HomeMy WebLinkAbout20200557.tiffRESOLUTION RE: APPROVE REVISIONS AND ADDITION TO SECTION 2.000 CHILD WELFARE OF THE DEPARTMENT OF HUMAN SERVICES POLICIES AND GUIDELINES MANUAL WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with revisions and an addition to Section 2.000 Child Welfare of the Department of Human Services Policies and Guidelines Manual, and WHEREAS, after review, the Board deems it advisable to approve said revisions and addition, copies of which are attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the revisions and addition to Section 2.000 Child Welfare of the Department of Human Services Policies and Guidelines Manual, be, and hereby are, approved. Request Board Approval of the Department's Various Additions and/or Revisions to the Department's Policies and Guidelines Manual — Child Welfare and Employment Services. The following policies (attached) have been developed by involved Department staff and were provided to Legal for review and comments. 7y• 2.3.220. Child Welfare - Foster Care Database (REVISION) The Weld County Department of Human Services (WCDHS) shall maintain a database of current, accurate information regarding available placements in Weld County Foster Homes. The information in the database shall identify available vacancies, capacity, ages and gender of children accepted by Weld County Foster Homes. 2.3.250. Child Welfare — Dual Certification or Licenses (REVISION) This revision has been drafted to allow families to become dual care providers if all provisions of Volume 7.500.324 are met. Both a foster care certification and a family child care license can be pursued by a family; however, the two cannot be pursued simultaneously. County providers with dual licenses are certified by the County for foster care and licensed by the State for child care. X • 2.3.260. Child Welfare — Weld County Department of Human Services Certified Foster Care Home Consultation Program (NEW) The policy has been drafted to support the Weld County Department of Human Services (WCDHS) Certified Foster Care Home Consultation Program which provides for professional consultation for WCDHS Certified Foster Care Homes only. • 8.1.20. Employment Services — Work Experience/Internship Placements Operated by Employment Services of Weld County (NEW) This policy has been developed in conjunction with the Weld County Workforce Development Board's "Work Experience/Internship Placements - Policy Number WCWDB-21-2018-1 ". Employment Services — Teamwork innovation Growth Hope and Training (TIGHT) Residential Community Service (NEW) The Teamwork Innovation Growth Hope and Training (TIGHT) Residential Community Service policy was developed to provide consistent processes and operational guidance regarding the eligibility of community service project requests for residents of Weld County. If the foster home's intent is to provide child care, the certifying agency must approve the following: a) The Child Welfare Division must complete a justification statement illustrating all needs of the children will continue to be met upon obtaining a foster care certification and/or child care licensure. This statement must be filed in the case record. b) The Child Welfare Division must document the following in the case record: i. The specific number of children for the combined use of the home; ii. The specific number of children for child care services in the home; and iii. The specific number of foster care children in the home. 3. A licensed child care home is limited to foster care certification for one child or a single set of siblings. C. Dual Care Provider Requirements 1. A county certified foster home, also licensed for child care, must notify CDHS Division of Child Care when any of the following situations occur within the foster home: a) A complaint is received; b) A child abuse investigation occurs; c) A Stage II Investigation occurs; d) A foster child(ren) is/are removed from the home due to abuse allegations; e) The foster home certification becomes probationary; or f) The foster home certificate is revoked or closed. It is the Department's assessment that a dual certified home cannot sufficiently meet the needs of and protect all children in the —home if certified for both services. Introduction The Weld County Department of Human Services (WCDHS) Certified Foster Care Home Consultation Program provides for professional consultation for WCDHS Certified Foster Care Homes only. 1. Professional consultation is defined as follows: a) Pre -placement preparation and ongoing placement assistance; b) Behavioral management assistance of foster children; c) Transition and loss assistance when foster children leave their home's placement; d) Pre -placement preparation and ongoing placement assistance for foster parents and their biological children; e) Managing communication between foster parents and caseworkers regarding treatment plan implementation; f) Solution -focused planning with foster parents; g) Home -based services provided at the residence of the foster parents; and h) Emergency, twenty-four (24) -hour assistance by telephone or through direct service, if provided by the vendor. 2. Professional consultation is not defined as follows: a) Marital counseling between foster parents. b) Therapy for the foster child, biological children, or foster parents. B. Procedures to Access the WCDHS Certified Foster Care Home Consultation Program 1. Foster Care Coordinators (FCC) will determine which provider to use for the service based upon the needs of the foster parent and children placed in the home. 2. The FCC will complete the referral form with information needed by the provider to assess the situation and identify the needs of the foster parents and the children. 3. The service will be approved for ninety (90) days. The FCC may request an extension if the service is still needed to maintain a placement. The service will not be approved for longer than six (6) months. 4. Monthly, vendors are required to provide identifying information of the WCDHS Certified Foster Care Home in which services are provided, as follows: a) Name of the home; December 2019 Department of Human Services Policies b) Type of services provided; and c) Hours of service provided. 5.
