BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
WEDNESDAY, JULY 22, 2020
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, July 22, 2020, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Mike Freeman, Chair

MINUTES: Commissioner James moved to approve the minutes of the Board of County
Commissioners meeting of July 20, 2020, as printed. Commissioner Moreno seconded the motion, and
it carried unanimously.
AMENDMENTS TO AGENDA: There were no amendments to the agenda.
▪ CONSENT AGENDA: Commissioner Ross moved to approve the Consent Agenda, as printed.
Commissioner Moreno seconded the motion, and it carried unanimously.
El PUBLIC INPUT: Dave Kisker, Johnstown resident, shared his support in the Board for encouraging
mask -wearing as a personal choice and responsibility, agreeing the scientific evidence regarding the
COVID-19 Pandemic Health Emergency is still unclear and mandating uncertain action is unwise.
Commissioners James and Moreno clarified the Board does not have the authority to issue a mask
wearing mandate, while they respect all who choose to wear one.
• Adolph Diaz, Migrant Christmas Fiesta President, summarized the Migrant Children's Christmas
Fiesta event has provided gifts to thousands of migrant children in the community for over 22 years.
Mario Gonzalez, Migrant Christmas Fiesta Vice President, listed the various collaboration partners
participating in the annual Migrant Children's Christmas Fiesta and shared their involvement in numerous
scholarships, workshops, and community service activities. Dave Kulmann, Migrant Christmas Fiesta
Board Member, shared the Migrant Christmas Fiesta has served 16 different school districts, has
provided various awards to 1,500 students, 190 scholarships, and 350 teachers, as well as gifted
3,200 toys to toddlers during the holidays. Mr. Diaz and Mr. Gonzalez presented certificates to

Jennifer Finch and Commissioner Moreno for their years of dedicated support and Commissioner Moreno
commended the organization and thanked the members for recognizing him and Ms. Finch. (Clerk's Note:
The group gathered for a photo opportunity).
WARRANTS:
1) GENERAL WARRANTS - JULY 21, 2020: Commissioner Ross moved to approve the General
Warrants, as printed. Commissioner James seconded the motion, and it carried unanimously.
BIDS:
1) APPROVE BID #B2000062, MANAGED FILE TRANSFER RFP — DEPARTMENT OF INFORMATION
TECHNOLOGY: Ryan Rose, Director of the Department of Information Technology, stated two (2) bids
were received and staff recommends selecting the lowest bidder who met specifications, HelpSystems,
LLC, for a total amount of $96,715.00. Commissioner Moreno moved to approve said bid, the motion was
seconded by Commissioner James, and it carried unanimously.
IE 2) APPROVE BID #B2000141, HEALTH DEPARTMENT BOILER REPLACEMENT -
DEPARTMENT OF BUILDINGS AND GROUNDS: Rob Turf, Purchasing Department, reviewed staff's
recommendation to select Colorado Mechanical Systems, the low bidder meeting specifications, for a
total of $72,800.00. Commissioner James moved to approve said bid, the motion was seconded by
Commissioner Ross, and it carried unanimously.
3) APPROVE BID #B2000146, GRADER BLADES - DEPARTMENT OF PUBLIC WORKS: Mr. Turf
introduced Power Motive Corporation as the low bidder selected by staff and confirmed they met all
specifications, for a total amount of $159,577.90. Commissioner Ross moved to approve said bid, the
motion was seconded by Commissioner Moreno, and it carried unanimously.
Ei NEW BUSINESS:
1) CONSIDER CONTRACT ID #3366 MEMORANDUM OF UNDERSTANDING FOR EDUCATIONAL,
HEALTH, AND FINANCIAL STABILITY IMPROVEMENTS AND AUTHORIZE CHAIR TO SIGN —
UNITED WAY OF WELD COUNTY: Jamie Ulrich, Director of the Department of Human Services, shared
the memorandum of understanding (MOU) continues the ongoing collective impact process and aims to
improve education, health, and financial stability in the County. Commissioner Moreno moved to approve
said memorandum of understanding and authorize the Chair to sign. The motion was seconded by
Commissioner Ross and it carried unanimously.
El 2) CONSIDER CONTRACT ID #3857 MEMORANDUM OF UNDERSTANDING FOR
WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA) SERVICE DELIVERY AGREEMENTS
(VOCATIONAL REHABILITATION FOR THE DISABLED) AND AUTHORIZE CHAIR TO SIGN:
Ms. Ulrich stated the MOU reestablishes the roles and responsibilities for implementing the provisions of
the WIOA for the Division of Vocational Rehabilitation. Commissioner Ross moved to approve said
memorandum of understanding and authorize the Chair to sign. Seconded by Commissioner James, the
motion carried unanimously.
3) CONSIDER CONTRACT ID #3865 MEMORANDUM OF UNDERSTANDING FOR
WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA) SERVICE DELIVERY AGREEMENTS
(UNEMPLOYMENT INSURANCE) AND AUTHORIZE CHAIR TO SIGN: Ms. Ulrich stated the MOU
reestablishes the roles and responsibilities for implementing the provisions of the WIOA for the Division
of Unemployment Insurance. Commissioner James moved to approve said memorandum of

understanding and authorize the Chair to sign. The motion, which was seconded by Commissioner Ross,
carried unanimously.
--' 4) CONSIDER CONTRACT ID #3860 CHILD PROTECTION AGREEMENT FOR SERVICES
(BID #B2000037) AND AUTHORIZE CHAIR TO SIGN - SPECIALTY COUNSELING AND
CONSULTING, LLC: Ms. Ulrich presented the request to provide mental health services through May 31,
2021. Commissioner Moreno moved to approve said agreement and authorize the Chair to sign.
Commissioner Ross seconded the motion and it carried unanimously.
El 5) CONSIDER CONTRACT ID #3866 AGREEMENT FOR PROFESSIONAL SERVICES FOR
LOW-INCOME ENERGY ASSISTANCE PROGRAM (LEAP) OUTREACH INCENTIVE CAMPAIGN AND
AUTHORIZE CHAIR TO SIGN — UNITED WAY OF WELD COUNTY: Ms. Ulrich shared the request to
continue the LEAP outreach activities. The motion to approve said agreement and authorize the Chair to
sign was made by Commissioner James, seconded by Commissioner Moreno, and it carried
unanimously.
6) CONSIDER CONTRACT ID #3848 APPLICATION FOR MEMBERSHIP AND ELECTRIC
SERVICE FOR INSTALLATION OF WEATHER INFORMATION SYSTEM AT CRS 136 AND 77 AND
AUTHORIZE CHAIR TO SIGN - HIGH WEST ENERGY, INC.: Hayley Balzano, Department of Public
Works, stated the proposed weather station location at County Roads (CR) 136 and 77 requires a power
company be hooked up to operate the roadway weather station, at a monthly cost of $68.50. The motion
to approve said application and authorize the Chair to sign was made by Commissioner Ross, seconded
by Commissioner James, and it carried unanimously.
7) CONSIDER CONTRACT ID #3918 AGREEMENT CONCERNING PURCHASE OF
PERMANENT EASEMENT FOR INSTALLATION OF WEATHER INFORMATION SYSTEM ON CR 126
AND AUTHORIZE CHAIR TO SIGN ANY NECESSARY DOCUMENTS — JACKIE NEUBAUER:
Ms. Balzano presented the request for the permanent easement for the weather station to be located in
Weld County right-of-way east of Carr, Colorado, on CR 126, with a total compensation amount of
$3,000.00 to be paid by the County to the property owner. Commissioner James moved to approve said
agreement and authorize the Chair to sign any necessary documents. The motion was seconded by
Commissioner Moreno and it carried unanimously.
8) CONSIDER DECLARING CERTAIN EQUIPMENT AS SURPLUS PROPERTY, AUTHORIZE
SALE OF SAME TO DICK WARD, AND DELEGATE AUTHORITY TO CONTROLLER TO SIGN ANY
NECESSARY DOCUMENTS: Barbara Connolly, Controller, detailed the concrete truck is no longer of
use to the County and it was not as cost-effective to take the truck to auction; thus, the truck was
advertised for sealed bid and staff recommends selecting Dick Ward, the sole bidder, for a total amount
of $2,500.00. Commissioner Ross moved to approve said declaration and authorize the Controller to sign
any necessary documents. Seconded by Commissioner James, the motion carried unanimously.
IE PLANNING:
1) CONSIDER REQUEST TO TEMPORARILY EXTEND THE HOURS OF OPERATION FOR
AMENDED USE BY SPECIAL REVIEW PERMIT, AMUSR-1102, FOR MINERAL RESOURCE
DEVELOPMENT INCLUDING OPEN PIT MINING AND MATERIALS PROCESSING (SAND, GRAVEL
AND STONE), INCLUDING CONCRETE AND ASPHALT RECYCLING AND A CONCRETE AND
ASPHALT BATCH PLANT FACILITY IN THE A (AGRICULTURAL) ZONE DISTRICT - L.G. EVERIST,
INC.: Tom Parko, Director of the Department of Planning Services, stated the request to extend the hours
of operation through the night of July 27, 2020, to accommodate a Colorado Department of
Transportation (CDOT) project located near CRs 15 and 26.75 and assured staff found no concerns with

the request. In response to Chair Freeman and Commissioner Moreno, Mr. Parko confirmed a similar
request was made in March 2020 and the extension is only for one (1) day to accommodate an overnight
concrete pour. Commissioner James moved to approve said request. The motion was seconded by
Commissioner Ross and it carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
There being no further business, this meeting was adjourned at 9:23 a.m.
