HomeMy WebLinkAbout20200649.tiffRECORD OF PROCEEDINGS MINUTES - PART I BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MONDAY, FEBRUARY 24, 2020 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, February 24, 2020, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Mike Freeman, Chair Commissioner Steve Moreno, Pro -Tern Commissioner Scott K. James Commissioner Barbara Kirkmeyer Commissioner Kevin D. Ross Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Bri White Controller, Barbara Connolly (Clerks Note: Due to technical difficulties, no audio is available until Presentations below.) MINUTES: Commissioner Moreno moved to approve the minutes of the Board of County Commissioners meeting of February 19, 2020, as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. READ ORDINANCE BY AUDIO: Commissioner James moved to read Code Ordinance 2020-02 by audio. The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously. CERTIFICATION OF HEARINGS: Commissioner Kirkmeyer moved to approve the Certification of Hearings conducted on February 19, 2020, as follows: 1) USR19-0069 — Troy Andersen. Commissioner Moreno seconded the motion, which carried unanimously. AMENDMENTS TO AGENDA: There were no amendments to the agenda. CONSENT AGENDA: Commissioner James moved to approve the Consent Agenda, as printed. Commissioner Ross seconded the motion, and it carried unanimously. PUBLIC INPUT: No public input was given. PRESENTATIONS: 1) RECOGNITION OF SERVICES, CLERK AND RECORDER'S OFFICE - HAROLEEN YOUNG: Chair Freeman read the certificate for the record and commended Haroleen Young for her 31 years of dedicated service to the Southwest Weld office. Carly Koppes, Clerk and Recorder, stated Ms. Young is O3/al Minutes, Monday, February 24, 2020 Page 1 2020-0649 BC0016 an incredible role model and well -trusted manager. Haroleen Young expressed her gratitude. Commissioner James provided a warm farewell and congratulated Ms. Young. Commissioner Moreno and Commissioner Kirkmeyer stated they hope Ms. Young enjoys her plans for retirement, as she truly deserves it. • 2) RECOGNITION OF SERVICES, WORKFORCE DEVELOPMENT BOARD - BONNIE BABCOCK AND STACY EVANS: Chair Freeman read the certificate for the record. Bonnie Bobcock and Stacy Evans were not present. • 3) RECOGNITION OF SERVICES, AREA AGENCY ON AGING ADVISORY BOARD - LEANNE BODINE: Chair Freeman read the certificate for the record. Leanne Bodine was not present. • 4) GOVERNMENT FINANCE OFFICER'S ASSOCIATION (GFOA), CERTIFICATE OF ACHIEVEMENT FOR EXCELLENCE IN FINANCIAL REPORTING - BARBARA CONNOLLY, CONTROLLER, AND WELD COUNTY ACCOUNTING STAFF: Chair Freeman recognized the Accounting Department for achieving this award. Barbara Connolly, Controller, expressed her appreciation to the Commissioners and introduced her dedicated team. Commissioner Kirkmeyer expressed her gratification to the team and to Ms. Connolly's 30 -year commitment. Commissioner Ross and Commissioner Moreno recognized the team's phenomenal work while fulfilling such an important role in Weld County. Commissioner James thanked the team for their accountability and expressed his pride in the number of awards presented to the Weld County Accounting Department. See Part I.) Eli WARRANTS: 1) GENERAL WARRANTS - FEBRUARY 21, 2020: Commissioner James moved to approve said warrants. The motion was seconded by Commissioner Moreno, and it carried unanimously. BIDS: 1) PRESENT BID #B2000068, FLOOR CARE -HUMAN SERVICES BUILDINGS - DEPARTMENT OF BUILDINGS AND GROUNDS: Rob Turf, Purchasing Department, presented the five (5) bids received and stated staff will make a recommendation on March 9, 2020. 2) PRESENT BID #B2000075, ELECTRICAL BOX INSTALLATION - DEPARTMENT OF BUILDINGS AND GROUNDS: Mr. Turf stated 25 vendors downloaded specifications and two (2) bids were received. Staff will make a recommendation on March 9, 2020. e 3) PRESENT BID #B2000069, ASPHALT SUPPLY - DEPARTMENT OF PUBLIC WORKS: Mr. Turf stated three (3) bids were received and stated staff will make a recommendation on March 9, 2020. Ei 4) PRESENT BID #62000078, 2020 SIGN MATERIAL - DEPARTMENT OF PUBLIC WORKS: Mr. Turf stated four (4) bids were received and staff with make a recommendation on March 9, 2020. ▪ 5) PRESENT BID #B2000081, PRECAST CONCRETE PRODUCTS - DEPARTMENT OF PUBLIC WORKS: Mr. Turf stated 17 vendors downloaded specifications and the one (1) bid was received. Staff will make a recommendation on March 9, 2020. ▪ NEW BUSINESS: 1) CONSIDER APPLICATION FOR TIER I EMERGENCY MEDICAL SERVICES LICENSE AND AUTHORIZE CHAIR TO SIGN — GREELEY FIRE DEPARTMENT: Dr. Mark Wallace, Director of the Department of Public Health and Environment, presented the application for an ambulance license, which was approved by the Weld County Emergency Medical Trauma Services Council on January 15, 2020. Commissioner Kirkmeyer moved to approve said application and authorize the Chair to sign. Seconded by Commissioner James, the motion carried unanimously. El 2) CONSIDER CONTRACT ID #3421 TASK ORDER CONTRACT AMENDMENT #3 FOR PREVENTION OF INFERTILITY AND MANAGEMENT OF SEXUALLY TRANSMITTED INFECTIONS (STI) AND AUTHORIZE CHAIR TO SIGN: Dr. Wallace stated this contract amendment aligns with the Department of Public Health and Environment's Strategic Plan and serves to support the prevention of infertility and STIs. Karin McDougal, Assistant County Attorney, reviewed and determined the terms are acceptable. Commissioner Moreno moved to approve said contract amendment and authorize the Chair Minutes, Monday, February 24, 2020 Page 1 2020-0649 BC0016 to sign the license. The motion, which was seconded by Commissioner Ross, carried unanimously. 3) CONSIDER CONTRACT ID #3428 OUTDOOR ADVERTISING CONTRACT AND AUTHORIZE CHAIR TO SIGN - THE LAMAR COMPANIES: Dr. Wallace shared the media campaign designed to reduce the stigma of mental illness and addiction. The amendment provides funding toward substance use prevention and the "Let's Talk" campaign is intended to change perceptions of mental illness and substance use disorders. He stated the advertising will be placed on billboards, bus benches, and shelters throughout Weld County. Commissioner Kirkmeyer moved to approve said contract and authorize the Chair to sign. Commissioner James seconded the motion, and it carried unanimously. 4) CONSIDER PAUL COVERDELL FORENSIC SCIENCE IMPROVEMENT GRANT APPLICATION FOR NORTHERN COLORADO REGIONAL FORENSIC LABORATORY 2021 TRAINING AND AUTHORIZE ELECTRONIC SUBMITTAL: Daren Ford, Director of the Northern Colorado Forensic Laboratory, provided the annual grant submittal in the amount of $17,600.00. In response to Commissioner Kirkmeyer, Mr. Ford stated the grant was named after Paul Coverdell, who was a senator. The motion to approve said grant application and authorize electronic submittal, was made by Commissioner Moreno, seconded by Commissioner Kirkmeyer, and it carried unanimously. 5) CONSIDER RENEWAL APPLICATION FOR A BREW PUB (COUNTY) LIQUOR LICENSE AND AUTHORIZE CHAIR TO SIGN - TAPPIST MUNKS, LLC, DBA OUTWORLD BREWING: Bob Choate, Assistant County Attorney, shared the application for a renewal of a new pub license, which was originally licensed in 2017, but began operation in October of 2019. Mr. Choate stated there were no referral concerns. Commissioner Moreno moved to approve said application and authorize the Chair to sign. The motion was seconded by Commissioner James, and it carried unanimously. 6) CONSIDER APPOINTMENT TO WORKFORCE DEVELOPMENT BOARD: Commissioner Ross moved to approve said appointment. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. 7) CONSIDER APPOINTMENTS TO AREA AGENCY ON AGING ADVISORY BOARD: Commissioner James moved to approve said appointments. Commissioner Moreno seconded the motion, and it carried unanimously. 8) CONSIDER APPOINTMENT TO HUMAN SERVICES ADVISORY COMMISSION: Commissioner Ross moved to approve said appointment. The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously. El 9) FIRST READING OF CODE ORDINANCE #2020-02, IN THE MATTER OF REPEALING AND REENACTING, WITH AMENDMENTS, CHAPTER 17 PUBLIC PLACES AND CHAPTER 8 PUBLIC WORKS, OF THE WELD COUNTY CODE (RIGHT-OF-WAY VACATION PETITIONS): Bruce Barker, County Attorney, shared the need to transfer the petitions regarding right-of-way vacation from Chapter 17 to Chapter 8 and remove them from the Appendix to update the petition and access it more readily. No public input was provided. Commissioner Kirkmeyer moved to approve said ordinance on First Reading. The motion was seconded by Commissioner James, and it carried unanimously. PLANNING: 1) CONSIDER RESUBDIVISION, RES19-0011, OF PART OF LOT 4 OF UNION COLONY LANDS SUBDIVISION FOR REDESIGN RESULTING IN ONE (1) LOT IN THE C-3 (BUSINESS COMMERCIAL) ZONE DISTRICT - G AND G REALTY, LLC, GENERAL AIR SERVICE AND SUPPLY COMPANY, AND Minutes, Monday, February 24, 2020 Page 2 2020-0649 BC0016 BAM REALTY, LLC, ALL C/O BRAD ARMSTRONG: Maxwell Nader, Department of Planning Services, presented his staff report for the record and stated the surrounding land uses are commercial and industrial. He stated the site was visited on February 12, 2020, to assess lot details and staff recommends approval of this resubdivision. Eric Wernsman and Scott Stevenson, applicants, introduced their intention to move the lot line to address possible access issues and concluded the facility will be utilized for sales and office space. There was no public input offered. In response to Commissioner Kirkmeyer, Zachary Roberson, Department of Public Works, clarified Development Standard #14 refers to MS4 tracking and requirements for pollutant controls. Commissioner Kirkmeyer moved to approve Resubdivision, RES19-0011, with the Conditions of Approval as presented. The motion, which was seconded by Commissioner James, carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. Code Ordinance 2020-02 was approved on First Reading. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
