HomeMy WebLinkAbout20200953.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MONDAY, MARCH 23, 2020 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, March 23, 2020, at the hour of 9:00 a.m. • ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Mike Freeman, Chair Commissioner Steve Moreno, Pro -Tern Commissioner Scott K. James Commissioner Barbara Kirkmeyer Commissioner Kevin D. Ross Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Bri White Controller, Barbara Connolly ▪ MINUTES: Commissioner Ross moved to approve the minutes of the Board of County Commissioners meeting of March 18, 2020, as printed. Commissioner Moreno seconded the motion, and it carried unanimously. ▪ CERTIFICATION OF HEARINGS: Commissioner Kirkmeyer moved to approve the Certification of Hearings conducted on March 18, 2020, as follows: 1) USR19-0073 — Peters Ranch 313, Inc., c/o HighPoint Operating Corporation, 2) USR19-0074 — John and Sharon Peters, do HighPoint Operating Corporation, 3) USR20-0002 — Richard and Debra Shubert, do Go Wireline, LLC. Commissioner James seconded the motion, which carried unanimously. AMENDMENTS TO AGENDA: There were no amendments to the agenda. = CONSENT AGENDA: Commissioner Moreno moved to approve the Consent Agenda, as printed. Commissioner Ross seconded the motion, and it carried unanimously. • PUBLIC INPUT: No public input was given. `.=. WARRANTS: 1) GENERAL WARRANTS — MARCH 20, 2020: Commissioner James moved to approve the General Warrants, as printed. Commissioner Moreno seconded the motion, and it carried unanimously. Minutes, Monday, March 23, 2020 Page 1 2020-0953 BC0016 PA 2) COMMISSIONER WARRANTS (STEVE MORENO) - MARCH 20, 2020: Commissioner Kirkmeyer moved to approve the Warrant for Commissioner Moreno, as printed. Commissioner James seconded the motion and, upon a roll call vote, the motion carried unanimously, with Commissioner Moreno recused. 3) COMMISSIONER WARRANTS (SCOTT K. JAMES) - MARCH 20, 2020: Commissioner Kirkmeyer moved to approve the Warrant for Commissioner James, as printed. Commissioner Ross seconded the motion and, upon a roll call vote, the motion carried unanimously, with Commissioner James recused. El BIDS: 1) APPROVE BID #B2000039, CRS 54 AND 17 ROUNDABOUT PROJECT - DEPARTMENT OF PUBLIC WORKS: Rob Turf, Purchasing Department, stated staff requests additional time to review the bid vendors. In response to Commissioner Kirkmeyer, Mr. Turf confirmed the continuance date and the completion of interviews. Commissioner Kirkmeyer moved to continue the consideration of the matter to March 30, 2020. The motion was seconded by Commissioner James, and it carried unanimously. Itg 2) APPROVE BID #B2000093, STEEL BID - DEPARTMENT OF PUBLIC WORKS: Mr. Turf stated staff recommends selecting the sole bidder who met specifications for metal pipe and miscellaneous steel products, Contech Engineered Solution, for various prices referenced in the spreadsheets. He also reviewed staff's recommendation to select DBE Manufacturing for plastic pipe and miscellaneous steel products for various prices referenced in the spreadsheets. Commissioner Ross moved to approve said bid. Seconded by Commissioner Moreno, the motion carried unanimously. e 3) APPROVE BID #62000082, CUSTODIAL SUPPLIES - DEPARTMENT OF BUILDINGS AND GROUNDS (CONT'D FROM 3/16/2020): Mr. Turf reviewed staff's recommendation to select the low bidder for each item listed in the referenced spreadsheet. Commissioner Moreno moved to approve said bid. The motion, which was seconded by Commissioner Kirkmeyer, carried unanimously. 4) PRESENT BID #B2000083, DESIGN CONSULTANT -SHOOTING RANGE - DEPARTMENT OF BUILDINGS AND GROUNDS: Mr. Turf stated 57 vendors downloaded the specifications and two (2) bids were received. Staff will make a recommendation on April 6, 2020. 5) PRESENT BID #B2000096, MATERIALS TESTING SERVICES - DEPARTMENT OF BUILDINGS AND GROUNDS: Mr. Turf presented the five (5) bids received and stated staff will make a recommendation on April 6, 2020. NEW BUSINESS: 1) CONSIDER ADDITIONS TO SECTION 2.000 CHILD WELFARE OF THE DEPARTMENT OF HUMAN SERVICES POLICIES AND GUIDELINES MANUAL: Commissioner Kirkmeyer presented details regarding the mileage reimbursement and moved to approve said additions. Seconded by Commissioner James, the motion carried unanimously. 2) CONSIDER ADDITION TO SECTION 5.000 GENERAL ASSISTANCE OF THE DEPARTMENT OF HUMAN SERVICES POLICIES AND GUIDELINES MANUAL: Commissioner Kirkmeyer stated the addition is in regard to the use of social media and moved to approve said addition. The motion, which was seconded by Commissioner Moreno, carried unanimously. Minutes, Monday, March 23, 2020 Page 2 2020-0953 BC0016 ._= 3) CONSIDER TEMPORARY CLOSURE OF CR 19 BETWEEN CRS 20 AND 22: Amy Mutchie, Department of Public Works, stated the closure will occur between March 30, 2020, and April 3, 2020, for a culvert replacement. Commissioner James moved to approve said temporary closure. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. 4) CONSIDER TEMPORARY CLOSURE OF CR 39 BETWEEN CRS 72 AND 74: Ms. Mutchie shared the closure will occur between March 30, 2020, and April 3, 2020, for a culvert replacement. Commissioner Moreno moved to approve said temporary closure. The motion was seconded by Commissioner Ross, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
