The application is requesting $171,228, which will cover 95% salary and fringe benefit of the Bi-Lingual Advocate staff member, $5,223 in supplies and operating cost, $3,500 in travel and $15,566 in indirect cost. The application amount is $10,895 higher compared to the 2019-2020 grant award, which was $160,333. The increase is explained by estimated 3% COLA increases. In addition, the past award included equipment, which we did not request in this application but rather added travel allowance for the National Organization for Victim Assistance national training (allowable cost). The 2021-2022 VOCA grant requires a 20%, or $43,313 cash match based on the total application amount. The cash match is achieved by using the Program Director's salary in direct support of the Bi-Lingual services provided. In addition, the director position is covered 60% by VALE funds which are allowable funds for the cash match. The County Attorney has reviewed the language. The application needs to be submitted via the ZoomGrants portal and its deadline is 2/18/2020. A copy of the application is attached for your review. What options exist for the Board? (include consequences, impacts, costs, etc. of options): • Authorize the chair to sign the 2021-2022 VOCA grant application for $171,228, along with supporting grant documents. • Deny the grant application. This will lead to either increased general fund dollars or a reduction of services in the Victim Services program for the Sheriff's Office. • Schedule a work session to discuss further. The year of establishment is around 1861 with the first Weld Sheriff being elected on December 2, 1861. The existing Community Policing philosophy of the Weld County Sheriffs Office has deputies working to be a part of the communities to assist the citizens in resolving the problems that affect the quality of life of that area. In an effort to be part of the community, the Sheriffs Office regularly participates in the neighborhood watch areas that are established throughout the districts. The Deputies view themselves as partners in the communities they serve and can provide citizens with resources beyond strictly those relevant to law enforcement. Deputies welcome the many opportunities to meet with the citizens in their assigned areas and appreciate citizen contact no matter the circumstances. The Weld Sheriffs Office houses the Victims Services Unit which provides services for crime victims within unincorporated Weld County as well as the Weld County jail, including Colorado Victims Rights Act compliance and the following municipal police departments: Platteville, Fort Lupton, Lochbuie, Dacono, Frederick, Firestone, and Mead. The Weld County Sheriffs Office also runs a jail capable of holding 850 inmates. inmates stay at the Weld County jail while they progress through the court system. While they are at the jail, staff members work to ensure that they are provided a safe, humane and wholesome environment and that they are treated with dignity and respect. In order to sustain the Victim Services Unit and the VOCA (Victims Of Crime Act) program, Weld County is diversifying the funding by covering expenses with Weld County General Funds, intergovernmental agreements with financial support from Police departments, VALE and VOCA grant awards. The VOCA grant award supports the majority of the Bi-Lingual VA position. The population of Weld County in 2018 was estimated at 314,305 according to the US census. This is the only Law Enforcement - based victim advocacy team serving the contracted areas and the only agency offering VRA compliance and direct on scene and by phone response for all VRA victims/witnesses in the contacted areas. Include information about the specific underserved populations to be served. If applicable, applicants are also encouraged to include information on aspects of their proposed project that demonstrate innovation and repli_cabil_ity. (Limit of 10,000 characters) The Weld County Victim Services Unit serves crime victims in the 19th judicial district, which has been identified as the third -highest need for system -based services in Spanish in the state of Colorado. The Bi-lingual Victim Services unit is the only unit in the 19th judicial district that was created to provide law enforcement Victims Rights and advocacy for the mono -lingual Spanish-speaking community. The bi-lingual advocate position offers direct service for both English-speaking and mono -lingual Spanish speaking victims in English or Spanish, depending the language of choice of the client. The Weld Victim Services unit provides comprehensive victim advocacy as well as ensures all Law Enforcement requirements listed in title 24 of the Colorado Revised statutes are met and documented. The unit offers immediate crises response for all new Victim Rights Act crime victims at the time of the report to taw enforcement. The bi-lingual advocate offers On -scene by phone or in person response to all VRA crime victims. Direct service responsibilities of this position include: confirmation that VRA was provided in writing, all required notifications have been made, followed by case evaluation to determine resources needed, a safety plan is addressed with client, assistance with criminal justice interviews for victims and witnesses, victim compensation application assistance offered for all VRA qualified clients, and an explanation of the criminal justice process is offered to all victims and witnesses. This position also ensures VRA compliance and documentation of compliance for law enforcement representatives of served agencies. Prior to the establishment of the Bi- Lingual VA Unit, services were soley provided to mono -lingual Spanish speaking clients through the use of land line. Additionally, some of the smaller or more rural agencies were often using witnesses to assist in communicating with mono- lingual Spanish speaking clients. The establishment of a unit that addressed this unmet became evident. Since the establishment of the unit, we have been able to not only provide comprehensive victim services to mono -lingual Spanish speakers, but also ensure appropriate and effective communication with officers that did not involve using witnesses or the children of the Victim. The bi-Lingual position is an important position as it is designed to ensure comprehensive victim services are provided to the under -served or at -risk population of the mono -lingual Spanish speaking community in Weld County. The need for direct services for the Spanish speaking community is extensive in Weld County and this position ensures that all clients have access to the resources available, expanding it to those who have limited English proficiency. This project was the first of its kind in Weld County Law Enforcement at its inception several years ago and the implementation of the program has proven to have intended as well as significant latent benefits for this under -served population. This position has also provided on -scene translation for officers with our more rural agencies that do not have access to a language line or an on duty Spanish speaking officer. The VOCA funded position as well as the direct supervisor of the position will be attending the National Organization of Victim Assistance Conference in July. This conference will provide the attendee with a comprehensive understanding of Victims' Rights at the national level as well as the affects of crime on under -served populations. 11) Collaboration Provide examples of projects that you have collaborated on with other agencies in your community to aid crime victims, and examples of how you will collaborate with other agencies on implementing the project for which you are seeking funding. If your project is designed to provide services to an uncle- rserved population, explain how you have already engaged with this community to ensure successful implementation of your project. (Limit of 4,000 characters) The Bi-lingual Advocate's primary duty is to ensure effective intervention and assistance for all clients, including those who are mono -lingual Spanish speaking or may experience challenges associated with the cultural and communication challenges that the community can face when interacting with the Criminal Justice process. This person ensures all community resources available for VRA victims of crime are offered to all clients, especially those with Limited English proficiency. This is accomplished through collaboration with both systems -based agencies such as the Greeley Police Department VSU and the 19th Judicial District Attorney's Office Victim Witness unit as well as non-profit agencies offering crime specific help such as a Womans Place (local Domestic Violence shelter) SAVA (sexual assault intervention and services) and Life -stories (local child advocacy center and CASA). The unit has had success throughout the years establishing trust with those who, due to cultural and language barriers, have a difficult time negotiating the criminal Page 4 of 17 Updated: 01/24/2020 ustice system and accessing resources. Additionally, the hi -lingual advocates often translate for the victim when accessing other community resources.
