RESOLUTION RE: APPROVE APPLICATION FOR 2021 VICTIM ASSISTANCE AND LAW ENFORCEMENT (VALE) GRANT FOR LAW ENFORCEMENT VICTIM SERVICES UNIT AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with an Application for the 2021 Victim Assistance and Law Enforcement (VALE) Grant for the Law Enforcement Victim Services Unit from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Sheriff's Office, to the Victim Assistance and Law Enforcement (VALE) Board, commencing January 1, 2021, and ending December 31, 2021, with further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. During a review of the unit operations, it was determined that the sergeant assigned to supervise the victim services coordinator could take on the supervision of the unit, scheduling„ and grant management with assistance from other executive staff in the agency. The agency decided to refocus the coordinator position into an advocate position, which would gibe us the advantage of having two fuf41me staff advocates, in addition to the Spanish-speaking advocate; a solution that provides the agency with substantially more ability to serve the victims o crime and provide services to our partner agencies. 27 How will future funding needs for this project be met? 7 The victim services unit will continue to be funded by Weld County, a VOCA grant, the VALE grant, and municipal contributions per the memorandums of understancing for victim services. 28. If the 19th Judicial District VALE Board is only able to partially fund your request, what is your highest priority for funding? This request consists primarily of funding for salaries with a small portion for printing costs. The salaries are our highest priority. The request has been altered to reflect reorganization of the unit to modify the coordinator position into a staff advocate position and focus on maintaining two trained, staff advocates. GOAL 1 (standard): This project will provide direct services that assist crime victims with emotional and physical needs to stabilize their lives, provide a measure of safety and security, and/or enhance victims' experience with the criminal justice system. Although a person may be a victim of multiple crimes in one criminal episode, they can be counted only once using the predominant crime. Under general supervision, an incumbent of this class provides direct services and assistance to victims of crimes within the County of Weld. The incumbent exercises initiative and independent judgment in applying laws, regulations, and policy, and in analyzing and resolving a variety of non -routine problems. Supervision Received: General direction is provided by Victim Advocate Coordinator and sworn police management personnel. General direction is provided by sworn police management personnel regarding a specific call or incident. The direct supervisor of this position is the Victim Advocate Coordinator Supervision Exercised: Responsibilities may include providing direction to volunteers and interns as needed and or directed. Duties, including, but are not limited to: • Respond to requests by staff to provide crisis intervention for victims; • Ensure victims receive written information regarding: • The rights enumerated in the Victim Rights Act; • The availability of financial resources such as victim compensation benefits and how to apply for those benefits; • The availability of protective court orders in order to obtain protection from the person accused of committing the crime; and The availability of a free copy of the initial incident report. Law enforcement maintains discretion to determine when the initial incident report can be released to the victim. • Provide information about community services such as crisis intervention services, victim assistance resources, legal resources, mental health services, financial services, applicable protection services, and other support services; • Provide information about interpretation services, assistance in dealing with creditors due to financial setbacks caused by the crime, and childcare to enable a crime victim to cooperate with the prosecution; • Provide the victim of crime with the business address and telephone number of the district attorney's office, the file number of the case and the name, business address and telephone number of any law enforcement officer assigned to investigate the case; Keep the victim of crime informed as to whether a suspect has been taken into custody and, if known, whether the suspect has been released from custody and any bond conditions imposed upon the suspect; * Update the victim on the status of the case, prior to the filing of charges; Upon the request of the victim, facilitate the return of the victim's property within 5 working days when it is no longer needed for evidentiary reasons; ® Inform the victim of the existence of the criminal protection order and upon the request of the victim, the procedure - for modifying the protection order if a procedure exists; Inform victims of crime about decisions not to file charges in misdemeanor cases; Provide information that is requested to help the Victims Advocate Coordinator write and or prepare grant requests Performs related duties as assigned 141. Licenses and Certificates: This classification will require the use of a vehicle white conducting County business. In order to drive, individuals must be physically capable of operating the vehicle safely and must possess a valid Colorado driver's license. WORKING CONDITIONS Incumbents in this classification divide their time between working in an indoor office environment, and work in the field, which may include; Working at night or in inclement weather; Walking on uneven terrain while carrying and or operating required equipment such as flashlights and handheld radios or cell phones; Observing graphic or traumatic scenes while performing job functions; Meeting with victims and staff of the criminal justice system; making presentations. When working in the office, incumbents typically work at a desk entering and retrieving data from a computer or terminal; speaking on a telephonic device; sitting for extended periods of time with the ability to move about at will. A computer keyboard is used to enter and retrieve data and requires continuous or repetitive arm -hand movements. A filing cabinet is used for the storage of paper documents and other items and requires the ability to open heavy drawers and lift large files. Incumbents read and comprehend written material and make inferences from the contents. Verbal communication is conducted face to face, on the telephone, and in group meetings or a classroom setting. When in the field, incumbents may visually observe and monitor victim behaviors, and may stand, walk, and climb and descend flights of stairs while carrying required equipment such as forms, flashlight, portable radio or other communications equipment, typically with the ability to sit or rest at will. Walk distance of up to 1/2 mile out of doors to reach victims in the field while carrying the above listed equipment. Formal public presentations and training may involve standing for extended periods of time with the ability to rest at will. Lifting and reaching may be required on the job, such as when setting up audio/visual equipment, and working with other training supplies. Some of the equipment weighs between 20 to 50 pounds.
