PASS-AROUND TITLE: Request to test the baseline water quality of a Weld County well

Brief description of the problem/issue:
Weld received the attached letter from Mallard Exploration to test the baseline water quality at a well located at
R60W T9N Section 34. Weld owns the well. The request is being made pursuant to COGCC Rule 609 and
there is no cost for the Weld County. Testing take about one hour. The information is shared with the COGCC.
Mallard needs the consent of Weld County to proceed.
What options exist for the Board? (include consequences, impacts, costs, etc. of options):
Consent to the request. There is no cost and testing will be conducted by Mallard or a third-party consultant.
Testing takes about one hour.
Reject the request for testing.
Recommendation:
I recommend agreeing to the testing.

Re : Mallard Water Quality Assessment
Water Well Sampling Access Request
To Who it May Concern,
Mallard Exploration (Mallard) holds oil and gas leases in your area and intends to drill one or more
wells on these leases . In accordance with Mallard ' s commitment to environmental stewardship and
community responsibility, we intend to establish a baseline for water quality surrounding the
proposed well location following the Colorado Oil and Gas Conservation Commission (COGCC)
Groundwater Quality Sampling Program (Rule 609) . This program was developed to address
proactively groundwater quality concerns associated with the drilling and hydraulic fracturing of
oil and gas wells across the state . Mallard is requesting your participation in this voluntary
assessment. There will be no cost to you for this water quality assessment.
If you agree to participate, baseline samples will be collected before drilling begins and subsequent
samples will be collected between six months and one year after the gas well is completed. Water
samples will be collected by a third-party consultant that has experience with water quality
sampling and the samples will be sent to an accredited, independent, third-party laboratory for
analysis . Laboratory results will be provided to you. With landowner consent (see enclosed
postcard) , the laboratory results will also be submitted to the COGCC for inclusion in its
Environmental Database . The data will be posted and made available to the public through the
COGCC ' s website .
Mallard is formally requesting your permission to access your property for the purpose of collecting
water samples (baseline and post completion of the well) from your domestic water well(s) for
analysis and to submit the data to the COGCC ' s Environmental Database . Please indicate your
election to participate by signing and returning the enclosed postage paid postcard to our third-party
consultant by mail, within seven business days of the letter date . Once we receive your consent,
our third-party consultant will contact you to arrange a time to sample your domestic water well
(sampling will take approximately one hour) . If you have any questions, please do not hesitate to
