RE: APPROVE CONCURRENCE WITH PLAN FOR PERMANENT TRANSPORTER
ERECTOR ROUTE CHANGE TO ACCESS FRANCIS E. WARREN AIR FORCE BASE
MINUTEMAN III LAUNCH FACILITIES
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, by Resolution #63-0148, dated April 3, 1963, Weld County agreed to assume
the responsibility of maintenance and snow removal on County Roads identified within
Attachment A to said Resolution, to access and serve the Francis E. Warren Air Force Base
Minuteman Missile Complex located in Weld County, and
WHEREAS, the Board has been presented with a letter from the U.S. Department of the
Air Force, dated March 25, 2020, a copy of which is attached hereto and incorporated herein by
reference, requesting a permanent Transporter Erector route change as follows: 1-80 Exit 396
(Burns — Carpenter) south on Laramie County Road 214, to Weld County Roads 390 and 105, to
State Highway 14, resulting in a route that is 12 miles shorter, involves less traffic, and avoids a
railroad crossing, and
WHEREAS, after review, and upon a supportive recommendation from the Department of
Public Works, the Board deems it advisable to approve concurrence with said plan.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the plan for a permanent Transporter Erector route change as detailed
above, be, and hereby is, approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 20th day of April, A.D., 2020.

Brief description of the problem/issue:
Weld County has a Maintenance Agreement with the United States Air Force to serve the F.E. Warren AFB
Minutemen Missile Complex in Weld County dated April 3, 1963.
The Air Force is asking for a permanent Transporter Erector route change to access the Minutemen III Launch
Facilities. The change would involve the Air Force using Weld County Road 390 and 105 to Hwy 14. This route
is 12 miles shorter, less traffic and avoid railroad track crossings for their transports.
What options exist for the Board? (Include consequences, impacts, costs, etc. of options)
1) The Board may agree to accept this route change as outlined.
2) The Board may decide not to accept this route change.
Recommendation:
Public Works recommends accepting this route change.

F. E. Warren AFB is considering a permanent Transporter Erector (TE) route change to access
Minuteman III Launch Facilities in Weld county Colorado and is requesting concurrence with the
following plan.
Launch Facilities in the Mike and November flight areas in Colorado are currently accessed via I-
25 south then east on West College Drive in Cheyenne then on US 85 south to Ault Colorado and
then east again on Colorado 14. It has been proposed that with the pavement completion of Weld
county roads 390 and 105 to Colorado 14, that this primary access route be changed to I-80 exit
386 (Bums - Carpenter) south on Laramie County Road 214 to Weld County Road 390 and 105 to
Colorado 14. The advantages of this proposed route change include being over 12 miles shorter,
avoidance of turning across traffic in Ault and then immediately crossing an active railroad. This
route change would also avoid the growing congestion on College drive and South Greeley
Highway in southern Cheyenne.
The State of Wyoming and Laramie County have verbally agreed to this proposed route change
and are currently in the process of completing the formalization of authorization through their
chain of command.

RESOLUTION
MESAS need has boon recognised for approximately 111 milcs of
(Wanes access roads to serve the Francis E. Barran AJ,B. Minnesotan Missile
Complex in Weld County, Attachment 'A* shows the locations of these defense
access reads within the said county. .
WHEREAS the United States Air Force and the Bureau of Public Roads\
have node en exaadaation of the area and have detsrminsd the necessity of
establishing, isiproving and constructing Cho defense access roads as shown/
on Attachment "A",
MUMS it is necessary that adequate and satisfactory arrangement
and assurances be ands end given for continuing maintenance and snow removal
on the above rationed roads after their construction, and the Board of
Coanissioners of Weld County, Colorado, is prepared to assume that
responsibility to the saws extant that it performs maintenance and snow
removal en other county roads, and it is understood that no specific
meintenanoe priority is to be given this, roads by reason of this Resolntion.

RESQRED, That for and in consideration of the construction of
defense access roads shown on Attachment "A" in Held County, Colorado, by
the Bureau of Public Roads, acting in conjunction with the United states
Air Force, the County of Meld in the State of Colorado, by its Board of
County Coasriasioners, shall, and it does hereby agree to maintain said roads
and kesp them in suitable repair for such use as the roads were constructed
and in the manner set forth above.

SPECIAL CONSTRUCTION REQUIREMENTS
COLORADO PROJECT NO. R -AD 36(1)
CONSTRUCTION SCnDULE
The work on this project shall not begin prior to September 15, 1963, and
shall progress in groups according to the following sequence:
A. 1963 Construction Season
Phase 1 Roads 38, 39 and 40 in Area I
Phase 2 Roads 41, 42 and 30 in Areas M and S
Phase 3 Roads 37, 36 and 25 in Areas 3 and L
Phase 4 Roads 31, 32 and 35 in Area M
Phase 5 Roads 27 and 28 in Areas L and M
Phase 6 Roads 16, 19 and 18 in Area N
If a prolonged Fall construction season developes, the work may progress
into the following schedule B after approval by the Engineer.
B. 1964 Construction Season
Phase 1 Roads 34, 33 and 43 in Areas L and M
Phase 2 Roads 26, 24 and 23 in Area L
Phase 3 Roads 22 and 21 in Area L
Phase 4 Roads 13, 12 and 14 in Area N
Phase 5 Roads 15 and 20 in Area N
Phase 6 Roads 9, 8, 7 6, 5 and 17 in Area 0
Phase 7 Roads 10, 3, 4, 2 and 1 in Area 0
COMPLETION
As the Contractor nears completion of one road and equipment becomes avail-
able, he may begin work on the next scheduled road after approval of the Engineer.
The Department will authorize final inspection, acceptance and payment as
each road or group of roads is completed, as covered in the Standard Specifications
under section 7.14.

The enclosed construction schedule is for your information on Colorado
Project R -AD 36(1). We will notify you when each road or group of roads
have been completed and accepted by the Colorado Department of Highways.
Maintenance of these completed roads will be the responsibility of the
county as stated in the Maintenance Agreement, dated April 3, 1963.
Prior to actual construct�.on of each road or group of roads, the county
is responsible for normal road maintenance.
