We are a current vendor with Weld County supplying your public information office with govDelivery, a citizen communications solution. We were excited to have an opportunity to assist another county government with redesigning their website when your county IT department released the RFP. Granicus is a Colorado -based company specializing in citizen engagement and empowering modern digital government. Our platform of solutions is designed to reach, engage, enable and delight residents. We utilize in-depth human -centered design and analyze user data to create websites for some of the leading innovative cities/counties in the US such as San Jose, CA. , Kansas City, MO., Middlesex County, NJ., and Columbia County, GA. to name a few. With over 4000 government clients and as a certified FEDRAMP provider, Granicus has built a platform of products used by every level of government from Federal down to local. Our headquarters are in Denver and we have employees throughout the State. We recently learned that we were not chosen as the winning bidder despite being the most cost-effective solution with the winning bidder being almost $165,000 more than our proposal. Our five-year cost was $298,260 against the winning bidder's five-year cost of $463,156 (according to the RFP scoring sheet). The winning bidder, which is an Australian -based company, is a very new firm doing business in the US with less than 30 US clients. More importantly, we were very confused by the RFP's language. Namely, as a government website developer, we work to design a website based on resident expectations and needs. In Weld County's RFP, there was no mention of "citizen engagement" or a discussion on the needs of the residents to interact with Weld County's website. We asked questions concerning this at a live demonstration back in February, and we received no information or comments related to the needs of Weld County's residents as they relate to the new website. The RFP was written strictly on the technical specifications of a Content Management System which is the database and framework of a website. However, website development is much more involved than creating a database and structure. Suffice to say, we are quite confused by Weld County's decision. We would respectfully ask that a review be done by the county commissioners into this decision.
