Purpose. To reemphasize the importance of Program Agents and Subagents erving equitably all segments of the unemployed population. • 2. Substance, The Emergency Employment Act and the regulations require that each Program Agent choose its participants from among the "significant segments" of the unemployed in roughly the same proportion as they are repre- Isented in the unemployed population. The groups identified are: veterans, tigrant farmworkers, older workers, youth, the disadvantaged and welfare keeipients , persons with limited English-speaking ability, persons dis- pieced by technological change or Federal cutback, and others from socio- economic backgrounds generally associated with substantial unemployment; idle. , minority group members. In addition, the the extent that women are represented in an area's unemployed population, Program Agents and Subagerts I have a responsibility for hiring them under PEP. n + ,-ter, D.-. -.l lF will consider the population data containcd in the Program Description and other available information on the unemployed in comparison with LI:: agent's past performance in hiring participants . If Program =nts hare net been choosing participants from the __r.e-me ti.0 ned groups in enu table I copor_ tions, the Regional Office will require nou-co -p]ying agents to spccify in their grant agreements percent e rartic l'on goals for all 7,roup-,, under- represented in the past. Progr= Agents s'no71d consider this type of requirement in their agreements with Subagents who have not been serving equitably "significant segments", women, and others represented in th,. unemployed population. •11[LKANK A.
