HomeMy WebLinkAbout20200976.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO WEDNESDAY, MARCH 25, 2020 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, March 25, 2020, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Mike Freeman, Chair Commissioner Steve Moreno, Pro-Tem Commissioner Scott K. James Commissioner Barbara Kirkmeyer Commissioner Kevin D. Ross Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Bri White Controller, Barbara Connolly IR MINUTES: Commissioner James moved to approve the minutes of the Board of County Commissioners meeting of March 23, 2020, as printed. Commissioner Moreno seconded the motion, and it carried unanimously. IR AMENDMENTS TO AGENDA: There were no amendments to the agenda. CONSENT AGENDA: Commissioner Ross moved to approve the Consent Agenda, as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. CI PUBLIC INPUT: No public input was given. Eti PRESENTATIONS: 1) RECOGNITION OF SERVICES, DEPARTMENT OF HUMAN SERVICES - SUZANNE COWAN: Chair Freeman read the certificate for the record. Jamie Ulrich, Director of the Department of Human Services, thanked Suzanne Cowan for her dedication, pride, and professionalism. Ms. Cowan expressed thanks to her husband for his support. The Board complimented her dedicated work with citizens, wished her a joyful retirement, and recognized her 25 years of service. (Clerk's Note: the group gathered for a photo opportunity.) WARRANTS: 1) GENERAL WARRANTS - MARCH 24, 2020: Commissioner James moved to approve the General Warrants, as printed. Commissioner Ross seconded the motion, and it carried unanimously. Minutes, Wednesday, March 25, 2020 Page 1 2020-0976 BC0016 BIDS: 1) APPROVE BID #B2000080, EVIDENCE STORAGE ADDITION - DEPARTMENT OF BUILDINGS AND GROUNDS: Rob Turf, Purchasing Department, stated staff recommends selecting the lowest bidder who met specifications, Roche Constructors, Inc., for a total amount of $2,364,700.00. Commissioner Moreno moved to approve said bid. The motion was seconded by Commissioner James, and it carried unanimously. Ei 2) APPROVE BID #62000098, MOSQUITO TRAPPING AND SURVEILLANCE SERVICES — DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT: Mr. Turf reviewed staff's recommendation to select Vector Disease Control International, LLC, the sole bidder, for a total of $26,000.00 for one- year, with the opportunity for three (3) renewals. Commissioner Moreno moved to approve said bid. Seconded by Commissioner Ross, the motion carried unanimously. NEW BUSINESS: 1) CONSIDER REVISION TO SECTION 5.000 GENERAL ASSISTANCE OF THE DEPARTMENT OF HUMAN SERVICES POLICIES AND GUIDELINES MANUAL: Jamie Ulrich, Director of Department of Human Services, stated the policy revision provides funding for individuals and families impacted by a disaster or emergency. Commissioner Kirkmeyer moved to approve said revision. Seconded by Commissioner James, the motion carried unanimously. El 2) CONSIDER REVISIONS TO SECTION 6.000 COLORADO WORKS AND CHILD CARE OF THE DEPARTMENT OF HUMAN SERVICES POLICIES AND GUIDELINES MANUAL: Ms. Ulrich explained the revision will waive parental fees and increase the number of allowed absences for children during the COVID-19 event only. In response to Commissioner James, Ms. Ulrich confirmed the parental fees will be covered with Child Care funds and Commissioner Kirkmeyer specified the Child Care funds are typically overallocated, which supports the revision. Commissioner James moved to approve said revisions. The motion, which was seconded by Commissioner Moreno, carried unanimously. 3) CONSIDER TEMPORARY PERMIT FOR A FERMENTED MALT BEVERAGE OFF -PREMISES (COUNTY) LIQUOR LICENSE AND AUTHORIZE CHAIR TO SIGN - 7 -ELEVEN, INC., DBA 7 -ELEVEN STORE 39510H: Bob Choate, Assistant County Attorney, presented the applicant's request for a Transfer of Ownership and stated the temporary permit will allow the applicant to continue to sell liquor for 120 days while the transfer license is being processed. Commissioner Kirkmeyer moved to approve said temporary permit and authorize the Chair to sign. Commissioner James seconded the motion, and it carried unanimously. el 4) CONSIDER PARTIAL WAIVER OF PROPERTY TAX DELINQUENCY INTEREST RATE SET FORTH IN C.R.S. §39-10-104.5(3) AS AUTHORIZED BY GOVERNOR'S EXECUTIVE ORDER D 2020 012: In response to feedback from Bruce Barker, County Attorney, Commissioner Kirkmeyer moved to amend the resolution by removing all percent signs. The motion was seconded by Commissioner Moreno, and it carried unanimously. Commissioner Kirkmeyer discussed the Board's intent to lessen the economic strain on citizens and small business owners. Commissioner Moreno and Commissioner Ross agreed and stated the Board's desire to continue facing challenges and providing temporary relief. Chair Freeman included the positive feedback from school district superintendents who are fully property tax funded and are concerned about paying their teachers. The motion to approve said partial waiver was made by Commissioner Kirkmeyer, seconded by Commissioner Ross, and it carried unanimously. Chair Freeman thanked staff for their committed efforts. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
