The proposed use of the site is for a sand and gravel mine, which will be reclaimed as developed water storage and agricultural lands. The area being permitted and much of the surrounding areas has historically been used as irrigated and non- irrigated cropland, and vacant land. Agricultural uses will continue in areas where mining is not taking place. This site lies near the South Platte River, and it contains an alluvial gravel deposit in the western area, which extends into a large terrace of gravel in the eastern area. The commodities to be mined are sand, gravel, topsoil, overburden and borrow materials. When the mining operations move to the east area in approximately 10-15 years after initial operations based on market demand, the proposed mine access would be onto either County Road 22 or County Road 20 via a landowner easement. Traffic would be coming from the east area's plant site, which would be located on the south side of County Road 22. The }r^ffic would head west to Highway 85, then go north or south to get the materials to market. He applicant has completed a Traffic Impact Statement addressing future improvements to County Road 20, west of Highway 85. Should mining activities commence on the east side of Highway 85, the miner will address access requirements onto County Roads via an improvements agreement. We are concerned over the enviremental impact of this open mining prospect along H-85. Also the effect of our property values. Since so many ag properties have been approved around us, with special use permits,and have hurt our property values already. Bartez (not sure what current name is) across the street, on south side and a mile east of h-85 on rd 22, has not complied at all on what was agreed to on their property. It's an eye sore! Since the mining includes CR22 what will be the impact of the trucks using our road? We are not as opposed to the mining on the west side of H-85 as the impact of it on the east at CR22. The Pacheco driveway and the O&G driveways are the nearest, existing accesses. Everist is proposing to close the O&G access west of the Platteville Ditch in Phase 4B and share a access. Moving the O&G access 160 ft. west of its current location and combining the two access points ensures that there shall be no net increase in the number of accesses to a public road. Specifically, it addresses the traffic impacts and geometric requirements at the WCR22/Site Access intersection as requested by Weld County staff. The site location is shown on the aerial photograph (Figure 1). The site access to the future gravel mine is 250 feet west of the Platteville Ditch. Weld County Road 22 is classified as an arterial road. It is a paved 2 -lane road posted at 55 mph. Recent (2019) traffic was 2,654 ADT with 40 percent trucks. The 85th percentile speed was 62 mph. Based upon conventional daily versus peak hour traffic relationships, it is expected that the morning peak hour traffic is 8 percent of the daily traffic and the afternoon peak hour traffic is 10 percent of the daily traffic. The peak hour directional split was determined based upon some recent traffic counts on WCR20 to the south. Figure 2 shows the recent daily and peak hour traffic on WCR22 east of US85. The proposed gravel mine is expected to be active in approximately 10 years (2030). The life of the mine is dependent upon market conditions. Table 1 shows the daily and peak hour trip generation for the proposed gravel mine. Based upon information provided by the owner/operator, all site traffic will be to/from the west (US85)_ Figure 3 shows the assignment of the site generated peak hour traffic in vehicles and passenger car equivalents (PCE) [1 truck equals 3 POE]. Since the proposed gravel mine is not expected to be operational until 2030, the recent peak hour traffic was factored by 2 percent per year. Figure 4 shows the background plus site generated peak hour traffic at the WCR22/Site Access in that year. Based upon the peak hour forecasts shown in Figure 4. an eastbound right -turn deceleration lane will be required at the Site Access. This right -turn lane should be 640 feet long (deceleration length — 600 feet including bay taper at 18.5:1 plus storage length — 40 feet). Weld County Road 22 increases in grade to the east of the Platteville Ditch and is flat to the west. The required intersection sight distance is 725 feet from the site access. To the east, the sight distance exceeds 800 feet to a crest vertical curve. To the west, the sight distance exceeds 1500 feet. Weld County does not have right-of-way at this location so all improvements associated with this lone point of ingress and egress to the mine entrance will be constructed by the miner working with the State of Colorado. If I read the minutes correctly I understand that the EAST side of 85 won't be started for at least 10 years from now. What will change that statement? Activities associated with mining are driven by market demand. Active construction active mine. Down turn in economy or slow -down in any industry utilizing aggregate will slow down mining activity. Lights are proposed to be installed at transfer points along a conveyor, where a conveyor or feed belt transfers into the equipment and stockpile areas. The lights included in this plan will be mostly located in the Plant Site area. The configuration of conveyors may change with changes in operations, however the light sources will comply with the Development Standards as detailed below. The operations are primarily daylight operations as per Weld County regulations. All sand and gravel operations shall be conducted during the hours of daylight except in the case of a declared emergency disaster or in the case of a declaration requiring night construction, public or private emergency, or to make necessary repairs to equipment. This restriction shall not apply to operation of administrative and executive offices or repair facilities located on the property. When the operator does have nighttime operations, the lighting shall be maintained in accordance with the accepted Lighting Plan, as applicable. The light sources on -site will comply with the Development Standards listed in the USR Resolution: Light sources shall be shielded so that light rays will not shine directly onto adjacent properties. Minimum Spacing Criteria - Per Table 1 for Arterial - distance between access points — Access points must be a minimum 660 feet from the closest access. The Pacheco driveway and the O&G driveways are the nearest, existing accesses. Everist is proposing to close the O&G access west of the Platteville Ditch in Phase 4B and share a access. Moving the O&G access 160 ft. west of its current location and combining the two access points ensures that there shall be no net increase in the number of accesses to a public road. The location of the combined access will be approximately 910 feet west of the Pacheco driveway or 250 ft west of the centerline of the ditch to the centerline of the access road. 3. Specifically, it addresses the traffic impacts and geometric requirements at the WCR22/Site Access intersection as requested by Weld County staff. The site location is shown on the aerial photograph (Figure 1). The site access to the future gravel mine is 250 feet west of the Platteville Ditch. Weld County Road 22 is classified as an arterial road. It is a paved 2 -lane road posted at 55 mph. Recent (2019) traffic was 2,654 ADT with 40 percent trucks. The 85m percentile speed was 62 mph. Based upon conventional daily versus peak hour traffic relationships, it is expected that the morning peak hour traffic is 8 percent of the daily traffic and the afternoon peak hour traffic is 10 percent of the daily traffic. The peak hour directional split was determined based upon some recent traffic counts on WCR20 to the south. Figure 2 shows the recent daily and peak hour traffic on WCR22 east of US85. The proposed gravel mine is expected to be active in approximately 10 years (2030). The life of the mine is dependent upon market conditions. Table 1 shows the daily and peak hour trip generation for the proposed gravel mine. Based upon information provided by the owner/operator, all site traffic will be to/from the west (US85). Figure 3 shows the assignment of the site generated peak hour traffic in vehicles and passenger car equivalents (PCE) {1 truck equals 3 PCE]. Since the proposed gravel mine is not expected to be operational until 2030, the recent peak hour traffic was factored by 2 percent per year. Figure 4 shows the background plus site generated peak hour traffic at the WCR22/Site Access in that year. Based upon the peak hour forecasts shown in Figure 4. an eastbound right -turn deceleration lane will be required at the Site Access. This right -turn lane should be 640 feet long (deceleration length — 600 feet including bay taper at 18.5:1 plus storage length -- 40 feet). Weld County Road 22 increases in grade to the east of the Platteville Ditch and is flat to the west The required intersection sight distance is 725 feet from the site access. To the east, the sight distance exceeds 800 feet to a crest vertical curve. To the west, the sight distance exceeds 1500 feet. G. Everist, Inc.. (Everist) who is requesting limited access to the future mining site located at US 85 and WCR 20. As you are aware, the process of obtaining an access permit from CDOT most likely will not happen until spring. Prior to that issuance, Everist will have obtained the other major permits associated with the project. With those permits in -hand. Everist would like to begin developing the plant site, constructing a crushing and wash plant, and other ancillary facilities. Of course, the actual production and sales will not occur until the CDOT approved access is constructed and Everist has satisfied all of the Weld County permit conditions. That said, Everist is proposing early access to the site by various contractors, such as. excavation, plant erection, utilities, etc. Traffic will be limited to 5-10 truckloads and 10-15 employees per day for 2-3 days at a time. One can expect significant gaps between access events as the different contractors mobilize to and demob from the site. Everist is proposing to limit the truck access to Right -In and Right -Out movements only with appropriate signage warnings posted. A Tracking Pad will be constructed within the standards and maintenance to eliminate track -out from the site. As an additional note. there are several baseline activities associated with the site that are either decreasing or at a standstill. Seasonal farming, harvesting, irrigation, and cattle operations are winding down on the property. One can expect that those agricultural operations will subside during the coming winter months so as to not interfere with the various contractors gearing up for their work. Another related trucking activity associated with the property is the oil & gas industry. Anadarko (Occidental Petroleum) has recently shut down all oil, gas, and frac water pumping operations. Other oil & gas producers on -site have also shut-in their wells. We believe that the net affect or tradeoff of the Everist site preparation activities in the next few months will be insignificant. It has been apparent for some time, that there is an extreme shortage of construction materials, especially course aggregates, in Colorado. The shortage has affected all of the aggregate producers along Colorado's Front Range. Everist has not been able to bid on a significant number of projects, including the larger, long term construction projects. without jeopardizing their existing customer base. It is estimated that it could take upwards of six (6) months to bring this project on-line if Everist started construction today and an additional four (4) months if they cannot start the site construction until the access is approved. In conclusion, Everist believes that this project development can be managed safely and effectively within the limitations outlined above. The L. G. decided they would rather not have their land in the mining permit, so they have submitted a letter to the Planning Department, requesting to be removed from the permit To reflect this change, L G Evenst requests that Condition 1C in the "Prior to Recording the Map" section be deleted In exchange, a condition could be added under the mapping condition P, which will require L G Evenst to reflect this change on the maps It could read something like this, "The applicant shall revise the USR maps, including the acreage totals, to reflect the removal of the Platte Valley Irrigation Company land from the permitted mine area " [Condition 1N moved to 5C (done by PC) and Condition P12 REQUEST] We have just been granted temporary access by CDOT We are still working hard to get the CDOT permanent access permit finalized, but it still may take a few months, which is why we requested Condition 1N to be moved from "Prior to Recording" to 5C, "Prior to Mining" in the Planning Commission hearing We are grateful for the Planning Commission's approval of this change, and request the Board's approval of the change Another condition which is connected to this Condition, is mapping Condition P12, which requires the CDOT access permit number to be put on the map We request that this condition be changed to require us to show and label the CDOT access location, but not have to list the CDOT permit number, since we may have to wait a few months to get the permit number from CDOT [Condition 5B REQUEST] There is another condition in the "Prior to Mining" section, 5B, which we request a slight change — just for clarification It currently reads, "The applicant must obtain an Access Permit in the approved location prior to construction " We know that this condition pertains to the east side's access, so maybe some clarifying language can be added so it reads something like, "The applicant must obtain an Access Permit for the east side of the site in the approved location prior to construction " O [Condition DS 29 REQUEST] There is one Development Standard that we request be modified Development Standard 29 is regarding the water available for employee use The third sentence of the DS refers to a well that does not exist on the property — in fact it's located in Pitkin County We request to have this sentence removed 29 Adequate drinking, hand washing, and toilet facilities shall be provided for employees and patrons of the facility, at all times A permanent, adequate water supply shall be provided for drinking and sanitary purposes The existing well (permit 30833) is recorded, or the applicant has been approved for an early release agreement L G Evenst respectfully requests approval of an "early release agreement" from the Board to allow us to access the mine
