification to the Controller needs to include the number of hours the closure was for and the name of the schedule staff. Staff will enter the time as county closure hours on their timesheet. 2. Holiday Closure a) The FSVC holiday schedule will be posted annually in the Family Support and Visitation Parent Handbook. b) Due to the FSVC being open 7 days a week, the holiday closure schedule for the center may vary slightly from the County holiday schedule, upon approval of the Director of Human Services. c) The FSVC Program Supervisor will notify the payroll specialist of any staff schedule changes due to the holiday schedule.
