HomeMy WebLinkAbout20202693.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO WEDNESDAY, SEPTEMBER 2, 2020 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, September 2, 2020, at the hour of 9:00 a.m. Eli ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Mike Freeman, Chair Commissioner Steve Moreno, Pro -Tern Commissioner Scott K. James Commissioner Barbara Kirkmeyer Commissioner Kevin D. Ross Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Bri White Controller, Barbara Connolly PA MINUTES: Commissioner James moved to approve the minutes of the Board of County Commissioners meeting of August 31, 2020, as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. El AMENDMENTS TO AGENDA: There were no amendments to the agenda. CONSENT AGENDA: Commissioner Kirkmeyer moved to approve the Consent Agenda, as printed. Commissioner James seconded the motion, and it carried unanimously. PUBLIC INPUT: No public input was given. El PRESENTATIONS: 1) RECOGNITION OF SERVICES, WELD COUNTY FAIR BOARD — NEIL TEMMER: Chair Freeman read the certificate for the record. IR PROCLAMATIONS: 1) WORKFORCE DEVELOPMENT MONTH - SEPTEMBER 2020: Chair Freeman read the proclamation for the record. Tami Grant, Deputy Director of the Department of Human Services, recognized the devoted team, as they have done a fabulous job responding to employment needs over the years, and stated they were the first County to be recognized as a high -performing board, and have remained the only one in the State for the past two (2) years. Furthermore, she detailed the upcoming events to continue local support and aid businesses in navigating through the COVID-19 Pandemic Health I°/ao Minutes, Wednesday, September 2, 2020 Page 1 2020-2693 BC0016 Emergency obstacles. Matthew Hortt, Executive Director of the Highplains Library District, thanked the Commissioners and the variety of resources in place to aid those in need. The Board, consecutively, gratified the team's outstanding effort to support the community with employment needs, especially during the COVID-19 Pandemic Health Emergency, and expressed their pride in the team's engaged role as a pillar to the community. (Clerk's note: The group gathered for a photo opportunity). WARRANTS: 1) GENERAL WARRANTS - SEPTEMBER 1, 2020: Commissioner Moreno moved to approve the General Warrants, as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. ItIJ BIDS: 1) APPROVE BID #B2000162, PUBLIC WORKS PARKING LOT -LIGHTING AND ELECTRICAL - DEPARTMENT OF BUILDINGS AND GROUNDS (CONT'D FROM 8/26/2020): Rob Turf, Purchasing Department, stated two (2) bidders did not meet specifications and introduced Eckstine Electric Company as the lowest bidder who met specifications, for a total amount of $146,206.00. Commissioner Ross moved to approve said bid, the motion was seconded by Commissioner Moreno, and it carried unanimously. 2) PRESENT BID #B2000169, 35TH AVENUE TOWER SITE EXTERIOR LIGHTING - DEPARTMENT OF BUILDINGS AND GROUNDS: Mr. Turf stated staff received eight (8) bids and will make a recommendation on September 16, 2020. k NEW BUSINESS: 1) CONSIDER CONTRACT ID #4051 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN - WINSTON AND NIKKI HAMMOND: Jamie Ulrich, Director of the Department of Human Services, presented the new foster care provider in Lochbuie, Colorado. Commissioner James moved to approve said contract and authorize the Chair to sign. The motion was seconded by Commissioner Kirkmeyer and it carried unanimously. 2) CONSIDER CONTRACT ID #4054 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN -AUSTIN AND NICHOLE SNOW: Ms. Ulrich introduced the new foster care provider in Windsor, Colorado. Commissioner Moreno moved to approve said contract and authorize the Chair to sign. Seconded by Commissioner James, the motion carried unanimously. ---' 3) CONSIDER CONTRACT ID #4063 AGREEMENT CONCERNING PURCHASE OF A TEMPORARY CONSTRUCTION EASEMENT FOR IMPROVEMENTS TO COUNTY ROAD 86/33A BRIDGE PROJECT AND AUTHORIZE CHAIR TO SIGN ANY NECESSARY DOCUMENTS - LAVERNE FIOLKOSKI: Tiffane Johnson, Department of Public Works, detailed the improvements to Bridge 86/33A will include the purchase of a temporary construction easement at a cost of $300.00, effective until September 1, 2021. Commissioner James moved to approve said agreement and authorize the Chair to sign any necessary documents. The motion, which was seconded by Commissioner Moreno, carried unanimously. Minutes, Wednesday, September 2, 2020 Page 2 2020-2693 BC0016 4) CONSIDER CONTRACT ID #4064 AGREEMENT CONCERNING PURCHASE OF A TEMPORARY CONSTRUCTION EASEMENT FOR IMPROVEMENTS TO COUNTY ROAD 29/68A BRIDGE PROJECT AND AUTHORIZE CHAIR TO SIGN ANY NECESSARY DOCUMENTS - FRITZLER FARMS, LLC: Ms. Johnson shared the improvements to Bridge 29/68A require the purchase of a temporary construction easement at a cost of $300.00, effective until September 1, 2021. Commissioner James moved to approve said agreement and authorize Chair to sign any necessary documents. Commissioner Ross seconded the motion and it carried unanimously. 5) CONSIDER TEMPORARY CLOSURE OF CR 59 BETWEEN CR 10 AND STATE HWY 52: Amy Mutchie, Department of Public Works, stated the closure will occur between September 15, 2020, and September 18, 2020, to replace a damaged drainage culvert and noted water will be used for dust control along the detour route. Ms. Mutchie shared message boards will be placed further away from the nearby school's access point, as to not impede on the busing system, and assured the closure will not impact the sileage harvest. Commissioner Moreno moved to approve said closure. The motion was seconded by Commissioner James and it carried unanimously. 6) CONSIDER RENEWAL APPLICATION FOR A TAVERN (COUNTY) LIQUOR LICENSE AND AUTHORIZE CHAIR TO SIGN - EL CENTENARIO ENTERTAINMENT, LLC, DBA EL CENTENARIO NIGHTCLUB: Bob Choate, Assistant County Attorney, detailed the property location and shared the Building Inspection Division's, recommendation for approval with the condition the applicant completes the building permit within three (3) months. Mr. Choate clarified the Board's independent authority to approve the renewal application without it being contingent upon the finalization of the building permit and Commissioner James suggested this approach, as the County has separate processes in place to ensure the building permit completion. The motion to approve said application and authorize the Chair to sign was made by Commissioner James, seconded by Commissioner Ross, and it carried unanimously. le 7) CONSIDER REAPPOINTMENT AND APPOINTMENT TO WELD COUNTY FAIR BOARD: Commissioner Moreno moved to approve said reappointment and appointment. The motion was seconded by Commissioner James and it carried unanimously. le 8) CONSIDER ACCEPTANCE OF ASSESSED VALUATION OF ALL TAXABLE PROPERTY AND MASTER PROTEST LOG - REAL AND PERSONAL PROPERTY: Brenda Dones, Weld County Assessor, presented the total assessed valuation of taxable real, personal, and oil and gas property for the 2020 assessment year. She stated 2020 is an intervening year, meaning the master protest log only displays the revaluation of business and personal property, oil and gas, and new construction. Ms. Dones shared the increase in the residential, commercial, and industrial assessed value from the previous year is due to new construction resulting from County population growth, with a combined increase of nearly $450,000,000.00. Furthermore, she expressed the stated valuation was offset by the decrease in the oil and gas assessed value of $912,354,740.00. She stated the overall taxable value decreased from an amount of $15,732,447,240.00 in 2019 to an amount of $15,415,226,340.00 in 2020, meaning there was a 2.02% decrease overall. Ms. Dones clarified there are wide swings in each taxable assessed value class due to the drilling of new wells and the County -wide assessed value of $15,415,226,340.00 is subject to change as a result of appeals. She also stated the assessor level real property protest period is complete with 751 total property appeals, which is less than 1% of the total accounts, 141 of which were adjusted. She presented the assessor level appeals for personal property and oil and gas is also complete, with a total of 361 personal property appeals and 420 oil and gas appeals, adjusting all but 27 of those accounts because certain equipment needs were not originally listed. Ms. Dones reviewed the upcoming hearings to finalize other valuation and complete the abstract. The motion to approve said Resolution was made by Commissioner Moreno, seconded by Commissioner Kirkmeyer, and it carried unanimously. (Clerk's Note: title administratively updated post hearing).
