HomeMy WebLinkAbout740324.tiff RESOLUTION WHEREAS, heretofore and on July 18th , 1974, the Board of County Commissioners, Weld County, Colorado, by resolution did de- clare three apartment houses formerly used for Weld County General Hospital personnel (hospital interns) to be surplus ; and did authorize and direct the Board of Trustees of the Weld County General Hospital to sell said property; and did direct that all monies received there- from be deposited in the County General Fund, and WHEREAS, it has now come to the attention of the Board that the monies for the purchase of said apartment houses came from monies derived solely from hospital services and other sources , in- cluding charitable gifts and contributions to said hospital and not from public tax dollars; and that the monies derived from the sale of said property should have been paid directly to the Weld County General Hospital Depreciation Fund and not to the County General Fund, and WHEREAS, the Board, after reviewing the facts and circumstances of the events leading to the purchase and subsequent sale of said property, has determined that the proceeds of said sales should have been paid directly to the Weld County General Hospital Depreciation Fund and not into the County General Fund. NOW, THEREFORE, BE IT RESOLVED, by the Board of County Com- missioners , Weld County, Colorado, and it hereby authorizes and directs the Weld County Treasurer to refund to the Weld County General Hospital Depreciation Fund the sum of $69 , 222 , being the net proceeds from the sale of the aforementioned property. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 24th day of December, A.D. , 1974 . Our limited review of this matter disclosed the following information: •The Reese Properties were purchased August 1 , 1963 for $130,000 and financed by a 6% note for the same amount. •Net rental income retained by the Public Works Fund-- Hospital Building after interest expense on the $130,000 note from July 9, 1963 to October 31 , 1974 amounted to $3, 027 . 'Principal payments on the $130,000 note were paid from the Public Works Fund--Hospital Building for the period from September 1 , 1963 to May 1 , 1974 and amounted to $75,950. •Gross proceeds received from the sale of the Reese Prop- erties in 1974 amounted to $124,611 . 00. 'Closing costs, engineering survey fees, recording fees, title insurance and publication fees paid by the Weld County General Fund amounted to approximately $1 , 012. •The records of the Weld County General Hospital reflect funds advanced from the Public Works Fund--Hospital Building for the benefit of the Reese Properties amounted to $87, 893.46 as of October 31 , 1974 . •Specific costs relative to capital improvements, furniture and furnishings are not readily available . Weld County, Colorado December 3, 1974 Page 2 Based on this information, we submit the following analysis: Gross sales proceeds $ 124, 611 Deduct Final principal and interest payment on $130,000 note $54, 377 Closing costs and selling expenses 1 , 012 Total deductions 55, 389 Net sales proceeds (presently retained in the Weld County General Fund) $ 69, 222 Payment from the Public Works Fund-- Hospital Building for principal on $130, 000 note $ 75, 950 Deduct Net rental income (cumulative) 3. 027 Net advances made from the Public Works Fund--Hospital Building (ex- cluding capital improvements) $ 72 923 The above mentioned information and analysis indicates that the Public Works Fund--Hospital Building has advanced funds in excess of the net sales proceeds by $3, 701 ($72 ,923 less $69, 222) plus the cost of capital improve- ments, furniture and fixtures which are unknown at this time. The Public Works Fund--Hospital Building which is now known as the Weld County General Hospital Depreciation Fund was established to provide funds for equipment, repairs and remodel of buildings and equipment and other general non-operating expenses of the hospital. Revenues deposited to this fund have consisted primarily of funded depreciation and net rental income of the Mead Hall and Reese Properties. If it is the intent of the County to return the proceeds from the sale of real estate and improvements to the Fund that purchased the property, then it appears the net sales proceeds should be transferred to the Weld County General Hospital Depreciation Fund. Additionally, since the net sales proceeds do not exceed the identifiable advances from this Fund, the transfer appears to be appropriate. However, we recommend this matter be reviewed with your legal council for compliance with statutory authority. NOTICE TO BIDDERS: Sealed written bids will be received at the Office of the Assistant Administrator, Weld County General Hospital , Greeley, Colorado until Tuesday, December 11 , 1973 at 3:00 p.m. for purchasing an Apartment House Complex. 2. INSTRUCTIONS TO BIDDER: Proposals shall be type written or written in ink on the forms furnished. Officials of Corporations shall designate their official title. Partners or sole owners shall so state, giving the names of all interested parties. All corrections or erasers shall be initialed by the person signing the deal should their bid be accepted. Any proposal which fails to comply with the literal letter of these instructions may be rejected forthwith. In submitting a bid, the bidder agrees that acceptance by the County within a reasonable time, up to 60 days , shall constitute a contract. The Board of Weld County Commissioners and the Board of Trustees for the Weld County General Hospital reserves the right to reject any or all bids, to waive any informalities in bids and to accept the bid that in the opinion of the Boards is to the best interest of the Boards and of Weld County, Colorado. DESCRIPTION OF PROPERTY: The Complex consists of one (1 ) seven unit apartment house with one (1 ) two bedroom apartment and six (6) one bedroom apartments, two (2) duplexes , each with two bedroom apartments. DESCRIPTION OF IMPROVEMENTS: Seven Unit Apartment House: This property is a one and one-half story, white brick building covering a ground area of 40' x72' . The upper level contains three apartment units. No. 1 contains 1440 sq.ft. divided into two bedrooms , two baths , living room, kitchen, utility area, ample closet space and one-fourth of the stairway area. No. 2 and No. 3 each contains 720 sq.ft. divided into one bedroom, one bath, living room, kitchen, ample closet space and one-eighth of the stairway area. The lower level. contains four apartment units. No. 4, 5, 6 and 7 each contains 720 sq.ft. divided into one bedroom, one bath, living room, kitchen, appliances such as ranges , refrig- erators , fan and food disposers. No. 1 unit has a dishwasher. All the units have carpet and drapes in varying degree of condition. All of the units have separate furnaces. No. 1 unit has an air conditioning unit and is the only unit having more than one entry. No. 1 unit was designed as the owner's apartment and could be con- verted into two (2) one bedroom units. 9. DUPLEXES: These two duplexes have similiar features with respect to construction but is red brick one and one-half story and covering a ground area of 1 ,040 sq.ft. each plus outside stairways and stoops. Each apartment unit in each duplex contains 1 ,040 sq.ft. which is divided into two bedrooms, one bath, kitchen and living room. Kitchen appli- ances consists of separate ovens, range tops , refrigerator, fans , clothes washers, and food disposers. Each of the units have carpet and drapes in varying degrees of con- dition. The upper units have unit air conditioners. 10. CARPORTS: The largest carport on the site covers a ground area of 21 'x49' divided into four (4) one car stalls and four (4) enclosed storage areas measuring 4' x4'6" each to be used by the tenants of the duplex. A space for a clothes dryer between the storage areas is also located in the carport. Construction features include a concrete floor, bricked in storage areas , steel pipe supports, steel I-beams, hip-roof with asphalt shingles. Each stall and storage area is numbered to compliment the duplex unit it belongs to. The smaller carport covers a ground area of 20'x22' with room for two cars. Construction features are similiar to the four stall carport except that no storage areas are provided. 11 . LAUNDRY STORAGE BUILDING: This frame building covers a ground area of 10' x20' divided into a laundry area for the tenants of the seven unit apartment house and a lawn equipment storage area. The building has a concrete floor, hip-roof with asphalt shingles and is in good condition. 12. MISCELLANEOUS IMPROVEMENTS: Other on-site improvements consists of 225 lineal feet of board fence along the east side of the site and part way along the south side. 80 lineal feet of chain length fence which with part of the board fence encloses a play area in the southeast corner of the site. 2300 sq.ft. of concrete parking outside the carport area, 1650 sq.ft. of concrete driveway, 300 sq.ft. of concrete walks , 500 sq.ft. of concrete stoop, steps and planters , and approximately 19,350 sq.ft. of lawn and landscaped area. 13. FURNITURE: There are numerous pieces of furniture in the various living units which will be con- sidered a part of the property but bidders will have the opportunity of purchasing the complex with or without the furniture.
