RE: APPROVE MEMORANDUM OF UNDERSTANDING FOR 2020 EDWARD BYRNE
MEMORIAL JUSTICE ASSISTANCE GRANT (JAG) PROGRAM AND AUTHORIZE
CHAIR TO SIGN - CITY OF GREELEY
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Memorandum of Understanding for the
2020 Edward Byrne Memorial Justice Assistance Grant (JAG) Program between the County of
Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on
behalf of the Sheriffs Office, and the City of Greeley, commencing upon full execution, with further
terms and conditions being as stated in said memorandum of understanding, and
WHEREAS, after review, the Board deems it advisable to approve said memorandum of
understanding, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Memorandum of Understanding for the 2020 Edward Byrne Memorial
Justice Assistance Grant (JAG) Program between the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Sheriff's Office,
and the City of Greeley, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said memorandum of understanding.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 5th day of August, A.D., 2020.

Brief description of the problem/issue:
The Bureau of Justice Assistance will award $47,227 to the Greeley Police Department and the Weld County
Sheriff s Office through the Edward Byrne Memorial Justice Assistance Formula Grant (JAG). The Sheriffs Office
portion of the formula -based award is $11,055. The City of Greeley is the fiscal agent for the grant and will complete all
necessary reporting requirements, and issue us the reimbursement of these dollars once spent on eligible projects.
As in past years, a Memorandum of Understanding is needed between the City of Greeley and the Weld County
Board of County Commissioners to memorialize the division of funds. Historically the Sheriffs Office has spent JAG
grant funds on equipment needs. This year is similar. The Sheriffs Office would like to use these grant funds for the
following needs:
Evidence equipment and supplies, estimated cost $7,950
5 Shotgun Racks for Detentions, estimated cost $3,105
Total estimated cost $11,055
The Sheriffs Office recognizes that this type of equipment investment will have a positive impact on officer safety, crime
prevention and enforcement of the criminal law.
Due to the short turnaround for this grant application, we are asking for approval to move forward with the MOU.
This MOU has been sent to the County Attorney's Office for review as well.
What options exist for the Board? (include consequences, impacts, costs, etc. of options):
1) Authorize Chair to sign the MOU and receive the $11,055 from the JAG by partnering with Greeley.
2) Request more information and schedule a work session.
3) Refuse to enter into the MOU, causing the forfeiture of these dollars for FY2020/2021
Recommendation: We recommend the Board of County Commissioners authorize the Commissioner Chair to sign the
MOU with Greeley to receive the JAG funds as designated by the Bureau of Justice Assistance. Thank you.

MEMORANDUM OF UNDERSTANDING
THIS MEMORANDUM OF UNDERSTANDING is made this day of
2020, by and between THE CITY OF GREELEY, COLORADO and THE
WELD COUNTY BOARD OF COUNTY COMMISSIONERS, COUNTY OF WELD,
COLORADO.
WHEREAS, the Bureau of Justice Assistance has provided joint funding that is available
to both the City of Greeley and Weld County; and
WHEREAS, the funding that is being provided by the Bureau of Justice Assistance is in
the total amount of $47,227; and
WHEREAS, the City of Greeley Police Department will be the Fiscal Agent for the grant
and will initially receive the total grant award of $47,227; will remit the amount of $11,055 to
Weld County as the Sheriff's Office portion of the grant award; and, will retain the amount of
$36,172 as the City of Greeley Police Department's portion of the award.
WHEREAS, as with previous funding, both agencies have determined that they have
different needs and uses for the funds being made available; and
WHEREAS, this Memorandum of Understanding provides for the division of funds being
made available; and
WHEREAS, the parties wish to reduce their understanding to writing.
THE PARTIES HEREBY AGREE AS FOLLOWS:
1) Upon receipt of the total funding amount of $47,227, the Greeley Police Department
(Fiscal Agent) will pay the sum of $1 1,055 to the Weld County Sheriff's Office as and for the
Weld County's portion of the Edward Byrne Memorial Justice Assistance Grant (JAG) formula
program.
2) The remaining sum in the amount of $36,172 will be retained by the City of Greeley as
and for the Greeley Police Department's portion Edward Byrne Memorial Justice Assistance Grant
(JAG) formula program.
3) The financial reporting to the Bureau of Justice Assistance will be maintained by the
Greeley Police Department (Fiscal Agent) with each party maintaining a financial and operational
record of their respective portions of the program and in compliance with the Federal Financial
Guide, the parameters of the grant and any special conditions as noted in the SOGA award. The

Weld County Sheriff's Office shall transmit said records to the Greeley Police Department upon
request by the Department.

The City of Greeley and Weld County, as certified disparate jurisdictions, are submitting a joint
application for the 2020 Edward Byrne Memorial Justice Assistance Grant (JAG) local solicitation.
Each agency has goals in regards to the use of the provided funding.
The main goal of the Greeley Police Department is to improve and acquire the equipment our
officers need to be successful in their duties. This includes a SWAT rifle, accessories and scopes,
patrol rifles, bicycles for our downtown patrol, simmunitions for our training unit and a camcorder
for our professional standards office.
The main goal of the Weld County Sheriffs Office is to ensure deputies are fully equipped with
the appropriate tools needed to do the job required. This includes supplies for their Evidence
Department and shotgun racks for their Detention Center.
These goals will enhance the City of Greeley and Weld County law enforcement agencies and
work to protect public safety.

Enhancing Public Safety Through Improved Technology and
Equipment
The City of Greeley and Weld County, as certified disparate jurisdictions, are submitting a joint
application for the 2020 Edward Byrne Memorial Justice Assistance Grant (JAG) local solicitation
grant. The City of Greeley Police Department will be the managing and fiscal agent of the grant
and will coordinate with the Weld County Sheriff's Office. The allocation of the grant funds is
based on the allotment provided by the Bureau of Justice Assistance with $36,172 of the allocation
to the City of Greeley and $11,055 to Weld County. This allocation of funds was agreed upon by
both agencies through a formal Memorandum of Understanding adopted on August 10, 2020. Both
agencies intend to use the funds to purchase equipment for their respective departments. The
detailed use of the funds for both agencies is described below.
The City of Greeley Police Department
The Greeley Police Department plans to use the funds to purchase one SWAT rifle and seven
scopes. Also, six bicycles and bike accessories for our downtown patrols. Our Patrol unit is in need
of five rifles to continue to properly equip our officers. Simmunitions are crucial to our extensive
training program and fourteen cases of sims are being requested. Lastly, our professional standards
office needs a new camcorder
The Greeley Police Department SWAT team has several highly qualified snipers. We are in need
of a new SWAT sniper rifle along with accessories. Additionally several of our existing sniper
rifles need updated scopes. The purchase of these rifles will enhance the officers' ability to address
lethal threats should the need arise. Our SWAT team regularly trains on how to respond to a
hostage type situation and having proper sniper equipment can possibly save a hostage's life. In
2019 our SWAT team was put to the test and successfully removed four individuals from a hostage
situation.
The Greeley Police Department would like to update the equipment for our downtown bike patrols.
During school breaks our school resource officers along with our downtown officers use bicycles
to patrol the downtown area. In the summer, the City of Greeley closes many through streets to
allow outdoor music, drinking and eating within a several block radius. Since the through streets
are closed, it's easier to maneuver bicycles through the crowds to ensure public safety and
cooperation.
The Greeley Police Department is about 70 rifles short of having one rifle per officer. The purchase
of these rifles will enhance the officers' ability to address lethal threats should the need arise. Our
department regularly trains on how to respond to an active shooter type situation and having a long
gun option provides tactical advantages to the responding law enforcement personnel.
Training is a high priority for the Greeley Police Department. We use simmunitions in our trainings
and with the size of our department and demand for high quality and high frequency police training
we are in need of additional simmunitions. Having our officers frequently trained in life -
threatening situations allows them to react appropriately when in a live scenario. This provides
safety to our officers and members of our community.
Our current camcorder is broken and the Greeley Police Department has two offices that use it.
Our Public Information office uses the camcorder to create and post video on our social media.
Additionally our training office, uses the camcorder to document training, and to create videos for
recruitment. The item requested is a Canon XA40 Camcorder.
The Weld County Sheriff's Office
The Weld County Sheriff's Office (WCSO) plans to use the funds for two different programs. The
first is supplies to outfit their Evidence Department. Secondly, the detention center is requesting
shotgun racks.
The Weld County Sheriff's Office (WCSO) and the Greeley Police Department are in the process
of separating the joint Evidence Office located at the Greeley Police Department. Therefore the
WCSO needs supplies to outfit their new Evidence Department that will be located in their
building. Supplies include: NIK drug test kids, fingerprint powder and brushes, lifting devices,
paint, gloves, masks, packaging materials, etc. Evidence materials are necessary for field scene
processing and deputy safety.
Shotgun racks allow for the secure storage of kinetic impact weapons used to implement order and
discipline within the Weld County Jail. The gun racks will be strategically placed throughout the
facility in an effort to have weapons more easily accessible should the need arise.
The plans for the use of the 2020 JAG funding will enhance public and officer safety, as well as
improve efficiencies of operations for both agencies.

Sniper Rifle and Accessories — SWAT $14,500
JUSTIFICATION:
The Greeley Police Department SWAT team has several highly qualified snipers. We are in need
of a new SWAT sniper rifle along with accessories. Additionally several of our existing sniper
rifles need updated scopes. The purchase of these rifles will enhance the officers' ability to address
lethal threats should the need arise. Our SWAT team regularly trains on how to respond to a
hostage type situation and having proper sniper equipment can possibly save a hostage's life. We
are requesting 1 rifle at $6,300 with a suppressor $1,600 and 7 scopes at $1,500 apiece.
Additionally, to be good stewards of our monies, we will be trading in an older rifle to receive a
$4,000 credit towards our purchase.
Bicycles and Accessories $12,000
JUSTIFICATION:
The Greeley Police Department would like to update the equipment for our downtown bike patrols.

requesting 5 rifles at $900 apiece to continue to properly outfit our officers.
Simmunitions - Training $3,500
JUSTIFICATION:
Training is a high priority for the Greeley Police Department. We use simmunitions in our trainings
and with the size of our department and demand for high quality and high frequency police training
we are in need of additional simmunitions. Having our officers frequently trained in life -
threatening situations allows them to react appropriately when in a live scenario. This provides
safety to our officers and members of our community. We are requesting 14 cases of 500
simmunitions at $250 apiece.
Camcorder — Professional Standards $1,672
JUSTIFICATION:
Our current camcorder is broken and the Greeley Police Department has two offices that use it.
Our Public Information office uses the camcorder to create and post video on our social media.
Additionally our training office, uses the camcorder to document training, and to create videos for
recruitment. The item requested is a Canon XA40 Camcorder. This package includes: battery,
carrying case and SD card.

The Greeley Police Department (GPD) is the managing agency for this grant and the Weld
County Sheriffs Office (WCSO) is the subgrantee. This document details the monitoring
procedures that are followed during the administration of the grant.
At the beginning of each quarter, the Greeley Police Department Fiscal Manager will send an
email to the WCSO Fiscal Manager assigned to the grant, requesting copies of invoices and
checks for grant authorized expenditures from the previous quarter. The requested
documentation is due by the 5th of the month. This allows the Fiscal Manager a few days to
compile all documents and submit the reports to Federal Reporting.gov by the 10th of the month.
The requested documents should include the grant number on the invoice.
Copies of the invoices will be entered into a tracking worksheet and compared to the original
application or any subsequent grant adjustment notices to ensure they fall within the approved
grant budget. If all expenses have been approved, the Fiscal Manager will file the necessary
reports, the Federal Financial Report, and the GMS Report. After all reports have been filed, the
Fiscal Manager will submit a request for payment to the City of Greeley Finance Department to
reimburse Weld County for their expenditures.
