RESOLUTION
RE: CONTRACT P-2A, PROJECT NO. COLORADO P-116 BETWEEN WELD
COUNTY, COLORADO, AND THE LARIMER-WELD REGIONAL PLANNING
COMMISSION.
WHEREAS, the Larimer-Weld Regional Planning Commission
and the Planning Departments of Larimer and Weld Counties, and
the Cities of Greeley and Loveland, Colorado, have indicated
that it is in the best interest of the people of the respective
counties and cities and the regional jurisdiciton as a whole to
enter into a work program contract for the year 1973-1974; and
WHEREAS , the copy of said contract P-2A, Project no.
Colorado P-116 is attached hereto and made a part of this reso-
lution by reference ; and
WHEREAS, the County Commissioners of Weld County,
Colorado, approve said contract as it affects Weld County,
Colorado, and approve the contract between Weld County, Colorado,
and the Larimer Weld Regional Planning Commission, together with
the Scope of Services attached thereto designating a project or
projects to be performed by Weld County, Colorado.
NOW, THEREFORE, BE IT RESOLVED, by the County Commis-
sioners of Weld County, Colorado, that the contract no. P-2A,
project no. Colorado P-116 and the contract between Weld County,
Colorado, and the Larimer-Weld Regional Planning Commission
together with the Scope of Services attached thereto be and
the same are hereby approved.
The above and foregoing Resolution was, upon motion

CONTRACT ��
This agreement effective on the 42/4! day ofX(e),,bre-,
1973, by and between the Larimer-Weld Regional Planning Com-
mission, party of the first part hereinafter referred to as
Commission, and Weld County, party of the second part here-
inafter referred to as County;
MUTUALLY AGREE AS FOLLOWS :
A. The Commission hereby agrees to engage the County
and the County hereby agrees to perform the scope of services
hereinafter set forth and attached hereto, in connection with
the project or projects of the Commission under Comprehensive
Planning Assistant Contract No. P-2A, project number Colorado
P-116 Colorado Department of Local Affairs;
B. The County shall perform all the necessary services
provided under this contract in connection with and respecting
the Area-wide Planning Jurisdiction of Larimer and Weld counties
referred to by the Colorado Division of Planning as Region 2 ;
C. The County shall do, perform, and carry out, in a
satisfactory and proper manner, as determined by the Commission,
work elements as provided in the attached Scope of Services pro-
vided such work elements otherwise are encompassed by the County
powers and functions. The County agrees that it will assign per-
sonnel from its planning department or other departments that
are qualified to perform the work that is contracted herein;
D. The services of the County are to commence as soon
as practicable after execution of this contract and shall be
undertaken in su sequence as to assure completion of this

E. The Commission agrees to reimburse the County
two-thirds (Z/Vf all eligible project costs up to but not
exceeding the amount paid to the Commission by the Colorado
Department of Local Affairs;
F. The Commission shall make such payments to the
County upon receipt of appropriate form approved by the Com-
mission indicating eligible service and materials and upon the
Commission' s receipt of funds from the Colorado Department of
Local Affairs;
G. The performance of the service required hereunder
will be under the general supervision of the Coordinator of the
Commission, who is designated as the planner-in-charge of the
work program agreed upon between the Larimer-Weld Regional
Planning Commission and the Colorado Department of Local Affairs;
H. The County shall submit to the Coordinator of the
Commission monthly reports containing a progress report or in-
formation in a form prescribed by the Commission.
IN WITNESS WHEREOF, the parties hereto have executed
this Agreement as of the day and year first above written.

DIVISION OF PLANNING.
COMPREHENSIVE PLANNING ASSISTANCE GRANT CONTRACT
Project No. Colo. P- 116 Contract No. Colo. P- 2A Region No. 2
PART I
THIS AGREEMENT, consisting of this Part I and the Terms and
Conditions forming Part II hereof (which parts, tqgether, are herein called the
"Cor tract"), effective on the 1st day of JGly • , 19 73 , by
between the Colorado Division of Planning, party of th^ first part (hereinafter
referred to as the "Planning Agency"), and the Larimer-Weld Regional Planning
Commission party of the second part (hereinafter referred to as the
"Contractor"),
NOW, THEREFORE, the parties mutually agree as follows:
A. EMPLOYMENT OF CONTRACTOR. The Planning Agency hereby
agrees to engage the Contractor and the Contractor hereby agrees to perform the
services hereinafter set forth in connection with the Project of the Planning Agency
under Comprehensive Planning Assistance Grant Contract No. P-116
B. AREA COVERED. The Contractor shall perform all the necessary
services provided under this Contract in connection with and respecting the following
area or areas, herein called the "Planning Area": All areas within the Countie$
of t arimer and Weld, Colorado
C. SCOPE OF SERVICES. The Contractor shall do, perform, and
carry out, in a satisfactory and proper manner, as determined by the Planning
Agency, all work elements as indicated on the attached form "Scope of Services" .
D. TIME OF PERFORMANCE. The services of the Contractor are to
commence as soon as practicable after the execution of this Contract and snail be
undertaken in such sequence as to assure completion of this Contract by
June 30, , 19 74 •
E. COMPENSATION. The Planning Agency agrees to reimburse the
.Contractor two-thirds (2/3) of all eligible project costs up to but not
exceeding Forty Thousand Seven Hundred and Seventy Dollars
($ 40,770.00 )• Such compensation shall be the Federal Government's
share of a total project amount of Sixty-one Thousand One Hundred Fifty-five .Dollars
($ 61 ,155.00 ), including Twenty, Thousand Three Hundred Eighty-five Dollars
($ 20,385.00 ), as a contribution from the Contractor. It is further understood
and agreed by the above parties, that should the Department of Housing and Urban
Development disapprove this Contract or refuse or fail to make the grant to the State
of Colorado, as contemplated by this Contract, then this Contract shall be void and
shall not be binding on any parties of the Contract.
F. METHOD OF PAYMENT. The Planning Agency shall make such re-
imbursement to the Contractor on receipt of appropriate form supplied by the
Planning Agency indicating eligible services and materials in conformance with
requirements set by the Planning Agency. Such billing shall be filed at least
quarterly and shall certify that the Contractor has performed according to Part I,
Section C, Scope of Services, which is part hereof. The sum of Four Thousand
and Seventy-seven Dollars ($ 4,077 .00 ), which is
ten percent (10%) of the total reimbursement shall be payable at the termination
and final approval of the Project N by the Department of Housing and Urban
Development and transmittal of funds by said Department. It is expressly understood
and agreed that in no event will the total compensation and reimbursement, if any to
be paid hereunder, exceed the maximum amount of Forty Thousand Seven Hundred
and Seventy Dollars ($ 40,770.00 ), for all the services required.

`rector of the Larimer Wald Regional Planning Commission.
CA Juiy 25th, 1973 an offer was tendered to Richard McRevey to become
cha regional permanent director. We expect Mr. McRevoy to accept the
position and to take over the position the end of August 1973.

G. RESPONSIBLE PLANNER. The performance of the services
required hereunder will be under the direct s.,pervision of .Dizni e( EI I 'L, +'1
who is hereby designated as the planner-in-charge of this work
program and wno meets the qualifications as required by the Planning Agency.
At any time the planner-in-charge is not assigned to this project, the Con-
tractor shall immediately notify the Planning Agency and work shall be sus-
pended on the project until a planner-in-charge has been so assigned who is
acceptable to the Planning Agency.
PART II
A. CONDUCT OF THE STUDY. The Contractor shall submit
to the Planning Agency once during each calendar quarter tnrougnoutthe
term of this Contract a progress report containing information in a form pre-
scribed by the Planning Agency. He shall also provide adequate notice of
meetings scheduled with local officials in order that, if deemed necessary by
the Planning Agency, a representative of the Planning Agency might be in attendance
B. CONTRACT REFERENCES. The Contractor agrees to the
following items set forth in HUD Handbook II, Comprehensive Planning Assistance,
Managing a Grant; July, 1971 , Appendix 5, Guide Form of Contract for Personal
Services. Contract items number 5, 9, 10, 1 1 , 12, 13, 14, 15, 16, 17, 18, 19,
20, and 21 . .
IN WITNESS WHEREOF, the Parties hereto have executed this
Contract the day and year first above written.
This Contract shall not be deemed valid until it shall have been
approved by the Controller or such assistant as he may designate.

This item includes the management an
administration of the Larimer-Weld
Regional Planning Commission in-
cluding all ongoing activities. This •
includes fiscal controls and reporting,
public information, public partici-
pation, negotiation of contracts, and
necessary coordination according to
the needs of each project and the
general office activities.
2.2. 1 LAND USE BASE STUDIES --- $ 500 $ 500 $ 500 $ 1 ,500
Work under this category consists of
transcription of soils information on
to the base maps appropriate for
planning use for both Larimer and Welld
Counties. Information will be obtained
from soil scientists working in the
field for the U. S . Soil Conservation
Service. The SCS will divide the
soils into major groupings that define
major problems, such as steep soils,
wet soils, high shrink-swell soils,
restricted soils (flood potential) and
relatively favorable soils.
After the information is submitted to
the county planning office, the work
will be transcribed to maps of the
proper scale. Work will be performe
by staff in both Larimer and Weld •
Counties.
The final produce will be a series of
maps with each soil type delineated
upon the maps. Three copies of
representative maps shall be provided
to the Division of Planning.

In order to develop and maintain a
quantitative inventory of housing
and households in the planning juris-
diction, an inventory shall be made
so as to permit comparison of fore-
cast to actual development as follows:
1 . Existing housing by types
2. Quality of housing
3. Existing zoning and housing progr ms
4. Public housing programs
The inventory of existing housing and
monitoring of new housing constructioi
will be included in this program.
Inventory data will. be recorded on
computers so that quick print-outs ca be
made to show the amount of housing
available and the trends in construction.

on housing by the Bureau of tha Census.
To this will be added any current
information available, and housing
construction from permits issued by
governmental units.
Methods will be devised so that copies
of building permits will be received •
in a central office and information
then transferred to computer cards.
Methods for data file-maintenance wil
be a large part of this planning progra .
The end product of this work will be
the inventory and the development of
a Housing Allocation System. Twenty
five copies of a summary report on
work accomplished shall be provided
to the Division of Planning
2.4.4 FUNCTIONAL OPEN SPACE

A functional open space planning pro-
gram shall be developed for APJ 1 an
APJ 2, which are comprised by the
Ft. Collins, Greeley, Ft. Lupton •
area and the mountainous Estes Park
area.
Planning activities will vary from
APJ to APJ according to the availa-
bility of data. Both a short range (5 y-ar)
and a long raange (20 year) Capital
Improvement Program for each APJ
will be parpared, as part of the Open
Space Functional Program. The
specific planning activity for pre-
paration of an Open Space Functional
Program shall be as follows:
1 . Define projects necessary to
implement the Comprehensive Open
Space Plan of the Region.
2. Compare projected needs on the
adopted Comprehensive Open Space
Plan to existing capacity and present
facilities.
3. Where capacity is insufficient to
handle the forecasted needs, a pro-
ject is so identified. The project
recommendations shall be of three
types:
a. New construction or acquisition
b. Upgrading of existing facilities
c. Major improvements to existing land
4. Develop preliminary cost estimates
and compare with forecasted funds
available.
5. Assign projects and priorities to
a unit of government
6. List all projects and priorities to
a unit of government, both for regional and

The coordination of the functional
planning program shall rest with the
Larimer-Weld Regional Planning
Commission in order to assure
decisions based on common guidelines
and that a "sense of regional direction '
is established. In developing the
programs, the member governments
of the Larimer Weld Regional Plan-'•
ning Commission will be required .
and encouraged to work with staff in
recommending sites, judging and usin
their legislative powers for the
development and implementation of a
functional open space plan.
The end product for this work shall .
consist of a Functional Plan Document
including the listing of priority pro-
jects, along with jurisdictional
responsibility, appropriate cost esti-
mates, appropriate maps, charts and
other graphics to make the program a
clear as possible. Additional docu-
mentation produced jointly by the APO
and the local jurisdictions shall includ
1 a procedural manual indicating tech-
niques, methodologies and assumption
utilized in preparing the functional op n
space programs. •

As a part of the City's parks and
recreation planning program, this
study will consist of two basic areas
of inquiry: First, the present parks
and recreation situation in the city,
including the current parklands inven-
tory, the demands imposed by growin
population and the City's past respons
in providing parklands and open space
facilities. Second, recommendations
will be required relating to means and
methods of correcting any deficiencie
in the City's Parks and Recreation
program.
Twenty-five copies of a final study
report shall be provided to the
Division of Planning.

b. Estes Park Mountain Ecosystem

As part of a comprehensive plan for
mountainous lands in Larimer County,
a pilot land use suitability study will
be conducted in the Estes Park Area.
A detailed study will be conducted to
compile map data on natural land
capabilities and existing land use, an
interpret such data for future land use
potentials, including analysis of vario s
planning alternatives.
A detailed series of maps depicting
characteristics and land use capa-
bilities will be provided for the six
Estes Park quadrangles. Land use
principals based upon land suitabilitie
will be written for the Estes Park stu y
area and then applied to all mountain° s
lands in Larimer County. A report
will be published for the Estes Park
pilot project, twenty-five of which
shall be provided to the Division of
Planning.

A comprehensive plan for the flat
land portion of Larimer County will
be developed by county staff and will
include input from the municipalities f
Loveland, Ft. Collins, Wellington,
Berthoud and Timnath. Plan will
augment the Larimer-Weld regional
comprehensive plan and also take into
consideration the regional drainage
analysis, open space plan, functional
water and sewer plan and the housing
studies as related to Larimer County.
It is anticipated that an interim plan will
be submitted for adoption by Larimer
County Commissioners in September
of 1973. The interim plan would be

based upon existing inventory, and would
be utilized in preparation of the final
plan which is scheduled for completion
June 30, 1974. Twenty-five copies of
the final flat land area plan shall be
provided to the Division of Planning.

A drainage planning study shall be con-
ducted in order to determine the quantity
and character of storm water run-off
from two major drainage basins in whi h
there is large scale development. Teh
study will be conducted by a consultant
approved by the City Council.

Technical assistance shall be provided
to nineteen incorporated towns in the
County in light of two major goals:
1 . To provide the basic ordinances
and procedures for effective planning
and implementation by local officials.
2. . To provide for coordination in the
planning process among all levels of
government in the County.
Assistance to be provided by Weld
County staff, will include updating and
revising zoning regulations, adopting
subdivision regulations, adopting
•
annexation procedures and compre-
hensive plan adoption. Proposed
annexations, subdivisions and
annexations to the towns will be re-
viewed by the planners. Some time
will also be spent training local
building inspectors under the super-
vision of the Weld County Building
Inspector.
