Weld County Department of Public Health and Environment Second Floor Hearing Room 210 & via skype The Weld County Board of Health met on November24, 2020, at 9:00 a.m. in the second -floor hearing room of the Weld County Department of Public Health and Environment and by via skype. Those present included: Board Members: Nicholas Berryman, Bree Lukens, James Kuemmerle, Sandra Owens, Katerie Lauck and Jeff Reck. Others: Katie Sall and Lauren Light Environmental Health Presenter Jason Maxey Director — Oil & Gas APPROVAL OF AGENDA The meeting was called to order at 9:01 AM. A motion was made by Jeff Reck to approve the agenda as presented. Katerie Lauck seconded the motion and the motion was carried unanimously. APPROVAL OF MINUTES The board approved the minutes of the October 27, 2020 meeting. A motion was made to approve by Bree Lukens and Jeff Reck seconded the motion and the motion was carried unanimously. BUSINESS Biosolids Renewals Veris Environmental, LLC- Katie Sall presented 24 biosolids renewal applications. No public comments or concerns were received. Environmental Health recommends approval. DS -200107, DS -200114, DS -200419, DS -200433, DS -200439, DS -200630, DS -200631, DS -200632, DS -200633, DS -200634, DS -2000809, DS -2000832, DS -2000833, DS -201009, DS -201010, DS - 201112, DS -201113, DS -201114, DS -201212, DS -990031, DS -200606, DS -1700011, DS -1700012 and DS -1700013. A motion was made by Jeff Reck to approve the renewals. Sandra Owens seconded the motion and the motion was carried unanimously. Co -tvn: COL+.onS 12 /0'1/2.0 2020-3588 PRESENTATIONS Jason Maxey Director — Oil & Gas Weld County Oil & Gas Active Status wells is 39%. Weld County Oil & Gas has 67% pending applications for form 2. (each & every location). Weld County Oil & Gas has 64% pending applications for form 2A. (1 or more wells on location). Weld County Oil & Gas approved permits for 2019 — 173 Form 2A & 1,614 for 2. Weld County Oil & Gas approved permits for 2020- 95 Form 2A & 1,007 for 2. We hope to rebound in 2021 Weld County Oil & Gas Energy department was created by the Board of County Commissioners on July 8, 2019 and the department officially opened on August 5, 2019. We firmly established local control over mineral resources in unincorporated Weld County. The delegation of more local control was included in SB 181. We are responsible for permitting (land use approval), regulating and enforcing surface regulations related to oil & gas locations. We are staffed with 12 employees who are responsible for the enforcement of county regulations which ensure the health, safety and welfare of the public and the environment. Weld County has NEW 1041 WOGLA code. We take a look at all new proposed oil & gas locations with l well or multi wells. Applications are reviewed by staff, pre -application meeting is a requirement. 1041 WOGLA notice sent by the operator no less than 1 month or no later than 6 months prior to application. A 1041 WOGLA hearing is scheduled and a legal notice is put in the paper letting people know of the hearing. Weld County Oil & Gas has a monthly flyer that can be found at www.weldgov.com Staff Discussions- Bree Lukens, Tim Annable and Nicholas Berryman meet with the County Commissioners and the are looking forward to getting more involved with a advisory role. A motion by Jeff Reck to adjourn the meeting and was seconded by James Kuemmerle. Meeting was adjourned at 9:55 am. Next meeting is Tuesday, January 25, 2021.
