REPORT TO THE PEOPLE
The Weld County Council is mandated in accordance with the Home Rule Charter of Weld County,
Colorado, to report to the people of Weld County on a quarterly basis, those matters related to the
council's review of Weld County government. This report summarizes the activities of the Weld County
Council during the third quarter of the calendar year 2020.

Jason Maxey, Dept. of Oil and Gas
Weld County equals 39 percent of the active status wells in Colorado. Active status
wells include wells that are shut-in, not actively producing, actively drilled or active. Horizontal
drilling has severely impacted the number of wells in Weld County.
Senate Bill 181 also greatly impacted oil and gas production in the county. The
department was created by the Board of County Commissioners on July 8, 2019, and opened
August 5, 2019. It firmly established local control over mineral resources in unincorporated
Weld County — delegation of local control was included in SB 181.
The department is responsible for permitting, regulating and enforcing surface
regulations related to oil and gas locations

Prior to 2012, there weren't many news releases that went out to the public. Ms. Finch
said it's hard to build a relationship with your constituents if you're not communicating with
them.
What we do: Provide news releases; releases highlighting county projects; social media
content; employee news; newsletter content; website content creation and management;
graphic design; emergency response communication; special projects; and DHS
communications - specialist items. They also provide several newsletters highlighting
efficiencies, technology partnerships and educational projects county government is working
on for the benefit of county residents. Finch's team won the Tech Trailblazer Award from
Granicus.

Council welcomed back Councilmember Abernathy after his absence for several months
due to a medical issue.
