BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
MONDAY, DECEMBER 7, 2020
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, December 7, 2020, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Mike Freeman, Chair
Commissioner Steve Moreno, Pro-Tem
Commissioner Scott K. James
Commissioner Barbara Kirkmeyer
Commissioner Kevin D. Ross
Also present:
County Attorney, Bruce Barker
Clerk to the Board, Esther Gesick
Controller, Barbara Connolly
MINUTES: Commissioner James moved to approve the minutes of the Board of County
Commissioners meeting of December 2, 2020, as printed. Commissioner Kirkmeyer seconded the
motion, and it carried unanimously.
El AMENDMENTS TO AGENDA: There were no amendments to the agenda.
El CONSENT AGENDA: Commissioner Moreno moved to approve the Consent Agenda, as printed.
Commissioner Ross seconded the motion, and it carried unanimously.
PUBLIC INPUT: No public input was given.
WARRANTS:
1) GENERAL WARRANTS - DECEMBER 4, 2020: Commissioner Ross moved to approve the General
Warrants, as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously.
El NEW BUSINESS:
1) CONSIDER ACCEPTING CANVASS BOARD CERTIFICATION OF NOVEMBER 3, 2020, GENERAL
ELECTION: Commissioner Moreno moved to accept the Canvass Board certification. Commissioner
Kirkmeyer seconded the motion. In response to Commissioner Ross, Commissioner Moreno commented
he was the elected Weld County Clerk and Recorder when the mail -in ballot process was established in
Colorado. He stated, at the time, Secretary of State Wayne Williams worked with a committee to select
Dominion as the preferred vendor. He confirmed the election process in Weld County is very secure,

through the participation of a very capable election staff, citizen volunteers, and partisan and non-partisan
poll watchers, which is why he has full confidence that the ballots were handled appropriately for a fair
and accurate election. He also commended Clerk and Recorder, Carly Koppes, and her team for a
successful election. There being no further comments, the motion carried unanimously.
IE 2) CONSIDER AWARD LETTER AND SUMMARY OF GRANT AWARD TERMS AND
CONDITIONS FOR CORONAVIRUS (COVID-19) AID, RELIEF AND ECONOMIC SECURITY (CARES)
ACT ELECTION SAFETY GRANT FOR 2020 PRIMARY ELECTION BALLOT COSTS AND AUTHORIZE
CHAIR TO SIGN: Barb Connolly, Controller, stated the Clerk and Recorder was previously authorized to
submit the application and this grant award letter and summary of terms and conditions establishes the
provisions for reimbursement of eligible Primary Election costs, in the amount of $48,521.99.
Commissioner Kirkmeyer moved to approve said grant award and authorize the Chair to sign. Seconded
by Commissioner Ross, the motion carried unanimously.
3) CONSIDER DISCONTINUING APPOINTMENT OF BRIANNA WHITE AS DEPUTY CLERK TO
THE BOARD: Esther Gesick, Clerk to the Board, acknowledged the contributions by Ms. White during
her time as Deputy Clerk to the Board, and wished her well in her new position with the Weld County
Department of Public Health and Environment. Commissioner Kirkmeyer moved to approve said
Resolution. Commissioner James seconded the motion, and it carried unanimously.
El 4) CONSIDER DESIGNATION OF VON TROTHA-FIRESTEIN AT BRACEWELL HISTORIC
FARM AS AGRICULTURAL HERITAGE SITE: Bruce Barker, County Attorney, stated the Board recently
approved Code Ordinance #2020-16 at Final Reading on November 16, 2020, which became effective
on November 30, 2020. Said Ordinance established the Agricultural Heritage Site overlay district, and
this is the first opportunity to grant said designation for the Von Trotha-Firestein at Bracewell Historic
Farm, which has been listed in the National Historic Register since May 12, 2009. He referenced Section
23-5-550 of the Weld County Code, which states the site is protected from eminent domain proceedings
for the purpose of establishing public right-of-way without the consent of the property owner. Mr. Barker
confirmed the property owner was notified on two occasions, but they are not in attendance.
Commissioner Kirkmeyer moved to approve said designation as an Agricultural Heritage Site. The
motion was seconded by Commissioner Moreno. Commissioner James referenced an email from Judy
Firestein, dated December 4, 2020, which he read for the record. There being no further discussion, the
motion carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
