HomeMy WebLinkAbout20200506.tiffRESOLUTION RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON COUNTY ROAD 79 AT STATE OF WYOMING BORDER, AND COUNTY ROAD 105 AT INTERSECTION OF STATE HIGHWAY 14 WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Weld County Department of Public Works has recommended to the Board that R14-3 (No Hazmat Allowed) signs be installed on County Road 79 at the State of Wyoming border for southbound traffic, and on County Road 105 at the intersection of State Highway 14 for northbound traffic, to ensure safety to the traveling public, and WHEREAS, the Board has determined that said traffic control devices are necessary for the protection of the general public. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Department of Public Works, be, and hereby is, directed to install R14-3 (No Hazmat Allowed) signs on County Road 79 at the State of Wyoming border for southbound traffic, and on County Road 105 at the intersection of State Highway 14 for northbound traffic, for the safety of the general public, and said signs shall conform to the State Manual of Uniform Traffic Control Devices. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 10th day of February, A.D., 2020. Oil & gas truck traffic is being ticketed for hauling hazardous materials on them. Most of these trips are for local pickup and drop-offs and there are no other hazardous material routes for them to use to get to their facilities in the area. Staff is proposing to place regulatory signs on WCR 79 and WCR 105 which would allow for local pickups and drop- offs without penalties. The signs would be a R14-3 (No Hazmat Allowed) sign with a custom plaque below it saying, "Local Deliveries Exempt". These are the same signs that were previously used on WCR 49. A mockup of the sign is attached for reference. The proposed locations of these signs would be: a At the Wyoming border for southbound traffic on WCR 79 ✓ Near the intersection of St. Hwy. 14 for northbound traffic on WCR 105 What options exist for the Board? (include consequences, impacts, costs, etc. of options): • BOCC could allow the placement of these signs and plaques o Two signs and two plaques are estimated to cost a total of $500 o Citations could still be issued to haulers who can't prove that they are completing a local pickup or drop off. BOCC could deny the installation of these signs which would leave the roadway as undesignated for hazardous materials. Tickets could still be issued for all hazardous material haulers caught using the roadway. Recommendation: Staff recommends installing the new signs and plaques in the locations noted above.
