BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
SEPTEMBER 16, 2020
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, September 16, 2020, at the hour of 9:00 a.m.
Vi ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Mike Freeman, Chair
Commissioner Steve Moreno, Pro-Tem
Commissioner Scott K. James
Commissioner Barbara Kirkmeyer
Commissioner Kevin D. Ross
Also present:

MINUTES: Commissioner James moved to approve the minutes of the Board of County
Commissioners meeting of September 14, 2020, as printed. Commissioner Ross seconded the motion,
and it carried unanimously.
READ ORDINANCE BY AUDIO: Commissioner Moreno moved to read Emergency Ordinance
#256-A by audio. The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously.
AMENDMENTS TO AGENDA: There were no amendments to the agenda.
Ei CONSENT AGENDA: Commissioner Kirkmeyer moved to approve the Consent Agenda, as
printed. Commissioner Ross seconded the motion, and it carried unanimously.
PUBLIC INPUT: No public input was given.
WARRANTS:
1) GENERAL WARRANTS - SEPTEMBER 15, 2020: Commissioner Kirkmeyer moved to approve
the General Warrants, as printed. Commissioner James seconded the motion, and it carried
unanimously.

BIDS:
El 1) APPROVE BID #62000169, 35TH AVENUE TOWER SITE EXTERIOR LIGHTING -
DEPARTMENT OF BUILDINGS AND GROUNDS: Rob Turf, Purchasing Department, stated staff
reviewed the eight (8) bids received and recommends selecting the low bidder meeting specifications,
Skyline Lighting and Electric, LLC, in the amount of $23,362.00. Commissioner Moreno moved to
approve said bid as recommended by staff. Commissioner Ross seconded the motion, and it carried
unanimously.
• 2) PRESENT BID #B2000161, NORTH JAIL 2 WEST CISCO NETWORK CABLING —
DEPARTMENT OF INFORMATION TECHNOLOGY: Ryan Rose, Director of the Department of
Information Technology, presented the three (3) bids received and stated staff will make a
recommendation on September 30, 2020.
NEW BUSINESS:
1) CONSIDER CONTRACT ID #4083 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF
FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN -
MEAGHON CRABB: Jamie Ulrich, Director of the Department of Human Services, presented the new
kinship foster care provider located in Johnstown, Colorado. Commissioner Kirkmeyer moved to approve
said contract and authorize the Chair to sign. Seconded by Commissioner James, the motion carried
unanimously.
kEi 2) CONSIDER CONTRACT ID #4093 PERFORMANCE WARRANTY FOR AMENDED MINING
PERMIT OF KOSKIE PIT AND AUTHORIZE CHAIR TO SIGN: Hayley Balzano, Department of Public
Works, stated the Colorado Division of Reclamation, Mining and Safety (DRMS) approved the application
to expand the Koskie Pit, with the condition that the County execute a Performance Warranty stating the
County agrees to abide by all DRMS requirements. She noted, as a governmental entity, the County is
exempt from posting a Financial Warranty. Commissioner Ross moved to approve said Performance
Warranty and authorize the Chair to sign, which was seconded by Commissioner Moreno, and it carried
unanimously.
• 3) CONSIDER GREAT OUTDOORS COLORADO (GOCO) GRANT APPLICATION FOR RUSSIAN
OLIVE AND TAMARISK REMOVAL ALONG THE CACHE LA POUDRE RIVER AND AUTHORIZE
CHAIR TO SIGN AND ELECTRONIC SUBMITTAL: Tina Booton, Department of Public Works, stated if
this application is awarded, the Weld County Youth Conservation Corps (YCC) will be hired to assist with
treatment of Russian olive and Tamarisk trees along the Cache la Poudre Trail from County Road (CR) 13
to the Island Grove Regional Park, as well as mapping other noxious weeds as they are located. She
stated the application is requesting $20,900.00, with a YCC match of $14,950.00, as well as a local
county match of $1,959.00. Commissioner Ross moved to approve said application, authorize the Chair
to sign and authorize Ms. Booton to complete the electronic submittal. Seconded by Commissioner
Kirkmeyer, the motion carried unanimously.
• 4) CONSIDER EMERGENCY ORDINANCE #256-A, IN THE MATTER OF A SUPPLEMENTAL
APPROPRIATION FOR THE YEAR 2020: Don Warden, Director of Finance and Administration, stated
the notice of today's hearing was published in accordance with State statute and he provided a summary
of the reasoning for various line item adjustments, including, but not limited to: software/hardware
reallocations, audits, grant awards, mid -year position changes, CARES Act funds, change orders,
carry-over projects, railroad crossing projects, a fuel site transfer, and grader lease/purchase transfer.
No public testimony was offered concerning this matter. Commissioner Kirkmeyer moved to approve

Ordinance #256-A on an emergency basis for the reasons as previously detailed by Mr. Warden.
Commissioner Moreno seconded the motion, and it carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. Ordinance #256-A was approved on an emergency basis.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
There being no further business, this meeting was adjourned at 9:10 a.m.
