RE: APPROVE RECRUITMENT AND RETENTION LOCAL INNOVATION FUND GRANT
APPLICATION AND AUTHORIZE DEPARTMENT OF HUMAN SERVICES STAFF TO
SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Recruitment and Retention Local
Innovation Fund Grant Application from the County of Weld, State of Colorado, by and through
the Board of County Commissioners of Weld County, on behalf of the Department of Human
Services, to the Colorado Department of Human Services, Office of Children, Youth and Families,
commencing upon full execution of signatures, with further terms and conditions being as stated
in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Recruitment and Retention Local Innovation Fund Grant
Application from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Human Services, to the Colorado
Department of Human Services, Office of Children, Youth and Families, be, and hereby is,
approved.
BE IT FURTHER RESOLVED by the Board that Jamie Ulrich, Director of the Department
of Human Services, and various staff members, be, and hereby are, authorized to sign said
application.

RE: Local Innovation Fund Grant Application
Please review and indicate if you would like a work session prior to placing this item on the
Board's agenda.
Request Board Approval of the Department's Local Innovation Fund Grant Application. The
Department is requesting to apply for the SFY20-21 Local Innovation Fund grant through the Office of
Children, Youth, and Families; an office of the Colorado Division of Child Welfare. Each year these
funds are made available through a grant application to support Foster Parent recruitment and retention.
The Department is applying for $5,000.00. Matching funds are available in the amounts of $1,375.00
from Realities for Children and $2,375.00 from Foster Source.
If awarded, the $5,000.00 will be used to purchase three (3) family -sized meals for each foster family.
The meals will be distributed during a spring Foster Parent appreciation event held in an effort to increase
Foster Parent retention. In addition to the meals at the event, foster families will be given $50 gift cards
and a take home family activity, both of which will be paid for by the matching funds.
This grant application deadline is Monday, November 16, 2020. Funds will be awarded by Friday,
November 20, 2020.
I do not recommend a Work Session. I recommend approval and submission of this application and
authorize the Director to sign.

Describe retention activities
Weld County Department of Human Services (WCDHS) will be partnering with Foster Source to
provide pre -made meals, $50 gift cards and a take home family activity for all participating foster
families. Foster Source has created a unique relationship with a local caterer to provide family
sized meals, feeding at least 6 persons. Each foster family, who chooses to participate, will
receive three family sized meals. If the family has more than six people in the home, they will
receive a total of six prepared meals. These meals can either be enjoyed within 72 hours or
frozen to be used later.
In addition to the three family sized meals, each participating foster family will receive a gift card
to a local retailer for $50. This card can be used by the foster family in whatever way they
choose, for food, household supplies, or a fun night out for the family.
Also, each participating family will be given an activity that can be taken home and done
together as a family. The exact theme of the activity will be decided by Foster Source and
WCDHS but will be a craft activity that the foster parent can do with their foster children. This
will allow the foster parent to engage in some bonding time with the foster children, without
having to plan their own activity.
WCDHS will be holding an event in the Spring to provide the meals, gift cards and take-home
activity to the foster parents. The event will be advertised to our Weld County licensed foster
homes and after registering, they will be invited to a pre -determined location within Weld County
where the items will be provided to them. If needed, we will be able to host this event without
having to have any direct contact with our foster families.
WCDHS typically holds three large events for foster families each year. In December we hold
our annual holiday party for all foster families and children. During foster parent appreciation
month, we have an event celebrating our foster parents. This event is typically done at a local
church, in which we provide a one -hour training and then a longer fellowship time for foster
parents to be able to have some food while getting to know other foster parents. The third event
this year will be the WCDHS and Foster Source event.
Detailed Budget
Family -sized freezer meals for foster parents: $5,000
$50 gift card $2,750 ($1,375 RFC, $1375 FS)

What audience are you trying to reach?
With the meal, gift card and activity give away, we want to show our foster parents that
we appreciate them. All three of these items are something that can be enjoyed by the
entire foster family, parents, foster youth as well as biological and adopted children.
What elements of your activity or effort make it relevant for your intended
audience?
Foster parents are extremely busy, even more so now dealing with the challenges that
are present during this national pandemic. To be able to assist our foster parents by
lightening their schedules by presenting them with three prepared meals, will give them
some time to do other things. Also, by presenting them with a child friendly activity, they
will be able to spend some quality time together with their children, without having to
plan for it. In addition, the gift card will allow them to have a little flexibility in their
monthly budget. By showing appreciation to our foster families with this event, we
hope to enhance their feelings of satisfaction with fostering and increase the likelihood
that they will remain foster parents.
How does this support your diligent recruitment plan?
Goal 1 of our 2020 diligent recruitment plan is to improve retention for our foster homes.
The Goal is, "retention event or activity twice a year, hosted by a community partner."
The strategy is to "ask community partners to hold a kid's night out event and provide
them with the resources to do it." As a result of the current restraints on group
gatherings due to COVID-19, WCDHS has needed to amend this strategy. This
planned event, while different than the original strategy, will still work to strengthen
retention with our licensed foster homes. In continued conversations with our foster
parents, we have learned that it is tangible supports that they appreciate most.
If you have done this activity in the past, please explain how this year's activity is
different and why.
This will be our first time hosting an event such as this. Weld County has had the good
fortune to connect some of our foster parents with community volunteers to provide
meals, care packages and family activities during the last several months. In addition,
we have been able to recognize some of our foster families by providing them with a gift
card to a local restaurant or store. This will be the first time we will partner with Foster
Source to be able to recognize so many of our foster parents with a large-scale event.
The foster parents who have received these tangible items in the past have expressed
their gratitude for them and have expressed that anything that can ease their current
schedule, such as providing a meal, is truly appreciated.
Desired outcomes
This foster parent appreciation event will increase foster parent retention, particularly for
new foster parents who have taken their first placement and have not yet had the
opportunity to participate in one of our three yearly events. Specifically of our 97 current
foster homes, we expect to retain at least 82 of them for next year.
How will you measure success? Please create a SMART goal that you will be able
to report on at the end of this project.
WCDHS will host a foster parent appreciation event in the Spring of 2021 and during
this event will provide three ready-made meals, a $50 gift certificate as well as a take
home activity that can be done by the entire family.
This event, in conjunction with the participation of Weld County Leadership, the Foster
Care Supervisor and staff, will show appreciation for foster parents and will help with
retention, particularly for new foster parents who have not had the opportunity to attend
other events. This event supports our Diligent Recruitment Plan which recognizes that
retention is an important part of recruitment and is necessary for a successful foster
care program. The expectation is that the retention rate will improve by 10% as a result
of this event and other retention efforts. The measurement of this increase will be a
long-term measure that will monitored during 2021, comparing 2020 retention rates to
2021 retention rates.
