SUBJECT: Comprehensive Plan
DISCUSSION : Mr. Lorenson presented the following documents that
have been developed during the past three years : the Land Use
and Housing Inventory, in 1970 and 71 , there was a contract
841
with the State Planning Office to hire Allan Voorhees and
Associates to do a Land Use Inventory and Public Facilities
Inventory. Along with that a Weld County Highway Plan was
produced and an Airport Plan . The Highway Plan was not ad-
opted but it was used as a basic idea to follow for the high-
way that will be proposed as a part of the Comprehensive Plan .
A manual of Housing Assistance was produced which is already
out of date because of the new federal regulations . At this
time , the State required a contract on a Regional Planning
Commission basis for a Regional Comprehensive Plan . Under
this plan , the Town Plans of every town were prepared. Next .
the Subdivision Regulations were prepared and adopted . These
will not be a part of the Comprehensive Plan , but these types
of documents help implement the Plan . A more complete inven-
tory on housing was done . Housing profiles were done for every
town in the County. In 1971 the Planning Commission adopted a
Land Use Policy regarding where development should occur and
under what conditions . A program with the University of Colo .
was done , land use maps were produced of the triangular area .
The Zoning Resolution has not been completed at this time which
will be a revision of the existing regulations . A three-year
Work Program has been developed for the Regional Planning Com-
mission .
Jim Ohi presented the proposed Comprehensive Plan for Weld
County. The Plan has been developed on the basis of the Land
Use Policy. Maps were presented that will accompany the Plan .
It was agreed the members would review the proposed plan and

Dear Glenn: .
There are two Health Department recommendations in the SUP#174, Boxelder Sheep
Company folder.- One recommends 1000' from Lone,Tree Creek; .this was not dated.
The second recommendation is for. 400.' from Lone Tree Creek and ,is,dated October.
10, 2972. .Both are signed, by Glen" Paul. ,
The resolution from theCounty Commissioners dated 29 November 1972 included„
°3. Petitioner shall construct'a:sealed lagoon as proposed and increase
the size of same to hold at, least 9.7 acre feet of water,' and, to locate
same at least 400 feet from the, west bank of Lone Tree Creek or else build '
a dike between said lagoon and-Lone,Tree Creek.. 4., That petitioner shall
install a line to pump waste water ,from said lagoon up to walking sprinkler:*
I. have'called Sam Matsuda of Boxelder. Sheep Company at Wellington and he is
unaware of .any probrilms. He suggested I .talk to Rex Biggs at the feedlot to
see if he has any:information. Rex is also unaware of any problems other than
the muddy conditions presently at the'site.
Field check of the site shows the dike and lagoon area to be about.400' from
Lone Tree Creek. The holding pond and dike do not appear adequate and there
was no pumping system installed... Talked with Rex Biggs and Dick Woods and they
indicate-a portable line and pumping system will be used when the need arises.
I..have contacted Vince Lewis of the Soil Conservation Service and he said the
lagoon system will hold 12.68 acre feet. The information was sent to the State
Health Department and has their approval: 'I contacted Dr, Yoder .and he has
approval from the State Health Department in his office now and considers the
project completed,
Sincerely,

Dear Sir:
We inspected the Boxelder Sheep Company parcel of land located in the
Sz of Sec. 19, T. 8N, R. 65W, Weld County, Colorado on March 20, 1974 to
determine if the holding ponds endanger Lone Tree Creek.
The Weld County Health Department approved the said parcel of land for
a livestock feeding operation provided:
(1) The retention ponds be located 1000 feet from the
Lone Tree Creek
(2) A permanent system shall be installed to pimp the
liquid waste from the retention ponds to the spray
irrigation system. Installation of system to be
at time of construction of livestock confinement
area.
In September 1972, the Weld County Planning Commission recommended approval
to the Board of County Commissioners, provided a sealed lagoon, as recommended
by SCS and increasing the size to a total of 9.7 acre feet. The lagoon to be
located at bank 400 feet from the West bank of the Lone Tree Creek and a line
installed to pump the waste up to the walking sprinkler as required by the Health
Department.
•
On November 29, 1972 the Board of Commissioners passed a Resolution that the
application of Boxelder Sheep Company for a location for a cattle feedlot on the
premise stated above, be granted under the conditions following:
Petitioner shall construct a sealed lagoon as proposed
and increase the size of same to hold at least 9.7 acre
of water, and to be located at least 400 feet from west .
bank of Lone Tree Creek or also build a dike between said
lagoon and Lone Tree Creek.

After staff inspection of the site on March 20, we are still of the
opinion that ponds would present less hazard to Lone Tree Creek if built as
we recommended to the Weld County Planning r,g Commission, 1000 feet from the
West bank. Since the feedlot construction is not complete at this time, it
would seem timely to consider this matter further. Mr. Paul and I would be
glad to confer with the members of the Board or we would be glad also to
confer with the Planning Commission if that is the desire of the Commissioners.
Yours sincerely,

UNITED STATES DEPARTMENT OF AGRICULTURE
SOIL CONSERVATION SERVICE `
2017 9th Street, Greeley, CO 80631
SUBJECT: Soil Evaluation DATE: June 29, 1972
Sam Matsuda
To: Burman Lorenson, Planning Director
Weld County Planning Department
County Services Building
Greeley, CO 80631
Robert Burroughs , representing Sam Matsuda, has requested this office to furnish you the soils information and interpretation for an area in
the . Sec 19, TBN, R65W, Weld County, Colorado, directly west of Lone
Tree Creek. The area is to be used for a cattle and sheep feedlot.
There is no available soils information for this land at the present
time. However, upon inspection of the area it was found that the soils
are medium to moderately fine textured and are underlaid by sandstone
and shale. The area is not subject to flooding and while Lone Tree
Creek has flooded in recent years the flood plain is along. the east
side of the creek. A lagoon or holding pond will be necessary to hold
runoff from feedlots in this area from entering Lone Tree Creek but
the soils are suitable. Sandstone and shale substratums in this area
are sometimes found to be heavily fractured in which case a blanket of
impervious material would be needed to seal a lagoon or holding pond.
