BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
WEDNESDAY, JANUARY 15, 2020
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, January 15, 2020, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:

El MINUTES: Commissioner Kirkmeyer moved to approve the minutes of the Board of County
Commissioners meeting of January 13, 2020, as printed. Commissioner James seconded the motion,
and it carried unanimously.
• AMENDMENTS TO AGENDA: There were no amendments to the agenda.
--- CONSENT AGENDA: Commissioner Moreno moved to approve the Consent Agenda, as printed.
Commissioner James seconded the motion, and it carried unanimously.
__= PUBLIC INPUT: Steve Teets, Greeley resident, stated concern with increasing homelessness,
which he speculated had a direct correlation to more residents in the area from the oil and gas industry,
the legalization of marijuana, increased housing costs, transportation limitations, and employers opting
to hire part-time employees to save insurance costs. He stated it effects all areas of the community.
Y__= Commissioner Kirkmeyer spoke regarding air quality at the oil and gas site near the Bella Romero
Elementary School and expressed her disgust with the tactics employed by the Colorado Department of
Public Health and Environment, which falsely raised fear and alarm for students and parents in the
community. She referenced the recent air study results, which were nowhere near the level for concern
and stated the County representatives and area residents deserve an apology for the irresponsible
behavior exhibited by the State Health representatives. Chair Freeman agreed and commented it
appears the State is willing to say anything to attack and spread fear regarding the oil and gas industry.

PRESENTATIONS:
1) RECOGNITION OF SERVICES, DEPARTMENT OF HUMAN SERVICES - JUDY GRIEGO:
Chair Freeman read the certificate recognizing Ms. Griego for her years of service from May 7, 1975, to
January 15, 2020, and she was recognized with a standing ovation. Ms. Griego stated the years have
had many ups and downs, and every day was unique. Her career was special due to the people she
worked with, the citizens they served, and the various Commissioners who supported her over the years.
Jamie Ulrich, newly appointed Director for the Department of Human Services, stated she will miss the
leadership and mentorship provided by Ms. Griego and will strive to serve in the same ethical and
professional capacity. Commissioner Kirkmeyer stated Ms. Griego is a very special person with a stellar
reputation and recognized her as the best director in the state. She further shared, in 1993, Tabor was
passed and Ms. Griego was in full support of the change to transfer the Department back to the State,
which could have potentially resulted in the loss of her position; however, she continued to share her
knowledge and work with the Commissioners to serve the citizens of Weld County. Commissioner James
stated he had the recent experience of being trained by Ms. Griego as a newly elected Commissioner,
and he observed that she treated people with dignity, respect and grace. He expressed full confidence
in the staff who will be taking Ms. Griego's place, but acknowledged she will be missed tremendously.
Commissioner Moreno agreed with the previous comments and thanked Ms. Griego for her
professionalism and wealth of knowledge, which is respected throughout the state, and he wished her
the best in her retirement plans to spend time with family. Mr. Barker recognized her as a great co-worker
with high ideals and expectations. Connie Harbert, former County Commissioner, stated she worked
with Ms. Griego for eight (8) years and was privileged to count her as a co-worker and friend, and wished
her the best of luck in her future. Chair Freeman stated, in 2013, he started his term as the Coordinator
for the Department of Human Services and trained with Ms. Griego, which was a huge learning curve,
and he expressed his appreciation for all of the support offered to the departmental staff who will miss
her tremendously. (Clerk's Note: The group gathered for a photo opportunity.)
WARRANTS:
1) GENERAL WARRANTS - JANUARY 14, 2020: Commissioner Moreno moved to approve the General
Warrants, as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously.
BIDS:
1) PRESENT AND APPROVE EMERGENCY BID #B1900141, BRIDGE 44.0-033.0A REPLACEMENT
PROJECT - DEPARTMENT OF PUBLIC WORKS (CONT'D FROM 01/13/2020): Rob Turf, Purchasing
Department, stated seven (7) bids were received and staff recommends emergency approval of the low
bid from Mountain Constructors, Inc., in the amount of $690,989.50, to meet the contractual obligations
with the Western Mutual Ditch Company. He explained the bridge crosses their ditch and work can only
be accomplished during the off-season and must be completed prior to March 31, 2020. Commissioner
Kirkmeyer moved to approve Bid #B1900141 on an emergency basis, as explained by staff. Seconded
by Commissioner James, the motion carried unanimously.
2) PRESENT BID #B2000001, AWD OR 4X4 SUV'S-PURSUIT RATED (QTY 3) - SHERIFF'S
OFFICE: Mr. Turf presented the three (3) bids received and stated staff will make a recommendation on
January 29, 2020.

OFFICE: Mr. Turf stated 12 suppliers downloaded the specifications and one (1) bid was received. He

WORKS: Mr. Turf noted 17 suppliers downloaded the specifications; however, only one (1) bid was
received. He stated staff will review and make a recommendation on January 29, 2020.
25) PRESENT BID #B2000026, SINGLE AXLE TRUCK WITH CUSTOM BED AND MOUNTED
CRASH ATTENUATOR (QTY 1) - DEPARTMENT OF PUBLIC WORKS: Mr. Turf noted 24 suppliers
downloaded the specifications; however, only two (2) bids were received. He stated staff will review and
make a recommendation on January 29, 2020.

El NEW BUSINESS:
1) CONSIDER CANCELLATION OF CERTAIN OUTSTANDING ACCOUNTS RECEIVABLE FOR THE
WELD COUNTY TREASURER - PERSONAL PROPERTY, REAL PROPERTY, AND
MANUFACTURED HOMES: Chair Freeman moved this item to the end of the Agenda to allow time for
a staff member from the Treasurer's Office to attend.
• 2) CONSIDER INSTALLATION OF TRAFFIC REGULATORY SIGNS ON CR 66 BETWEEN CR 37
AND U.S. HWY 85: Cameron Parrott, Department of Public Works, stated staff conducted a speed study
and utilizing additional data accumulated, since 2011, they found that the average speed is 54 Miles Per
Hour. He also noted the data shows an ongoing decline; therefore, staff recommends posting the speed
limit at 50 MPH. Commissioner Moreno moved to approve said installation of regulatory signs.
Commissioner James seconded the motion, and it carried unanimously.
El 3) CONSIDER GRANTING 2020 COUNTY DANCE HALL LICENSE #399, AND AUTHORIZE
CHAIR TO SIGN — RIVER GARDEN WINERY, LLC, DBA RIVER GARDEN WINERY: Bob Choate,
Assistant County Attorney, explained dance hall licenses are required for facilities hosting public dances.
He provided a brief description of the location of the site, noted the applicant does have a Vintner's
License permitted under 1MUSR16-11-1774, which was issued in 2017, and is due for renewal next

week. Commissioner Kirkmeyer moved to approve said license and authorize the Chair to sign.
Seconded by Commissioner James, the motion carried unanimously.
4) CONSIDER GRANTING 2020 COUNTY DANCE HALL LICENSE #400, AND AUTHORIZE
CHAIR TO SIGN - EL CENTENARIO ENTERTAINMENT, LLC, DBA EL CENTENARIO NIGHTCLUB:
Mr. Choate provided a brief description of the location of the site, permitted under SPR18-0003. He
stated the first liquor license was issued in 1994, and the Dance License started in 2011. He further
stated the liquor license will be due for renewal later this summer and the referral responses indicated
no concerns. Commissioner James moved to approve said license and authorize the Chair to sign. The
motion was seconded by Commissioner Kirkmeyer, and it carried unanimously.
5) CONSIDER GRANTING 2020 COUNTY DANCE HALL LICENSE #401, AND AUTHORIZE
CHAIR TO SIGN - IHRF, INC.: Mr. Choate provided a brief description of the location near the Town of
Pierce, permitted under 1 MUSR18-17-0024. He stated the applicant was issued a liquor license last year
and this is the first application for a dance hall license, and the referral agencies indicated no concerns.
Commissioner Moreno moved to approve said license and authorize the Chair to sign, which was
seconded by Commissioner James, and it carried unanimously.
6) CONSIDER GRANTING 2020 COUNTY DANCE HALL LICENSE #402, AND AUTHORIZE
CHAIR TO SIGN - RM, INC., DBA ROOM 119: Mr. Choate gave a brief description of the location of the
site, permitted under SPR-267, on property zoned C-4. He stated the original liquor license was granted
in 1976, and the first record of a dance license was issued in 1988. The liquor license is due for renewal
in February. The motion to approve said license and authorize the Chair to sign was made by
Commissioner Kirkmeyer, seconded by Commissioner James, and it carried unanimously.
El 1) CONSIDER CANCELLATION OF CERTAIN OUTSTANDING ACCOUNTS RECEIVABLE FOR
THE WELD COUNTY TREASURER - PERSONAL PROPERTY, REAL PROPERTY, AND
MANUFACTURED HOMES: John Lefebvre, Treasurer's Office, stated the listed properties consist of
closed businesses, mobile homes destroyed by fire, and various exempt properties under common
ownership by a Homeowners' Association. He stated this Resolution will authorize the uncollectible
amount of $11,837.96 to be removed from the tax roll. Commissioner James moved to approve said
cancellation of the listed outstanding accounts. Commissioner Moreno seconded the motion, and it
carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
