WEDNESDAY, JANUARY 29, 2020
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, January 20, 2020, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:

MINUTES: Commissioner James moved to approve the minutes of the Board of County
Commissioners meeting of January 27, 2020, as printed. Commissioner Moreno seconded the motion,
and it carried unanimously.
El AMENDMENTS TO AGENDA: There were no amendments to the agenda.
CONSENT AGENDA: Commissioner Moreno moved to approve the Consent Agenda, as printed.
Commissioner Kirkmeyer seconded the motion, and it carried unanimously.
PUBLIC INPUT: Steve Teets, Greeley resident, expressed interest in Commissioner Kirkmeyer's
Facebook, post regarding the North Front Range Metropolitan Planning Organization (NFRMPO), which
prioritizes projects regarding transportation, specifically as it relates to the Greeley to Loveland HWY 34
Express and Eaton to Denver Bus System. Mr. Teets was pleased the Commissioners are recognizing
public transportation needs. Another project includes combining the Commuter Rail and the Intracity Bus
System. Commissioner Kirkmeyer explained the goal us to determine funding in the coming years.
Mr. Teets identified the importance of the connectivity, routing, and timing of public transportation.

El PRESENTATIONS:
1) RECOGNITION OF SERVICES, AREA AGENCY ON AGING ADVISORY BOARD - MARY JONES
AND KEN NOREM: Chair Freemen read the certificate for the record, commending Mary Jones for her
voluntary time and commitment. Chair Freeman recognized the efforts of the Area Agency Advisory
Board (AAA) members. Ms. Jones expressed her gratification to the Board for the opportunity.
Chair Freeman also read the certificate recognizing the voluntary services of Ken Norem. (Clerks Note:
The meeting was paused for a photo opportunity.)
11 WARRANTS:
1) GENERAL WARRANTS - JANUARY 28, 2020: Commissioner Kirkmeyer moved to approve the
General Warrants, as printed. Commissioner James seconded the motion, and it carried unanimously.
BIDS:
1) APPROVE BID #B2000001, AWD OR 4X4 SUV'S-PURSUIT RATED (QTY 3) - SHERIFF'S OFFICE:
Rob Turf, Purchasing Department, stated staff recommends awarding the lowest bidder that meets
specifications, Spradley Barr Ford, for a total amount of $75,984.00. The motion to approve said bid as
recommended by staff, was made by Commissioner Kirkmeyer, seconded by Commissioner Moreno,
and it carried unanimously.
la 2) APPROVE BID #B2000002, AWD OR 4X4 SUV-PURSUIT RATED K-9 (QTY 2) - SHERIFF'S
OFFICE: Mr. Turf reviewed staff's recommendation to award the bid to Phil Long Ford, the low bidder
who meets all specifications, for a total of $77,132.00. Commissioner James moved to approve said bid.
The motion was seconded by Commissioner Moreno, and it carried unanimously.
le 3) APPROVE BID #62000003, FULL-SIZE 4X4 PICKUPS OR SUV'S-PURSUIT RATED (QTY 2) -
SHERIFF'S OFFICE: Mr. Turf shared staff requested to award the low bidder that meets specifications,
Phil Long Ford, with a total of $70,748.00. Commissioner James moved to approve said bid as
recommended by staff. Seconded by Commissioner Moreno, the motion carried unanimously.
la 4) APPROVE BID #B2000004, SMALL SUV'S 4 -DOOR AWD OR 4X4 (QTY 4) - SHERIFF'S
OFFICE: Mr. Turf stated staff recommended awarding John Elway CDJR, the lowest bidder meeting all
specifications, for a total of $98,852.00. Commissioner Kirkmeyer moved to approve said bid. The motion
was seconded by Commissioner James, and it carried unanimously.

(QTY 1) - SHERIFF'S OFFICE: Mr. Turf explained staff recommended awarding the lowest bidder, Phil
Long Ford, for a total of $34,646.00. Commissioner James moved to approve said bid as recommended
by staff. The motion, which was seconded by Commissioner Moreno, carried unanimously.

OFFICE: Mr. Turf stated staff recommended awarding Phil Long Ford, the sole bidder, for a total amount
of $29,536.00. Commissioner Moreno moved to approve said bid. Commissioner Kirkmeyer seconded
the motion, and it carried unanimously.

OIL AND GAS ENERGY: Mr. Turf stated staff requested awarding John Elway CJDR, the lowest bidder
to meet all specifications, for a total of $22,845.00. Commissioner James moved to approve said bid. The
motion was seconded by Commissioner Moreno, and it carried unanimously.

approve said bid. The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously.

ATTORNEY'S OFFICE: Mr. Turf stated staff recommended awarding Johnson Auto Plaza, the lowest
bidder, for a total of $53,160.00. Commissioner Kirkmeyer moved to approve said bid. The motion was
seconded by Commissioner James, and it carried unanimously.
11) APPROVE BID #62000012, 3/4 -TON 4X4 PICKUP WITH 8 -FOOT SERVICE BODY
EXTENDED/DOUBLE/SUPER CAB (QTY 1) - DEPARTMENT OF BUILDINGS AND GROUNDS:
Mr. Turf reviewed staff's recommendation to award the lowest bidder, Spradley Barr Ford, for a total
amount of $36,253.00. The motion to approve said bid, as recommended by staff, was made by
Commissioner James, seconded by Commissioner Moreno, and it carried unanimously.
12) APPROVE BID #B2000013, SMALL SUV 4 -DOOR AWD OR 4X4 - DEPARTMENT OF
BUILDINGS AND GROUNDS: Mr. Turf shared staff recommended awarding the low bidder meeting all
specifications, John Elway CJDR, for an amount of $22,845.00. Commissioner Moreno moved to approve
said bid. The motion was seconded by Commissioner James, and it carried unanimously.
13) APPROVE BID #62000014, 3/4 -TON 4X4 PICKUP WITH 8 -FOOT SERVICE BODY
EXTENDED/DOUBLE/SUPER CAB AND SNOW PLOW (QTY 1) - DEPARTMENT OF BUILDINGS AND
GROUNDS: Mr. Turf stated staff requested awarding Spradley Barr Ford, the lowest bidder, for a total of
$44,253.00. Commissioner Kirkmeyer moved to approve said bid. The motion was seconded by
Commissioner James, and it carried unanimously.
14) APPROVE BID #B2000015, MIDSIZED 4X4 SUPER/DOUBLE CAB PICKUP WITH 6 -FOOT
BED MAX WITH 75 -INCHES (QTY 1) - DEPARTMENT OF BUILDINGS AND GROUNDS:
David Springer, Director of Fleet Services, recommended rebidding, as no bidder meets specifications
and the vehicle was no longer available. Commissioner Kirkmeyer requested a work session.
Commissioner Moreno moved to reject said bid. The motion was seconded by Commissioner James,
and it carried unanimously.
le 15) APPROVE BID #62000017, 1 -TON 4X4 EXTENDED CAB WITH 8 -FOOT BED (QTY 1) -
DEPARTMENT OF PUBLIC WORKS: Mr. Turf explained staff recommended awarding the lowest bidder,
Phil Long Ford of Denver, at a total of $33,634.00. Commissioner James moved to approve said bid. The
motion was seconded by Commissioner Kirkmeyer, and it carried unanimously.
11 16) APPROVE BID #62000018, MOTORGRADERS (QTY 2) - DEPARTMENT OF PUBLIC
WORKS: Mr. Turf shared staff requested to award the low bidder, Wagner Equipment, for a total of
$575,986.64. Commissioner Moreno moved to approve said bid. Seconded by Commissioner James,
the motion carried unanimously.

recommended awarding Phil Long Ford of Denver, the lowest bidder, for a total of $38,917.00. The motion
to approve said bid was made by Commissioner Moreno, seconded by Commissioner Kirkmeyer, and it
carried unanimously.

WORKS: Mr. Turf recommended rejecting the bid and rebidding at a later time, as specifications were
not met. Commissioner James moved to reject said bid. Commissioner Moreno seconded the motion,
and it carried unanimously.

CRASH ATTENUATOR (QTY 1) - DEPARTMENT OF PUBLIC WORKS: Mr. Turf reviewed staff's
recommendation to award the bid to McCandless Truck Center, the sole bidder, for a total of $227,792.00.
Commissioner Kirkmeyer moved to approve said bid. The motion was seconded by
Commissioner James, and it carried unanimously.

DEPARTMENT OF HUMAN SERVICES: Mr. Turf declared staff received no responses to the bid for the
second time. He requested the bid be rejected and rebid at a future time.

stated eight (8) vendors downloaded specifications, with two (2) bids received. The Town of Kersey will
review and make a recommendation on February 12, 2020.
44) PRESENT BID #B2000051, CNG 78 -PASSENGER SCHOOL BUS (QTY 1) - WELD COUNTY
SCHOOL DISTRICT RE -9 (HIGHLAND SCHOOL): Mr. Turf stated there were eight (8) vendors who
downloaded specifications and one (1) bid was received. School District RE -9 will make a
recommendation on February 12, 2020.

El 49) PRESENT BID #62000057, PROFESSIONAL SERVICES HAZARD MITIGATION PLAN -
OFFICE OF EMERGENCY MANAGEMENT: Mr. Turf presented the three (3) bids received and stated
staff will make a recommendation on February 12, 2020.
IR NEW ,BUSINESS:
1) CONSIDER APPLICATION FOR FEDERAL HIGHWAY SAFETY IMPROVEMENT PROGRAM (HSIP)
GRANT AND AUTHORIZE CHAIR TO SIGN: Cameron Parrott, Department of Public Works, provided a
brief overview of the $2.6 million allotment for the Highway Safety Improvements Project (HSIP) in Region
4. He explained the State Highway (SH) 392 and County Road (CR) 47 intersection has a history of
accidents, which have increased in number and severity since the 2016-2017 improvements. In 2019,
the Colorado Department of Transportation (CDOT) performed a Signal Warrant Analysis and determined
the intersection meets the warrants for a traffic signal, but they do not intend to install the traffic signal
until 2047. Staff requested a total amount of $600,000.00 for the 2023 HSIP funds (90% federal and 10%
local CDOT), noting Weld County will not be required to contribute any funding but will manage the
project. In response to Commissioner Kirkmeyer, Ms. Parrott confirmed the intersection does meet
warrant #8 in the Manual on Uniform Traffic Control Devices (MUTCD), the roadway network warrant;
however, it does not meet the crash warrant. Commissioner Kirkmeyer moved to approve said application
and authorize the Chair to sign. The motion was seconded by Commissioner James, and it carried
unanimously. At the request of Commissioner Kirkmeyer, the Board directed staff to initiate a discussion
with CDOT concerning funding options for an earlier completion of the project, thus preventing traffic
accidents that may occur prior to 2023.
El 2) CONSIDER CONTRACT ID #3388 2019 HIGHWAY USER TAX FUND (HUTF) ANNUAL
MILEAGE AND CONDITION CERTIFICATION REPORT: Elizabeth Relford, Deputy Director of
Department of Public Works, reviewed the total mileage of the various road types for the record, which
continues to adjust due to municipal annexations. She stated Geographical Information Systems (GIS)
assisted in compiling the report by monitoring annexations and verifying data. Commissioner Moreno
moved to approve said certification report and seconded by Commissioner James, the motion carried
unanimously.
IR 3) CONSIDER TEMPORARY CLOSURE OF CR 84 BETWEEN CRS 21 AND 23: Amy Mutchie,
Department of Public Works, requested temporary closure of CR 84 from February 3, 2020, to
February 9, 2020, for repairs to an existing 12 -inch gas line. Commissioner James moved to approve
said temporary closure. The motion, which was seconded by Commissioner Moreno, carried
unanimously.

e 4) CONSIDER CONTRACT ID #3342 AGREEMENT TO PURCHASE OUT -OF -HOME
PLACEMENT SERVICES AND AUTHORIZE CHAIR TO SIGN - ROCKY MOUNTAIN KIDS:
Jamie Ulrich, Director of Department of Human Services, presented the new agreement, effective July 1,
2019, to June 30, 2020, required to alter the levels of care and rates. The motion to approve said
agreement and authorize the Chair to sign, was made by Commissioner Kirkmeyer, seconded by
Commissioner James, and it carried unanimously.
• 5) CONSIDER CONTRACT ID #3243 MEMORANDUM OF UNDERSTANDING (MOU) FOR
COLORADO CHILD ABUSE AND NEGLECT HOTLINE AND AUTHORIZE CHAIR TO SIGN -
PROWERS COUNTY: Ms. Ulrich presented the terms and provisions for continued Call Coverage
Services through the Prowers County Hotline County Connection Center (HCCC) regarding child welfare
and adult protection services. Commissioner Kirkmeyer moved to approve said MOU and authorize the
Chair to sign. The motion was seconded by Commissioner James, and it carried unanimously.
• 6) CONSIDER CONTRACT ID #3255 AGREEMENT FOR RESPITE SERVICES AND AUTHORIZE
CHAIR TO SIGN — MATTHEW AND YVETTE BERRELEZ: Ms. Ulrich reviewed the terms for a new
respite care provider between October 1, 2019, and June 30, 2020. Commissioner Moreno moved to
approve said agreement and authorize the Chair to sign. Seconded by Commissioner James, the motion
carried unanimously.
le 7) CONSIDER CONTRACT ID #3300 2020 ANNUAL PROGRAM PLAN FOR CHILD SUPPORT
SERVICES AND AUTHORIZE DIRECTOR OF HUMAN SERVICES TO SIGN: Ms. Ulrich requested the
plan receive approval from the board and be submitted with director signature. Commissioner James
moved to approve said program plan and authorize the Director of Human Services to sign. The motion,
which was seconded by Commissioner Moreno, carried unanimously.
• 8) CONSIDER CONTRACT ID #3301 DATA SHARING AGREEMENT FOR TEAM DECISION
MAKING (TDM) PROJECT AND AUTHORIZE CHAIR TO SIGN — NATIONAL COUNCIL ON CRIME
AND DELINQUENCY: Ms. Ulrich presented the non -financial, data sharing agreement for child welfare
projects. Commissioner Moreno moved to approve said agreement and authorize the Chair to sign.
Commissioner James seconded the motion, and it carried unanimously.
• 9) CONSIDER CONTRACT ID #3190 AGREEMENT FOR PROFESSIONAL SERVICES FOR
LEAP OUTREACH INCENTIVE PROGRAM PILOT AND AUTHORIZE CHAIR TO SIGN — UNITED WAY
OF WELD COUNTY: Ms. Ulrich shared the program's goal to increase the number of applications
submitted with all information present and verified. The motion to approve said agreement and authorize
the Chair to sign, was made by Commissioner James, seconded by Commissioner Kirkmeyer, and it
carried unanimously.
10) CONSIDER CONTRACT ID #3264 AGREEMENT FOR PROFESSIONAL SERVICES AND
AUTHORIZE CHAIR TO SIGN - 24 HOUR SIGN LANGUAGE SERVICES, INC.: Ms. Ulrich presented
the agreement's term between January 1, 2020, and December 31, 2020. Commissioner Moreno moved
to approve said agreement and authorize the Chair to sign. The motion was seconded by
Commissioner Kirkmeyer, and it carried unanimously.
IR 11) CONSIDER CONTRACT ID #3282 AGREEMENT FOR PROFESSIONAL SERVICES FOR
FOSTER PARENT PRIDE CO -FACILITATOR AND AUTHORIZE CHAIR TO SIGN — NICOLE WRIGHT:
Ms. Ulrich petitioned Nicole Wright as a co -facilitator for Parent Information Resources, Development
and Education training for potential foster and adoptive parents between January 1, 2020, and

December 1, 2020. Commissioner Kirkmeyer moved to approve said agreement and authorize the Chair
to sign. Seconded by Commissioner James, the motion carried unanimously. In response to
Commissioner Kirkmeyer, Ms. Ulrich confirmed items #12-24 were previously reviewed by the Board by
pass -around memorandums.

ADVISORY BOARD: Commissioner Kirkmeyer moved to appoint Kristen Sigg and reappoint Ron Heil,
Roberta Speyer, James Riesberg, and Leanne Bodine, with a collective term expiration on January 31,
2023. The motion was seconded by Commissioner James, and it carried unanimously.
