USE BY SPECIAL REVIEW (USR) QUESTIONNAIRE
Planning Questions:
1. Explain, in detail, the proposed use of the property.
Hunting Titan will use a parcel of this site (approx. 210' X 210") to store commercial explosive
articles designed for use down hole in oil or gas well operations. The site will consist of four
ATF approved explosive storage magazines containing shaped charges, detonators, and detonator
cord. All explosives articles are in packaged in boxes when received from our manufacturing
facility in Texas. They are stored in the original packaging and never opened, per ATF
regulations and Hunting Titan policy. No operations occur at the storage site other than placing
the packages into the magazine for storage and then removing packages from the magazine when
sold to a customer. This property is zoned for agriculture, has random unmanned pumping
stations, and is surrounded by other agricultural properties.
2. Explain how this proposal is consistent with the intent of the Weld County Code,
Chapter 22 of the Comprehensive Plan.
Hunting Titan's proposal for land use is consistent with Weld County Code, Chapter 22 of the
Comprehensive Plan because we agree with its six guiding principles as well as the ten goals and
policies for agricultural land use. Our explosive storage magazines will not impede the use of
this land as it is currently being used today.
3. Explain how this proposal is consistent with the intent of the Weld County Code,
Chapter 23 (Zoning) and the zone district in which it is located.
Hunting Titan's proposal for land use is consistent with Weld County Code, Chapter 23 Zoning
due to obtaining a Use by Special Review (USR) permit. The land in which we will place our
explosive storage magazines is zoned as agricultural. Hunting Titan will be consistent with all
zoning requirements in Weld County Code, Chapter 23 and ensure we have the proper permits
and authorization.
4. Describe what type of land uses surround the site. Explain how the proposed use is
consistent and compatible with the surrounding land uses.
The land uses that surround our site is mostly agricultural. There are a few oil and gas wells
throughout the agricultural land. Northwest of our site is an industrial park that is home to
numerous companies as well as Hunting Titan's Greeley Distribution Center. Our proposed land
use is consistent and compatible with the surrounding landed uses due to it being used as a
storage site for our explosive sales to oil and gas service companies. The small plot of land we
will use does not hinder current agricultural or oil and gas operations.
5. What are the hours and days of operation? (e.g. Monday thru Friday 8:00 a.m. to 5:00
p.m.)
The hours of operation at our warehouse, located at 2328 117th Ave. Greeley, CO, are Monday
through Friday from 0700 to 1800. During a normal business hours 3-5 trips daily to the
magazines can be expected. Also. customer demand for our product may occur at any hour of the
day, seven days a week. We service these customers by keeping one of our employees on call.
This normally happens no more than once or twice a week, with the same said for weekends.
6. List the number of full-time and/or part-time employees proposed to work at this site.
No employees will work at the magazine site. Four employees will work at the warehouse.
7. If shift work is proposed include the number of employees per shift.

8. List the number of people who will use this site. Include contractors, truck drivers,
customers, volunteers, etc.
The four employees will go to the magazine site. They will drive a Ford F150 or something
equivalent. No other persons will be authorized.
9. If this is a dairy, livestock confinement operation, kennel, etc., list the number and type
of animals.

10. Describe the type of lot surface and the square footage of each type. (e.g. asphalt,
gravel, landscaping, dirt, grass, buildings)
The area we will lease will be approx. 210' X 2 10' total. A type of gravel will be used to flatten
the area, so the magazines sit evenly.
11. How man parking spaces are proposed? How many handicapped (ADA) parking spaces
are proposed?

12. Explain the existing and proposed landscaping for this site.

13. Describe the type of fence proposed for the site (e.g. 6 -foot chain link with earth tones
slats)
The ATF does not require fencing. Hunting Titan has yet to decide if fencing or a barrier will be
placed around the magazines.
14. Describe the proposed screening for all parking and outdoor storage areas. If the site is
located in a floodplain outdoor storage is restricted.

The local fire authorities will provide fire protection to the site. However, Hunting Titan applies
and agrees with the Institute of Makers of Explosives (IME) suggestion to never fight explosive
fires. Signage at the magazine storage site will state this and provide and emergency contact
number that will be answered 24 hours a day 7 days a week.
17. List all proposed on -site and off -site improvements associated with the use (e.g.
landscaping, fencing, buildings, drainage, turn lanes, etc.) and a timeline of when you will
have each one of the improvements completed.
The 210' x 210' area of land being leased will be smoothed into a flat pad for the magazines to
sit on by Coffee Engineering. Coffee engineering is currently building our warehouse and will
use excavated dirt from the warehouse build to flatten land for the magazine pad. This will be
completed prior to the magazines being placed.
Engineering Questions:
1. Describe how many roundtrips/days are expected for each vehicle type: Passenger
Cars/Pickups, Tandem Trucks, Semi-Truck/Trailer/RV (Roundtrip = 1 trip in and 1 trip
out of site)
3-5 roundtrips. . Ford F150 or equivalent.
2. Describe the expected travel routes for site traffic.
Hunting Titan vehicles will enter the site at the end of W. 24th St. and return to the warehouse
using the same route. The use of W. 24th St has been cleared with the City of Greeley.
3. Describe the travel distribution along the routes (e.g. 50% of traffic will come from the
north, 20% from the south, 30% from the east, etc.)
Our warehouse is located approx. .5 miles northwest of the magazine storage site and as stated in
question 2, we will use the same route onto the land and returning to the warehouse. No other
options are authorized.
4. Describe the time of day that you expect the highest traffic volumes from above.
The highest traffic volume will be between normal business hours Monday through Friday from
0700 and 1800. However, this consists of approximately 3-5 trips per day.
5. Describe where the access to the site is planned.
Access to the site is planned through the end of W. 24th St and this has been cleared by the City
of Greeley to access the site from this point.
6. Drainage Design: Detention pond summarized in a drainage report is required unless the
project falls under an exception to stormwater detention requirements per code section 23-
12-30 F. 1.

explosives articles designed for down hole use in oil and gas wells. They include shaped charges,

Storage or stockpile of wastes, chemicals, and/or petroleum will not occur on this site. Only
explosives can be stored in explosive magazine per ATF regulations. Nothing will be stored

Building Questions:

Environmental Health Comments
L Utility Information: As stated in the water and sewage statements on the following
pages, no temporary or permanent water supply or sewage disposal source is proposed
in the USR.
The Hunting Titan office/warehouse is located about a half mile away in the HighPointe
Business Park (incorporated into Greeley). The warehouse will be completed by the end
of August 2019 and will have adequate water/sewage service including restroom
facilities.
The three employees who will access the explosive magazines are based out of the
warehouse and will drive down to the explosive storage (proposed USR) a few times a
day to retrieve explosives for customers. Per ATE regulations, the explosives cannot be
stored at the warehouse (there is a distance required to inhabited buildings, roads and
railways), thus the need for the explosive magazine storage site and the USR. The only
work that will occur on the site is the grading and placement of the magazines prior to
the beginning of business operations and each is estimated to take one full day or less.
Hunting Titan requests that no facilities be required at the USR site. If this request is not
granted by the Environmental Health Department, a portable toilet will be located
onsite.
There is no additional utility information to provide. There will be no lights at the
magazine site inside the magazines or outside of the magazines. Please advise if I can
provide any further information that you may need.
2. Documentation:
a. Federal: The ATE license will be applied for as soon as the warehouse
construction is complete, and the indoor magazine is placed. An ATF license
cannot be applied for until at least one explosive storage magazine is placed.
i. Note: Hunting Titan, Inc. operates 14 licensed ATF facilities currently.
b. State: Both Type 2 and Type 3 explosive permits have been filed with the State
of Colorado and are in progress. All employees of the distribution center will
possess Colorado Type 1 permits as required by the state.
Adequate Water Supply Document
There will be not well water or running water at the location, therefor no well permit is needed and
we will not need to attach to a local water supply.

Explosive Signage
The ATE does not have a specific signage requirement, however Hunting Titan, Inc. follows IME.
best practices for signage. The Institute for Makers of Explosives (IME), in which Hunting Titan,
Inc. is a member, is in line with all IME best practices.
For outdoor magazines locations;
• The sign shall be weather resistant with a reflective surface and the lettering shall be at
least two inches high.
o The first two lines of the lettering shall be in red lettering and the remaining lines
in black printing.

Fencing/Screening/Security Plan
Fencing:
The ATE does not have a specific fencing policy. The Colorado state regulations do not have a
fencing policy either. I'm currently in discussions with the state to see if the require any sort of
barrier for the magazine storage facility. If they ask us to provide fencing, a barrier or another
type of security measure we will meet their requirements. It has not bee decided at this time,
but we may fence the area on our own.
Screening:
If by screening we are speaking about physically screening the magazine area, please above
fencing paragraph. The magazines will not be screened in, but fencing is a possibility.
If by screening, we are speaking about employees. Hunting Titan, Inc. have a background check
built into the hiring process that our Human Resources department handles prior to submitting
a job offer to a prospective employee. Once hire, all employees are required to be either an
Employee Possessor or Responsible Person defined by the ATE. This process requires a
background check through the ATE run by the FBI. A Responsible Person (facility manager) is
simply a more in-depth background check as opposed to the Employee Possessor background
check.
Security:
ATF does not require specific security for outdoor magazines. They do however require specific
locks. Each magazine has two locks. They are five tumbler padlocks each having a 3/8" diameter
case hardened shackle. Each locked is positioned in a separate hasp and protected by a 'A" think
metal hood that is long enough to prevent lever or cutting action to the lock.
Hunting Titan, Inc. possess a Transportation Security Plan, which is required by the US DOT
Pipeline and Hazardous Materials Safety Administration (PHMSA) 49 CFR 172.800.

Summary: The ATE requires that all employees of a business working with explosives be an Employee
Possessor. All our distribution center employees are Employee Possessors. This allows them to handle
explosives and the ATE does a separate background check, outside of our hiring process, to permit this.
The ATF requires that each facility have a Responsible Person. The distribution center manager is the
ATF responsible Person and this requires a more in-depth background check from the ATF.
Ms. Shipman handles all our Employee Possessor and Responsible Person lists which I submit to her
monthly to reflect any changes with our list. I, Joseph Murphy, am the Responsible Person for all
Hunting Titan, Inc. licenses.

Hunting Titan will meet all ATF storage requirements and those contained in the Colorado
regulations as well. There are no specific requirements ineither regulation as to securing the site.
However, the regulations require specifically built storage magazines (i.e bullet resistant, wood
reinforced metals walls and doors), specific locks and proper signage for emergency responders.
2. Will any screening be required of the applicant? Under City of Greeley Development
Code, this use would be considered outdoor storage and require screening.
Hunting Titan welcomes any screening that the City of Greeley deems necessary. Hunting Titan
has been in the explosives business since the 1960's and we current operate multiple ATF
licensed facility across the country.
3. The proposed location is close to the floodway and is in an area considered highly
ecological significant by the City of Greeley. There are areas in which the City required

Weld County Public Works Department has confirmed that we meet exception 8-11-40.1.10 for

My company, Hunting Titan, Inc., leasing a yet to be built warehouse at 2328 117th Ave. Greeley, Co.
We will also be leasing an acre of land approx. one half mile southeast of this property.
The leased property (non -warehouse) is Weld County land but we'd like to access the land by using
the end of W. 24th Street. Currently the street dead ends and there is wire fencing that separates
the property we will lease from the road.
I'd like to know what you would need from us, if we asked to replace a small section of the wired
fence, with a gate at the end of W. 24th Street so we could access our leased land with a pickup truck
(i.e. Ford F150)?
We have the ok with the property owner and Weld County Planning asked me to reach out to the
city to enquire about access from W 24th Street.
