Subsequent to said declaration, State of Colorado, Division of Homeland Security and Emergency Management requests approval for reimbursement of costs associated with non -congregate sheltering for DR -4498 COVID-19. The State of Colorado requests a total of approximately $131,414.00 be approved for reimbursement under Public Assistance Category B — Emergency Protective Measures. This request is being made to ensure the health and safety of Weld County residences and to limit the spread of COVID-19 within the City of Greeley and Weld County. This is an urgent request due the outbreak in local facilities Background: 1. COVID-19 and the Need for Non -Congregate Sheltering. a. On March 5, 2020, the Colorado Department of Public Health and Environment's (CDPHE) public health laboratory confirmed the first presumptive positive COVID- 19 test result in Colorado. b. On March 11, 2020, Governor Polis issued Executive Order D 2020 003 declaring a State of Disaster Emergency due to the presence of coronavirus disease 2019 (COVID-19) in Colorado. c. On March 13, 2020, President Trump issued a Nationwide Emergency Declaration for Coronavirus 2019 (COVID-19). Subsequent to this Declaration, the U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA) recognized that non -congregate sheltering may be necessary in this Public Health Emergency to protect public health and save lives. d. On March 13, 2020, the Weld County Department of Public Health and Environment received the first positive COVID-19 test result in a Weld County resident. e. On March 16, 2020, acting under the authority granted as the Health Officer for Weld County, Dr. Mark Wallace issued a Declaration of Pandemic Health Emergency. f. On March 25, 2020, Governor Polis issued Executive Order D 2020 017 ordering Coloradans to stay at home due to the presence of COVID-19 in the state of Colorado. g. On March 18, 2020, the Board of County Commissioners of Weld County declared a local disaster emergency for the COVID-19 pandemic. h. "NON -CONGREGATE SHELTER" is any private or public facility providing contingency refuge to those who do not require hospitalization but need isolation and quarantine due to the pandemic health emergency. Certain populations in Weld County may have no ability to self -isolate or self - quarantine due to living conditions or situations, such as homelessness or communal living arrangements. These populations include those who test positive for COVID-19 who do not require hospitalization but need isolation; those who have been exposed to COVID-19 who do not require hospitalization; and asymptomatic, high -risk individuals needing social distancing as a precautionary measure. 2. PUBLIC HEALTH ORDER: a. Non -congregate shelter shall be provided to those in vulnerable target populations who are ordered to be isolated or quarantined by the Public Health Director and who lack the ability to self -isolate or self -quarantine. Such non -congregate shelter shall be in accordance with FEMA and CDC guidelines. b. Weld County Department of Public Health and Environment (WCDPHE) shall evaluate and identify such persons who may require the non -congregate shelter described herein. c. An individual meeting the eligibility requirements for non -congregate shelter described herein shall be provided shelter for the full term of isolation or quarantine as determined by the WCDPHE. d. The entities subject to this Order shall coordinate other services for individuals housed in non -congregate shelter, such as food, security, case management, laundry, housekeeping and recreation. Cost Analysis: Pursuant to the Public Assistance Program and Policy Guide (PAPPG), Chapter 2: VI . B.10. b Sheltering, Weld County finds that non -congregate sheltering is the best available option for meeting the urgent public health needs of COVID-19 and to protect health and safety in the community. Initially, the sheltering will not extend beyond a 30 -day duration as per PAPPG guidance. As the situation evolves, we will communicate with FEMA regarding any potential need for extension. Meals: The plan would provide homeless and work release inmates, that have been diagnosed with COVID-19, with three (3) meals daily who are in a non -congregate sheltering isolation designated facility. The number of days each person may be isolated are undetermined but could be up to 28 days. The patients would not be able to leave the facility due to the isolation. The dollars spent would help the local economy by engaging the participation of local restaurants. Access to local food resources from businesses or kitchens who are already preparing food may. be an option. Furnishings: Will be a combined effort from the City of Greeley and Weld County sheltering supplies. Therefore, the costs associated with the use of Bonell "Heritage 2 Building for emergency sheltering from April 8, through May 8, 2020, totals $131,417.00 for 30 rooms / 30 people (if family members there may be an option to share a room). COUNTY CITY FINANCIAL CONSIDERATIONS ITEM LEASE $18,000 ($10/DAY/OCCUPIED UNIT) SITE SECURITY/MANAGEMENT $61,000 $11,000 $11,000 CLEANING FOOD $17,772 BLDG REPAIRS $1,645 (Plumbing) TBD TRASH REMOVAL FURNISHINGS Shared GET - inkind TRANSPORTATION PPE X INCIDENTALS X $30,645+ $1005772+ TOTAL Conclusion: Weld County actively chose non -congregate sheltering to address the immediate public health and safety needs of individuals that were homeless, in work release or community corrections and do not have a place to isolate or quarantine. Weld County conducted assessments to review hotel locations and the University of Colorado as the best alternative possibilities. Due to possible exposure to other hotel guests and UNC students still on campus, the Hotels and UNC were not a viable option. For the safety and security of the residents of Weld County, the best way forward is to establish a non -congregate shelter. We confirm our review of the Regional Administrator's Memo re: Non -Congregate Sheltering Delegation of Authority and accept all criteria. Specifically, Weld County confirms that funding to support non -congregate sheltering has not been received by any other federal agency. Weld County will follow FEMA's Procurement Under Grants Conducted Under Exigent or Emergency Circumstances guidance and include a termination for convenience clause in contracts. Applicable Environmental and Historic Preservation laws, regulations, and executive orders apply and will be adhered to as a condition of assistance. Thank you for your consideration of this request under Public Assistance Emergency Protective Measures. If you have any questions, please contact Roy Rudisill, Director of the Weld County Office of Emergency Management, at (970) 381-0417, or email rrudisill@weldgov.com. Very truly yours, WELD COUNTY BOARD OF COMMISSIONERS Mike Freeman, Chair Attachments: 1) Official order for non -congregate shelter The non -congregate sheltering must be at the direction of and documented through an official order signed by a state, local, tribal, or territorial public health official. Please provide official order with your request. 2) Any other documentation supporting the request Budget and operation guide. COVID PERSON•L ISOLAlION FA iY OVER\I1EV/ PURPOSE/NEED Greeley hospitals and Weld County Public Health Department anticipate a n eed for a variety of alternative care facilities to support the aggressive, extensive, and urgent care that will be required for the expected growing n umber of COVID-19 ill persons. Treatment of the virus requires that infected patients are isolated from others for a period of time to prevent the incidental spread of the disease. Once in recovery, patients can self - care as long as they remain isolated; however, if they are unable to transition to an appropriate discharge location, they remain at the hospital occupying bed space needed for critically ill patients. Weld County Public Health asked for help in locating a site where such individuals, as a last resort, could be temporarily housed in a "Personal Isolation Facility" during their recovery period. Persons who are most likely to need this space are individuals: 1) experiencing homelessness, 2) cannot return to congregate care settings such as community corrections, group homes, etc., or 3) those who cannot isolate in their homes due to the presence of other ✓ ulnerable persons. According to Dr. Wallace, Weld Co. Public Health Director, the average length of stay in the PIE for a recovering COVID-19 positive patient is 7 — 10 days. PROCESS Patients capable of self -care recovery would be referred to the Weld County Public Health Department for possible placement in the PIE. Upon determining eligibility, the Health Department Director would screen and admit the individual with a quarantine order, in force until deemed safe to return to their former housing status. If homeless, they would be referred to the United Way Housing Navigation Center. Persons coming from community corrections or the Weld County Jail would be non-violent offenders that are monitored remotely (call -ins, ankle monitors, etc.), and they will not be directly supervised by law e nforcement or corrections professionals at the PIE Current projections show that approximately 50% of the population at the PIF would originate from corrections, and 50% would be persons experiencing homelessness or the inability to return home to vulnerable households.
