James and Kevin D. The buildings were built in 1974 of masonry construction. The subject sits on 4.803 acres of land. Market Approach: Comp 1-509 18th St.,Greeley. 98-unit complex sold 11/29/16 for$7,100,000 or$72,449 per unit. Comp 2- 1715 28th St,Greeley. 36-unit complex sold 4/12/2017 for$2,475,000 or$68,750 per unit. Comp 3-2921, 2931,2941 17th Ave,Greeley. 36-unit complex sold 11/18/2016 for$2,790,000 or $77,500 per unit. The high is$78,000 per unit,the low is$69,000 and the average is$73,000 per unit. A search of rents in Greeley was conducted and it was determined that$825 per month for a 2-bedroom unit was market. Sales of apartments in Greeley reflect a Gross Rent Multiply of 10. By using market rent multiplied by the number of units, multiplied by 12 months,then multiplied by the GRM of 10 creates a market value as described below. $825.00 x 110 units x 12 months x 10 GRM =$10,890,000 or$99,000 value per unit. Reconciliation of Market: After considering two methods of the market approach, it was determined that$85,000 per unit is market for 2-bedroom apartments. Economically Derived Market Adjustment(EDMA): Per the ARL Volume 3 "valuation of rent restricted housing properties that receive below market rent should reflect an economically derived market adjustment(EDMA)due to reduced revenue stream". This adjustment is determined by valuing the property as if it is not rent restricted. Then a comparison is done between the contract rent received and what HUD determines market rent to be. That difference is EDMA. The tax agent provided the assessor' s office with the contract rent for 2017 and 2018 . The difference between the contract rents and the HUD fair market rent was a 21% . Market value was determined to be $ 85 , 000 per unit . By reducing market by 21 % this creates an adjusted market value of $ 67, 150 per unit . To determine a value for this subject, $ 67, 150 is multiplied by 110 units to create a 2019 value of $ 7 , 386, 500 for this rent restricted property . Reconciliation and Summary : It is the recommendation of the assessor' s office to reduce the value of this property to $ 7, 386, 500 for 2019 .
