RESOLUTION WHEREAS, it has come to the attention of the Board of County Commissioners, Weld County, Colorado, that there is a need for a uniform rural addressing system in Weld County, Colorado, and WHEREAS, Mountain Bell, Denver, Colorado, has submitted a proposal concerning such rural addressing in Weld County, and WHEREAS, the Board, after an intensive study of the problem, has determined that it would be in the best interest of the County to adopt and implement such a uniform rural addressing system within the County in accordance with the proposal as submitted by Mountain Bell, copy marked Exhibit A and attached hereto and made a part hereof by reference, and WHEREAS, the City of Greeley, Weld County, Colorado, is desirous that such rural addressing system be adopted and implemented by the County and that same be incorporated into the present City of Greeley system and subsequently into the greater City of Greeley system in accordance with the Greeley Comprehensive Plan for future land use, per Exhibit B attached hereto and made a part hereof by reference. NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners, Weld County, Colorado, and it hereby authorizes and directs that the aforementioned proposals and plans as submitted by Mountain Bell and the City of Greeley, Colorado, for a uniform rural addressing system in Weld County, Colorado, be, and they are declared to be adopted, and that the establishment of such County wide rural addressing system be implemented within 730 days from the date of this resolution. However, a large number of people in Colorado have taken up residence in rural areas and commute to their jobs in urban districts. Consequently, in all • areas of the state it is impossible for us to locate a large percentage of the population by address. Addresses in rural areas are usually non-existent and general directions are usually the only way this segment of the population can be located. Our problem is compounded in that we must have an individual circuit from our switching center to each location where telephone service is requested. With general directions it is impossible to geographically associate our circuits with the specific location. Other utility companies, we 've learned, have the same problem and indications are that emergency groups such as Fire Departments, Ambulance Services, etc. , are seriously handicapped in their efforts to provide efficient fire protection, ambulance service, etc. We have investigated possible solutions to this problem and a specific address appears to be the most practical. It is our intention to contact Planning Offices in counties in which we provide telephone service in an effort to establish an addressing system in rural and unincorporated areas on a county basis. We would be interested in knowing whether or not addresses in rural areas would benefit your Fire Department . In addition, we would be interested in any other plan your department might have developed to locate rural residents in your area. Yours truly, , W. J. THE LACK OF ADDRESSES IN RURAL AREAS RESULT IN AN EXPENSE AND LOST TIME BY GOVERNMENTS , AGENCIES , ORGANIZATIONS AND BUISNESSES SERVING THESE AREAS . RECORD KEEPING FOR THESE GROUPS IS DIFFICULT AND COSTLY BECAUSE OF THE CONSTANT NEED TO CHANGE RURAL-ROUTE BOX NUMBERS AND ULTIMATELY IT IS THE PEOPLE THEMSELVES WHO PAY THE PENALTY FOR LACK OF THESE ADDRESSES . We are happy to hear of your intentions to establish a rural addressing system. This has been an interest to our department for some time now. We have done some prt—planning and talked of different methods of addressing our fire district . Not only are we hamper- ed by wrong or generally vague directions but some people do not know which district they arc in . • If each fire district would set up their own system it would be alright for the departments but would not do anyone else much good . We feel that the only practical solution to the problem is to establish a county wide addressing system. This , we feel , should come from the county level so that it would be a uniform system throughout the county . This would benefit the utility companies as well as the fire departments . CITIZENS REPORTING ROAD DAMAGE WOULD SE ABLE TO GIVE A MORE ACCURATE LOCATION OF THE DAMAGE . THE SHERIFF'S OFFICE WOULD BE ABLE TO RESPOND MORE QUICKLY • AND EFFECIENTLY WITH SPECIFIC ADDRESSES . Identify the -end of each mile with a mile post marker similar to the markers placed on the interstate -highway system. 5. Assign addresses in each mile (odd numbers on the west and north aides of south-to-north roads and west-to-east roads respectively) on the basis of 10 blocks to the mile as fold-ows: From zero point (the very beginning of -each road) to mile marker number 1, establish blocks 000, 100, 200, . . . , 900. In the second mile, between mile markers 1 and 2, establish blocks 1000, 1100, 1200, . . . , 190D. In the third mile, between mile marker numbers 2 and 3, establish blocks 2000, 2100, 2200, . . . , 29D0. Continue in this manner. Note: Blocks are not designated _by signin-g. 6. Addresses are determined by divi-ding the footage from the lower numbered mile marker on either side of the point to b-e -addressed to -the point to be addressed by 5.28 and prefixing the dividend with the number of the -mile -marker from which the footage -was established. For example: An address is going to he established 'between -mile markers 2 and 3. The foot-age is 3263 feet from mile marker number 2. 3263 _ 5.28 = 618, and 618 prefixed by mile marker number 2 equals an address of 2618 or 2617, depending upon the -side of the road the address is established. If the road is Summit County Road 6, the official address is 2618 Summit County Road b. A breakdown of the address number is as follows: Th-e first -digit, "2" in this case = the mile The second digit, "6" rn this case = the block • The third and fourth digits, "18" = the location in the block Simply stated, -the location with this address is 2.618 miles from the beginning of Summit County Road 6. 7. Number or letter all county roads on the section lines with a whole number or alphabetical character. 2. Roads between section lines are identified by a decimal fraction in relation to the road number preceding it. See Exhibit B. 3. All roads are identified at intersections by signing. 4. Establish a numeric grid with zero point at the southwest corner and increments of one on the section lines, imaginary or real, to the north and to the east. 5. Assign addresses on the basis of 10 blocks to the mile from west-to- east starting at the most westernly point in the west county line and from south-to-north from the most southernly point in the south county line. 6. Blocks 000, 100, 200, . . . , 900 will be located in the first mile from the most westernly point in the west county line and also in the first mile from the most southernly point in the south county line. Blocks 1000, 1100, 1200, . . ., 1900 are located in the second mile, etc. 7. All _roads on the same section line or plane carry the same road designation from one county line to the other, even though they are not cut through. 8. Block continuity is also maintained so that block 100, for example, lies on the same plane across the county. 9. Address numbers in a given mile and block -are determined by establishing , the footage from the grid line (which is also the section line, imaginary or real) to the south of the location to be addressed on a south-to-north road, for example, and dividing that footage by 5.28. Prefix the dividend with the grid number from which the footage was established. For example, a measurement of 3289 is made from grid quadrant 7; 3289 5.28 = 623; 623 is prefixed by 7 = 7623. The same procedure is used -on west-to-east roads, except that the footage is established from the grid line to the west of the location to he addressed. 10. Even number addresses ate always assigned on the Past and south sides of south-to-north and east-to-west roads and streets respectively, and odd numbers to the west and north of these streets. Note: Should the dividend, using thy formula above, be odd and the location require an even number, one (1) is added or subtracted to the dividend. 11. A breakdown of the address is as follows: _ The first digit, "7" = the number of miles from the county line. The second digit, "6" = the tenth or number of blocks into the mile. The last two digits, "23" = the location in the block. Simply stated, the location is 7.623 miles from the most southernly point on the south county line. TERRY residents living in the area, it is recommended that any area CITY MANAGER anticipated to eventually become a part of the City of Greeley Peter A. Morrell have the same street naming and addressing system as that used by the City. The following comments are put forth for considera- tion. 1 . The addressing system utilized by the City should be applicable to the area outlined on the attached map. The area outlined is comprised mostly of the future growth area as stated in the Greeley Compre- hensive Plan. 2. The western area of the map is presently served by the Greeley water system known as the West Greeley Grid System. Every parcel receiving a water tap from this system has been assigned an address by the City. 3. The northeast area of the map is currently not part of the plan. However, an update is currently being conducted jointly by the City and County Planning Commissions which could possibly expand the present plan to include this area.
