Question 1: If we are serving alcohol at an event and charge money for drinks we need a special events permit? The only way to submit that permit is in person, with an appointment? Yes — you need a Special Events Permit or standing liquor license to profit from the sale of alcohol. Once you have a completed application packet, please contact me to schedule a time for submittal. The application and fees do have to be submitted in person. Question 2: If we are serving alcohol at an event and we ask for donations we do not need a permit? No, you cannot ask for donations in relation to the sale of alcohol. The Colorado Liquor Enforcement Division considers this an indirect sale.
